General Summary
• This Programme Officer will support the ZNYP+ Project strategic objectives programs. Responsible for the overall Running of the programs, key areas of work include program management. The Programme Officer will provide programmatic guidance and support with regard to the implementation of program and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the project implementation cycle

Key Rensponsibilities
• Overseeing quality of processes related to project cycle management, including planning, budgeting, monitoring, reporting, financial management, and cash flow planning. Engages in needs assessment / identification as the contribution to proposal preparation;
• Provide support to Project Director and Finance & Administration Manager in following up on monthly basis the direct project spending, including the preparation of spending plans and money requests;
• Contributes to the regular and smooth communication with Partners (e.g. monthly standards, review meetings);
• Supports Project Director in ensuring Internal Project Reports (IPRs) are filled and followed up in regards to agreed corrective actions;
• Supports effective coordination and communication among various departments (mainly Knowledge & Learning, Communication & Advocacy, Fundraising).
• Provides teams with refresher training’s related to quality programming and / or program development; and support for capacity building plans and their implementation;

Minimum Job Requirements
• Degree in Programme Management, Public Health or in equivalent with atleast 4 years working experience in a similar role.
• Demonstrated experience in programme management including familiarization with the OMC and sound knowledge of Results Based-Management.
• Demonstrated experience in field operations, sound knowledge in activity programming
• Three years experience in training and organizational development
• HIV/AIDS organizational experience
• Certificate in computer studies
