Technical Focus
The incumbents will support routine monitoring and evaluation activities in line with the project monitoring and evaluation strategy. This will involve supporting day to day organization of monitoring activities involving
(i) reports preparation, review, and feedback of field reports from stakeholders and
(ii) Implementation of routine monitoring assessments and associated data analysis.
Tasks and responsibilities
The Programme Associates (Monitoring and Evaluation) will support implementation of the SIFAZ project monitoring and evaluation strategy focussing on (i) implementing partners reporting and feedback and (ii) implementation of monitoring and evaluation assessments and associated reporting. Specifically, the incumbents will undertake the following activities:
• Support the project monitoring and evaluation activities tracking progress of project implementation involving:
o Designing of monitoring data collection methodologies (household surveys, community interviews, key informants, focus group discussions, etc). This includes a supporting role to stakeholders (government and other institutions contracted under the project) at provincial, district and agricultural camp levels involved in monitoring and evaluation of the activities of the project.
o Following up and tracking of performance and reporting of implementing partners contracted through Letter of Agreements and other contracts issued under the project.
o Regular tracking of log frame and process indicators for project interventions, progress report preparation and collation of key issues for technical and management decisions.
o Updating and maintain up to date records of activity and process implementation plans, budgets, and logistical arrangements for all monitoring and evaluation activities under the project.
• Support review of existing data collection tools and the designing of new tool kits with data collection instruments for household surveys, community interviews, key informants’ interviews, Focus Group Discussions, etc); support monitoring and evaluation data collection exercises, data analysis and assessment reports writing. This includes supporting training and supervision of enumerators; quality control of data collection activities at provincial, district and camp levels involved in monitoring and evaluation.
• Support in logistical, procurement and operational planning, authorisations and approvals of programme activities involving monitoring and evaluation of the project. Key monitoring and evaluation activities include annual result/outcome progress assessments/monitoring, Post input distribution and/or intervention monitoring; Bi-annual cluster review meetings; Bi-annual technical spot checks and data quality audits.
• Support the compilation of reports, organizing, analysing, and preparing data for ad hoc reports, fact sheets, resource partner reports, briefing notes, and other reporting and communication and visibility products under the project.
• Participate in information and knowledge management systems in the project by contributing to adequate and frequent updates, access and standardization of program information and agricultural situation analysis under the program.
• Perform any other related duties, as required for successful execution of SIFAZ monitoring and evaluation strategy.
Minimum Requirements
Candidates should meet the following:
• Minimum a university degree in agribusiness, agriculture, economics, monitoring and evaluation, social sciences or other fields related to the FAO mandate.
• At least 2 years of relevant experience in monitoring and evaluation of project activities, field implementation of project activities, project operations and support involving any of the following: agronomy, agribusiness, agricultural extension, project monitoring or agricultural mechanization promotion.
• Working knowledge of English.

Selection Criteria
Please note that all candidates should possess computer/word-processing skills and should be capable of working with people of different national and cultural backgrounds.
• Extent and relevance of experience in supporting monitoring and evaluation of project activities, designing and implementation of monitoring exercises involving household surveys, community interviews, key informants’ interviews, and Focus Group Discussions
• Extent and relevance of experience in data analysis and report writing. Demonstrated and good skills in SPSS, Ms Excel and Ms word will be a strong asset.
• Level of communication skills, good writing skills including ability to write concise technical reports in English.
• Extent and relevance of experience working with national and local governments, private sector, NGOs, academic and research institutions, including the Consultative Group on International Agricultural Research (CGIAR), is considered a strong asset.
• Familiarity with FAO and UN (in general) administrative, operational, and financial procedures is an asset.
