PATH’s Center of Digital and Data Excellence (CoDE) is dedicated to accelerating the digital transformation of global health and utilizing high quality data to further improve health outcomes. Our work spans the entire systems strengthening lifecycle from advancing global, regional and national digital health agendas to supporting the deployment and long-term use of these systems.
CoDE is currently recruiting a Project Manager who will support ongoing initiatives within the Center of Digital and Data Excellence. The Project Manager will provide administrative, project management, and communications support to projects – supporting start up, and routine program management, ensure alignment and coordination with partners, and maintain progress against milestones. She/he/they will also coordinate inputs from global team members to achieve programmatic deliverables. This Project Manager position will be a hybrid of both specific project support and support to internal CoDE management initiatives.

Responsibilities (include but are not limited to):
• Ensure defined standards, tools, and norms for activity planning, management, communication, reporting and standard operating procedures are reinforced and adhered to in the execution of the project.
• Ensure the appropriate management of work plans and donor deliverables by working closely with the technical teams and project directors to oversee and keep track of implementation of activities and finalization of deliverables in line with deadlines and appropriate approvals.
• Coordinate team meetings, define meeting agendas, strategic direction/questions, and provide insights into key risks, challenges, and opportunities that should be presented to project team and/or donor or government.
• Effectively manage, track, and mitigate risk related to the implementation of project activities by monitoring dependencies across the workplan and paying particular attention to non-compliance, regulatory standards, and work with the project administrators to ensure financial management practices are being adhered to.
• Address or escalate (when needed) challenges related to project execution when there are budgetary implications, concerns from donor and/or government or when processes are not being followed.
• Work with the technical team to lead the technical writing of routine project reports to donor and government and assist technical team members with writing project documents and editing drafts in an effort ensure the highest-level possible activity outputs and deliverables.
• Help coordinate activities with external business partners, as well as internal global team members.

Specific to External Projects:
Specific to Digital Health Ecosystem project (30%)
• Grant process management: manage and support Expression of Interest (EOI) and Request for Proposal (RFP) processes in line with PATH and donor procurement policies and regulations. Support preparation of award materials for steering committee review, coordination of evaluation of submissions, and communication with awardees.
• Facilitate pre-award and award making phases in coordination with Project Administrator, Procurement, and Office of Grants and Contracts.
• Subaward management: Once awarded, ensure appropriate management of grantees, communicating processes to ensure quality of deliverables, compliance with PATH policy, and alignment with program goals.

Specific to UNICEF PCA (30%)
• Provide management of Technical Assistance for Digital Health Systems Strengthening at country level:
-Readiness assessments, proposals and workplans developed, business requirements and platform analysis developed, knowledge management, standards exchange, costing and investment cases developed, support for national capacity of health information exchange and standards including for GIS as part of digital health architecture.
• Provide oversight for country-based Map & Match updates/mapping of digital health solutions
• Serve as point person for coordination of country-based Master Facility Registry activities:
-Management of implementation research processes and oversight, support for operational guidelines/SOPs developed, coordination of processes for software platform updates and integrations for digital health architecture, tracking of number of individuals trained.
• Serve as point person for coordination of country-based Health Workforce Registry activities:
-Implementation research for country systems, operational guidance, and software platform updates as needed for integration of country digital health architecture.
• Serve as point person for coordination of country-based eLMIS, Track and Trace activities by country:
-Implementation research for country systems, operational guidance, and software platform updates as needed for integration of country digital health architecture, related M&E.
• Serve as point person for coordination and development of a Digital Health Platform Assessment Criteria Matrix created in partnership between Digital Square, WHO and UNICEF, including support for the development of an online portal for related analysis to assess mature digital public goods.

Specific to Internal CoDE Initiatives:
CoDE Ambassadors (20%)
• Provide overall management to CoDE Ambassadors program, a newly launched effort to help build bridges between CoDE and other programs & country offices at PATH, fostering cross-program collaborations and creating channels for information flow between CoDE and other teams.
• Lead and support further development of orientation programming for ambassadors.
• Serve as a point person and champion for the program, strengthening communication channels between CoDE and PATH’s program areas and supporting digital and data approaches in all of PATH’s work.
• Field and direct questions and collaboration inquiries from other programs to the relevant stakeholders and technical experts within CoDE.

Community of Practice (COP) (15%)
• Work with Digital Health leadership and technical teams to curate relevant content and presentations for COP that facilitates sharing of knowledge and learnings.
• Plan, develop, and support a continuous program of presentations and learning sessions in alignment with team learning agenda.
• Lead & facilitate learning sessions with subject matter experts.
• Track metrics around session attendance and engagement to continuously improve content offerings of the COP.

Required Experience
• Minimum bachelor’s degree in a related field, preferably masters level.
• At least 5 years demonstrated experience as a project manager with a track record of architecting and managing milestone-based projects within budget and time constraints.
• Excellent interpersonal skills, and the ability to develop and maintain effective working relationships with colleagues and relevant project stakeholders.
• Demonstrated and proactive organizational, prioritization, and workload management skills in a fast-paced environment.
• Excellent IT skills, including a good understanding and experience of Microsoft Office Products (Word, PowerPoint, Excel, Outlook). Knowledge of SharePoint and Smartsheet is a plus.
• Excellent oral and written communication skills in English. Experience working remotely with diverse teams of geographically distributed employees with multiple perspectives.
COVID-19 Vaccine Requirement:
PATH has instituted a COVID-19 vaccine mandate for all employees, interns, consultants, and temporary staff based in the United States. Individuals selected for job opportunities in the United States must be fully vaccinated, and show proof of vaccination status, upon hire. Remote Working:
PATH continues to evolve to support our employees during the COVID-19 pandemic. Currently, most of PATH’s US based positions are temporarily 100% remote, within commuting distance to our PATH offices. When PATH transitions more broadly to in-person work, we will operate with a hybrid workplace model. Hybrid employees must reside within commuting distance to one of our PATH offices. PATH’s US offices are in Seattle, WA and Washington, D.C.
