PROJECT MANAGER - DEVELOPMENT OF SOCIAL PROTECTION PAYMENTS IT PLATFORM FOR LODA


JOB PURPOSE: AFR is seeking to hire an individual consultant to provide project management support to its partners during the implementation of AFR funded projects. This resource will work on the LODA project for the Digitization of Government Social Protection Cash Transfers, and one other project under the AFR portfolio. Details are provided for the LODA project below. More details will be provided in due course for the other AFR funded project however, the areas of responsibility will be similar to the ones defined below.


LODA Project: Digitization of Government Social Protection Cash Transfers to low income people
Rwanda’s Vision 2020 Umurenge program (VUP) provides income support in the form of cash transfers to individuals who are vulnerable and living in extreme poverty. AFR is supporting LODA in its effort to improve the delivery of social cash transfers to end beneficiaries. This will be done under a project to upgrade the current software system, MEIS, to improve the workflow authorization and payroll approval process. Additionally, a payment module will be developed. This will include features that help manage electronic payments by integrating to Ministry of Finance and Central Bank (BNR) systems and keep track of the entire cash transfer process by leveraging already existing RTGS and other payment service provider infrastructure. In the first phase of this project LODA and AFR have contracted a software development firm to carry out the upgrade of MEIS. While LODA will have a designated internal resource to manage the project according to their processes and policies, the AFR project manager will primarily be responsible for overall project planning, monitoring and reporting within AFR. They will liaise with and assist the LODA project manager to meet the AFR project requirements. As the point AFR person on the project, they will coordinate and guide the project team to ensure that they meet the project objectives and stakeholder expectations.
REPORTS TO:

Division Head in charge of Local Development Planning and M&E at LODA and the Head of Digital Financial Services at AFR.

Scope of Responsibilities:


Area of Responsibility

  • Planning for the project by setting project goals, deliverables and relevant supporting plans.
  • Monitoring and control by overseeing all the tasks and metrics necessary to ensure that the project is within scope, on time and on budget.
  • Formally close the project by collecting project records, analyzing success and failure, handing over the project products to LODA and archiving project information for future use.

Action Steps

  • Support LODA project manager in development of the work plan with SMART activities, milestones and deliverables in MS project or other project planning tools. This will be in collaboration with the software development firm, quality assurer and LODA personnel working on the project.
  • Assist the LODA project manager to identify and map the key people/stakeholders in key organizations such as AFR, LODA, SACCO’s, MTN, TIGO, MINECOFIN, BNR and NDC needed for the successful execution of the project, their roles. They will liaise with LODA senior management to ensure that their roles on the project are clear and formally defined to their managers
  • Work with the LODA project manager to organize and carry out project kick off.
  • Support the LODA project manager to develop a RACI Matrix Responsibility assignment matrix.
  • Assist the LODA project manager to develop a knowledge management plan.
  • Based on the work plan, work with the LODA project manager to forecast project annual spend on quarterly basis
  • Support the LODA project manager to develop results chains for the projects
  • Assist the LODA project manager to ensure proper contract management
  • Work with the LODA project manager to ensure that the project is on schedule in relation to the agreed upon work plan.
  • Support the LODA project manager to report weekly, monthly and quarterly to LODA and AFR on the status of the project based on set criteria/objectives
  • Assist the LODA project manager to document key activities, milestones and deliverables.
  • Work with the LODA project manager to ensure that payments to service providers are made on time and in line with contracts.
  • Support the LODA project manager to organize meetings between stakeholders, take minutes, and follow up on action points.
  • Assist the LODA project manager to liaise with the software development firm to ensure that the requirements at every stage of the software development lifecycle are met.
  • Work with the LODA project manager to perform risk identification and mitigation
    • Support the LODA project manager to update the project plan
  • Assist the LODA project manager to manage all communication by contributing to publications, organizing stakeholder meetings and debriefing stakeholders when called upon.
  • Work with the LODA project manager to collect information on success stories.
  • Support the LODA project manager to maintain an action log
  • Assist the LODA project manager to maintain a change management log.
  • Work with the LODA project manager to ensure that the software development firm develops an annual maintenance plan and budget
  • Support the LODA project manager to ensure all project documents are properly archived.
  • Assist the LODA project manager to develop an end of project report.
  • Work with the LODA project manager to document lessons learnt and success stories.
  • Support the LODA project manager to project handover to LODA.
    Success Criteria/Measures
  • A GANTT chart clearly showing all project milestones and other deliverables.
  • Comprehensive stakeholder map also showing persons responsible.
  • A project kick off meeting with all stakeholders with action points and an agreed upon work plan.
  • A responsibility matrix document agreed upon by all stakeholders.
  • Documentation of all project milestones, achievements, challenges and lessons learnt.
  • A detailed work plan clearly showing tasks and activities and their corresponding financial expenditures
  • A completed and approved results chain of the project
  • A central depository of all project related contracts, MoUs and other relevant documents and work approval forms.
  • An up to date work plan.
  • Weekly status update reports to LODA and AFR.
  • Well written documentation on all project related activities.
  • Scheduled payments made on time to service providers.
  • A central depository with all meeting minutes and action point follow up procedures.
  • A good working relationship with the software development firm.
  • A document with a comprehensive list of project risks and mitigations.
  • An up to date project plan signed off by all the project stakeholders
  • A mechanism for escalating issues to both LODA and AFR senior management, must be in place.
  • Weekly project status reports to project stakeholders.
  • Central repository with proper documentation on success stories.
  • An up to date action log.
  • A change management document
  • Annual maintenance plan and budget agreed upon by LODA and the software development firm.
  • Central repository with all documents pertaining to the project.
  • End of project report
  • Central repository with documentation of all lessons learnt and success stories during the project.
  • LODA staff training by software development firm
  • Ensure that the official handover document by the software development firm to LODA is comprehensive.
  • And other duties as requested by the LODA

Educational Qualifications:

  • Minimum of university degree in Computer science or an IT related degree
  • Professional Project management qualification e.g. Prince 2 or PMP.

Experience and Knowledge:

  • At least 5 years of professional experience managing the deployment of Information Management Systems
  • Should have mastery of MS Project or similar project management tools.
  • Demonstrate experience and knowledge of Agile software project management.
  • Should be an expert in using MS office
  • Have very good written and spoken English and Kinyarwanda.
