JOB DETAILS:
Our client, the National Authorising Officer of the European Development Fund (NAO) in the Ministry of Finance (MoF), the contracting authority for the service contract and the Programme Estimate for the Zambia Energy Efficiency Sustainable Transformation Project (ZE2ST) has engaged Career Prospects Limited to recruit, on their behalf, suitably qualified, experienced, innovative, dynamic and results-oriented professionals, with a high level of integrity to join the Project Technical Assistance Team.

Background
The European Union has proposed to support the hamessing of the potential for energy efficiency and conservation investments in Zambia through the Zambia Energy Efficiency Sustainable Transformation Project (ZE2ST). The ZE2ST Project includes a Programme Estimate (PE) supported by the decision ZM/FED/040-803 financed under the 11th European Development Fund (EDF). ZEEST aims at mobilising energy savings, energy services and demand side management. This is in order to make energy efficiency count in Zambia. ZEEST will be implemented through policy work, promotion of sustainable investments and job creation as well as strengthening state, societal and community resilience.
ZEEST has two strategic objectives (SOS); to unlock the potential of the private sector to contribute to the attainment of national energy efficiency and climate resilience goals; and to stimulate demand side management by the power utility as well as contribute to improved management of outages, thefts and distribution losses.

Job Purpose
Reporting to the Imprest Administrator-ZE2ST, the incumbent will be expected to perform engineering and technical disciplines in order to contribute to achievement of the ZE2ST Project outcomes in compliance with EDF rules and regulations. He/she will provide day to day oversight and technical functions in order to ensure project sustainability and success in accordance with ZEEST targets, strategies and goals.

Key Accountabilities (include but are not limited to);
• Provide support in planning and determining systems to be developed by core institutions in order to achieve ZEEST Objectives and optimize energy savings;
• Establish project criteria and determine the equipment to be procured in order to implement the identified projects;
• Perform risk assessments in order to minimize project risks;
• Develop specifications of the identified equipment and identify the best possible source in light of the EDF requirements;
• Ensure appropriate execution of all engineering and technical disciplines of the project

Qualifications and Experience
• Minimum Bachelor of Engineering Degree in electrical, mechanical, chemical, civil engineering or equivalent.
• Master’s Degree in Engineering will be an added advantage
• Valid EIZ license
• A minimum of ten (10) years of post-graduation working experience.
• Experience of working in donor-funded projects or programmes.
• A minimum of three (3) years of working experience in a European Union (EU) funded project or programme;
• Hands-on experience with EDF rules, regulations and procedures.
