JOB DETAILS:
The Media Network on Child Rights and Development (MNCRD) is a vibrant, membership driven, media association dedicated to sensitizing and equipping the media and children to cover child rights and development issues. It works with government, civil society, cooperating partners, children and journalists to ensure that the voices of children and their issues are captured in the media to achieve policy change and implementation. Our vision is a society where children’s rights are understood, prioritised and enforced.
MNCRD wishes to invite qualified individuals to apply for the following position:
Position: Programmes Manager (x1 position)
Duty Station: Lusaka

Role Purpose:
The Programmes Manager overseas the effective and efficient implementation of projects supported by various partners in MNCRD by ensuring that adequate human and financial resources facilitate their implementation in a timely manner, and compile the necessary reports according to partner specifications. The Programmes Manager maximises time and resources to ensure that impact is achieved in the lives of children through effective collaborations with the media, government officials, elected representatives, CSOs, children and traditional leaders.

Reports to: Executive Director

Key Areas of Accountability:
• To provide leadership, management, and overall supervision of all technical programmes & projects to ensure that the MNCRD’s strategic objectives and child rights realisation outcomes are met.
• Manage Programmes effectively by enforcing standards among the implementing staff, volunteers, Children’s News Agency (CNA) members, journalists and partners.
• Manage the MNCRD Strategic Plan to ensure it is implemented through coordinated annual plans developed with the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer.
• Oversee all programme activities by scrutinizing, strategizing on and implementing activities through coordinated staff, and consultants or volunteers effectively, efficiently and on time;
• Ensure programme activities comply with the deliverables (outputs, outcomes and results) of the intended purpose in the relevant proposals;
• Responsible for overseeing the development and execution of project deliverables, implementation planning, budgeting and reporting, and action plans;
• Responsible for submitting activity reports on a regular basis to various partners for specific projects they have supported;
• Oversee the preparation and submission of annual results-based narrative report;
• Lead and motivate the programmes team and ensure that project correspond with project expenditure and coordinate work with consultants and volunteers in the project by referring to sections dealing with such in the funding agreements (including proposals);
• Ensure close collaboration and coordination with officers from cooperating partners to guarantee smooth implementation of activities and achievement of results as specified in grant agreements;
• Employ resourcefulness in project design, implementation and monitoring; trouble shoots project challenges by identifying and implementing creative solutions;
• Participates in acquisition of new projects by creative & proactive searches in line with the strategic purposes of MNCRD
• Submit Quarterly programme reports for management and board.

Qualifications and Experience
• University degree in Social Sciences or relevant area;
• At least two years of relevant project management experience with right-based issues; preferably children’s rights within civil society sector;
• Strong knowledge of children’s rights;
• Demonstrated skills in the design of human rights projects;
• Good analytical and report writing skills demonstrating narrative, analytical, design, narrative and graphical data analysis and financial accountability/;
• Demonstrated ability to set and achieve objectives;
• English language proficiency a must and use local languages will be an added advantage;
• Strong communication (verbal and writing skills), interpersonal and representational skills;
• Flexible and adaptable to dynamic changes and fast-paced work environment;
• Ability to work with minimum supervision;
• Knowledge of Word, Microsoft Excel and PowerPoint
• The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience;

Additional Attributes:
• Ability to ensure that activities are done and send quality reports before deadlines;
• Ability to promote team work and motivate staff to function well as a team and contribute effectively to team efforts;
• Known experience in civil society advocacy and change making processes;
• Interest in the promotion of children’s rights especially the vulnerable in society;
• Project design, implementation, monitoring, evaluation, and report writing;
• Ability to make presentations in various diverse situation and apply negotiating, problem solving, analytical, supervision and decision making skills.

Child Safeguarding:
The responsibilities of the post may require the post holder to have regular contact with or access to children or young people. The candidate should not have had cases of child abuse and will ensure that child safeguarding is prioritised within social accountability work.
