TERMS OF REFERENCE FOR THE PROJECT ASSISTANT
Background
The Government of the Republic of Zambia (GRZ) has received financing from the World Bank (WB) towards the cost of implementing the Transport Corridors for Economic Resilience Project (TRACER) which will focus on three (3) key regional transport corridors namely the Serenje to Mpika, Kazungula to Katima Mulilo and the Lusaka to Luangwa Roads.
A Project Management Unit (PIU) will be established in the Ministry of Infrastructure, Housing and Urban Development (MIHUD). It will be led by a full-time Project coordinator and supported by a Project Assistant among other key staff. The PIU will also ensure effective coordination between all the implementing agencies.
The MIHUD now wishes to engage the services of a suitably qualified candidate to fill the vacant post of Project Assistant under the TRACER Project.

3. Title: Project Assistant (1 Post)
4. Responsible to: The Project Assistant will be responsible to the TRACER Project Coordinator on all project operational matters and will work closely with all other Project Specialists and implementing Ministries, and Spending Agencies (MPSA), and other key stakeholders during project implementation processes.
Objectives of the assignment:
The Project Assistant will be a part of the Project Implementation Unit (PIU), and will be the lead in tracking progress on all project activities. In liaison with other Project specialists, the Project Assistant closely with other Project Specialists, will ensure timely updates on progress and reporting to the Project Coordinator for timely intervention framework.
Scope of Services/Duties:
The Project Assistant will lead in tracking project activities and provide timely status of progress periodically.
Specifically, Project Assistant is expected to: –
1. Work closely with the Monitoring and Evaluation (M&E) specialist to Implement M&E System:
2. Keep record of all reviews of project level Monitoring & Evaluation (M&E) plan and associated work plans for each component/activity (as reflected in the results framework)
3. Work closely with the Activity Project managers to generate and keep risk register for project activity.
4. Keep track of all planned activities in the main implementation plan.
5. Monitor project progress through field visit, offer feedback and keep regular communication with related field staff.
6. Track project’s output and outcome level results on the periodic basis in close coordination with project’s implementing team.
7. Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops and trainings.
8. Generate monthly reports highlighting activity progress, financial draws down, existing and developing risks to enable the implementation unit to take intervention measures timely.
9. Work closely with Project managers in production of quarterly progress reports.
10. Participate in evaluations and assessments. The Project Assistant may also serve as the evaluation team member of selected evaluations conducted under the Project.
11. Undertake any other project related tasks that may be assigned to him/her by Project Coordinator.

Note: These indicators might be subject to change, in mutual agreement, from time to time, and as may be initiated by the Project Coordinator. Further the Actual ratings/scores shall be agreed upon with the Project Coordinator within the first six months from the appointment date.
Time Frame and Duration:
This is a full-time position on the project with approbation period of Six (6) months. The service is initially for a period of two (2) years but is subject to renewal based on satisfactory performance and project demands.
Subject to the selection process, the successful candidate is expected to commence work immediately.
Required Qualifications and Experience:
• Grade 12 School Certificate
• Minimum of bachelor’s degree in Civil Engineering, or any other related field.
• At least 1 year of experience as an intern in a project implementation environment.
• Willingness to undertake regular field visits in different conditions is required.
• Good knowledge of concepts and framework for monitoring and Evaluation and Result
Measurement. Both written and spoken in English is essential.
• Familiarity with the relevant Government procedures and regulations.
• Good computer skills in Word, Excel, PowerPoint email and the internet.
• Good interpersonal relations.
• Female graduate applicants have an added advantage
