Standard Job Description
Programme Officer Organizational Setting and Work Relationships The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties – Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. – Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. – Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. – Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. – Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. – Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. – Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. – Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices. – Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. – Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities. – Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. – Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree. Field(s) of Education Economics Business Administration Social Sciences or other relevant field. Essential Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting. Desirable Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities. Nature of Position:
As November 2022, the country hosts 93,493 persons that require UNHCR continuous attention including 66,257 Refugees, 3,348 Asylum seekers and 3,888 Former refugees (Angolan & Rwandan). The caseload is a combination of protracted refugee situation compounded by periodic arrivals from neighbouring DRC.

Under the direct supervision of Deputy Representative, the Programme Officer should possess a solid knowledge and proven experience in program management and proven work experience in programming for urban area and integrated settlements whereby refugees and host communities’ live side by side all combined with experience in ensuring effective management of CBI program. The candidate is expected to coordinate, supervise, and manage the direct and indirect implementation of key sectors (livelihood, field, shelter, energy & environment, wash and public health and CBI) jointly with a variety of partners directly funded by UNHCR as well as operational partners that come on board with their own resources in the context of Global Compact for Refugees (GCR) and CRRF implementation.

The incumbent will provide support and advice to the operation in ensuring that risks, including in financial transactions, are consistent with the implementing instruments/authority and financial rules of UNHCR. The incumbent should have excellent drafting and communication skills, to deal with partners, Government counterpart and other stakeholders. The incumbent is expected to act as a credible advisor to the Deputy/Representative on issues arising from program management and if not addressed in a timely manner could affect an efficient implementation of UNHCR programs in Zambia.

While the incumbent will be physically located in BO Lusaka office, s/he will work closely with and support the IUNV Program Officer in FO Solwezi and Snr Program Assistant in FO Kawambwa. This implies the Programme Officer in addition to his/her daily work will coordinate the technical aspect of program management across the operation closely with the Deputy Representative.

Programme Officer will supervise all programme staff including, Assistant Programme Officer and Programme Associates the who are based in BO Lusaka. Technically, the Programme Officer will support the Associate Programme officers (IUNV) in FO Solwezi and GS staff in FO Kawambwa. Apart from strong proven functional competencies, the incumbent for this position is also expected to possess competencies in areas such as financial management. Previous program experience at UNHCR in different operations is essential, as the incumbent needs to be fully conversant with UNHCR ‘s program policies, procedures, and tools. Solid stakeholder management skills, performance orientation, and a proactive and mature approach are also crucial for effective program management in a particularly challenging context like Zambia.

Living and Working Conditions:
Lusaka is the capital city of the Republic of Zambia, a country heading towards middle-income country status. Zambia is an English-speaking country while majority of POCs (DRC & Rwanda) are French speakers. Shops are well stocked, and all basic commodities can be found, Lusaka has various supermarkets and malls around town. Imported goods tend to be available but more expensive. Health facilities, international schools, banking services are available in Lusaka. Finding accommodation meeting UN SRM standard is possible, either in stand- alone house, apartment, or town house in housing complexes. Domestic flights are costly but available. The local airline, Pro-flight and Mahogany operates flights to larger towns in the country. Zambia is a vast country and road travel can take days, given the distances and at times the road conditions. Zambia is peaceful with minimal security threats. There have been no restrictions on travel within Zambia. There have been no curfews or restricted movements within Lusaka or elsewhere. There have been no reported cases of serious incidents involving UNHCR staff members in the past. No incidents affecting UN staff members have been reported so far. Like in other duty stations, staff members are advised not to be complacent and be vigilant. International staff members are expected to have security guards from a recognized / recommended security company at their residences. Due to the COVID 19 pandemic, entry screening will be conducted at all airports and all travelers entering the airport are subjected to temperature and symptom screening. All travelers coming into the country through the international airports are required to provide a negative SARS CoV-2 PCR test result. The test should have been conducted within the previous 14 days. Travelers not meeting this requirement are not allowed entry into the country. All UNHCR staff are expected to be fully vaccinated.
