Project Summary
Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) is a five-year, USAID-funded global cooperative agreement, which helps priority PEPFAR countries achieve and maintain HIV epidemic control among pregnant and breastfeeding women, infants, children, and youth. The two objectives of the project are to: i) attain and sustain HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/AIDS and prevent HIV transmission among these populations; and ii) support the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

Position Summary
Reporting to the Project Director, the Project Officer – Planning, Coordination & Case Management will be responsible for provision of technical support on the Project’s work planning process and implementation of ACHIEVE’s first and fourth Strategic Objectives. He / she will coordinate roll out of Community Case Management system and capacity development efforts of MCDSS and local community structures to manage and deliver high quality services to VCA. The Project Officer will collaborate with MCDSS on strengthening of inter sectoral integration and coordination between MCDSS structures, ECAP Implementing Partners and other relevant stakeholders key to building a supportive multi-sectoral environment for vulnerable children. He / She will be part of the ACHIEVE Zambia team to provide on-site technical support to SWAZ and focal point persons within MCDSS Departments of Social Welfare on the successful implementation of project activities.

Key Responsibilities
1. The Project Officer will be responsible for facilitating the overall planning, implementation and monitoring of all field activities and ensure direct liaison with MCDSS and other partners.
2. Support MCDSS focal point persons and SWAZ on implementation of the project’s activities for strengthened Provincial, District and Community level structures for improved quality of delivery of Health and HIV focused Social Protection services among VCA and their families.
3. Support MCDSS, it’s collaborators on Planning, monitoring and coordination of roll out of Community Case management guidelines and tools for effective referrals and linkages into health facilities for service delivery.
4. Support MCDSS to conduct supportive supervision and monitoring of provincial and district level counterparts, with a focus on skills development of provincial and district level staff to carry out coordination, operational, and technical functions.
5. Support ACHIEVE Zambia Project Management team with coordination of technical working groups with MCDSS, other Government of the Republic Zambia line ministries and key stakeholders linked to project initiatives.
6. Provide other direct technical inputs to SWAZ in line with Case Management roll out and successful implementation of project’s objectives one and four deliverables.
7. Work in collaboration with ACHIEVE’s Systems Strengthening Advisors – MERL & MIS as well as Fiscal Accountability in identifying key systems strengthening gaps linked to Objectives 1, 2 and 3 to develop and oversee the implementation of approaches for strengthened capacity.
8. Support the MCDSS and ACHIEVE Technical Advisors in coordinating trainings, organizing meetings and where needed represent ACHIEVE’s Systems Strengthening activities at USAID, PEPFAR, MCDSS and other partner led platforms / events.
9. Support the design, planning, monitoring and budgeting of activities under Objectives 1 and 4 and participate in other project level processes to ensure integration with other project components.
10. Support the compilation of donor reports on the progress of the project as well as strategic reports about key achievements and programme impact as documented in the most significant change stories, monitoring and evaluation plan, semiannual and annual reports.
11. Ensure all project activities are implemented in an effective and timely manner.
12. Ensure all project records are documented and filed neatly for future references.
13. Other duties as assigned.

Basic Requirements
1. Bachelor’s Degree in a relevant field such as public health, social work, etc.
2. At least 5 years of operations, project implementation experience in Health, HIV, GBV social welfare systems strengthening in Zambia.
3. Prior experience working with or in collaboration with MCDSS or other GRZ ministries preferred.
4. Technical expertise with one or more of the following: social welfare workforce strengthening; design and/or implementation of Community HIV programs, integrated case management systems focused on children or adolescents.
5. Previous experience working on USAID- and/or PEPFAR-funded systems strengthening, technical assistance, OVC or child protection, and/or capacity building projects.
6. Demonstrated effective interpersonal and creative problem-solving skills.
7. Excellent Oral and written English Communication skills.
8. Ability to maintain good relationships with MCDSS, SWAZ, Blue Code Systems limited and other ACHIEVE Zambia Civil Society partners.
