Key Responsibilities:
Project development and Implementation
In Liaison with the Technical Programme Manager;
• Ability to provide overall management and leadership of the project within the Province in line with the approved Detailed Implementation Plan complying with donor guidelines and regulations.
• Provide leadership and share knowledge of Teaching at the Right Level remedial learning approach (TaRL)
• Ensure project implementation is in line with the Ministry of General Education (MoGE) National Strategies and relevant standards and policies.
• Facilitate the planning and implementation of Catch Up activities using recommended models, techniques, standards and tools to achieve output targets within scope, time, and budget.
• Ensure project strategies are aligned with MoE at School/District level plans and approach for better programming.
• Strengthen and work through existing systems i.e. ToTs at district levels for sustainability and ownership.
• Work closely with the community and district partners such as the church to mobilize community for local partnership and ownership, participation in implementation of activities to achieve sustainability of project interventions.
• Support staff orientation and participate in building capacity of technical staff through coaching and mentoring for increased/enhanced competency
• Provide input in performance appraisal of programme staff for increased accountability
Capacity Building
• Facilitate training, coaching and mentoring of stakeholders (teachers, community volunteers) and other relevant stakeholders to ensure project activities are effectively implemented.
• Facilitate training of stakeholders in specific project models and monitoring tools for effective reporting of project data.
Programme Effectiveness and Quality Assurance
In close collaboration with the project M&E Specialist, the Specialist will;
• Track performance of targets, including project outcomes, in line with the Detailed Implementation Plans (DIP).
• Utilize and adapt learning from monitoring and evaluation processes to inform programming.
• Consolidate and review monthly, quarterly and annual reports for timely submission.
• Collaborate with MoGE teams in program design: adaptation, implementation, learning and knowledge management, documentation, evaluation and transition.
• Document and share project lessons and promising practices with partners and stakeholders.
• Support and conduct joint monitoring with MoE DEBS officials for effective implementation and quaity control.
• Participate in the review of project interventions for improved quality of programming
• Based on the experiences, lessons learned and changes in context, contribute to the annual revision of relevant materials and professional development trajectories.
Networking, Collaboration and Liaison
• Represent WVZL in various key meetings including Ministry of Education’s Education Work Group, and other relevant meetings for alignment of the Catch-up program in the province/national level.
• Build and maintain relationship with internal and external partners/stakeholders for enhanced collaboration and sustainability

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• University Degree in Education or relevant field with minimum 5 years’ experience in relevant field. A Master’s degree in Education (or Similar) will be an added advantage.
• Experience in a complex, international organisations preferably NGO context
• Experience in Remedial lesson planning or TARL as an added advantage
• Experience as a Primary School Teacher will be an added advantage
• Excellent knowledge of the Zambian Education system – a must.
• Experience in project design, implementation, monitoring and report writing,
• Good community / stakeholder engagement, mobilization, facilitating and donor engagement skills
• Must possess good communication, interpersonal, analytical, conflict management, negotiation, and networking skills.
• Ability to multi-task and meet deadlines.
• Must be computer literate in Word, Excel and PowerPoint
• Capacity to function well in a team and contribute effectively to team efforts
• Knowledge and understanding of World Vision operations would be an added advantage
• Must be able to speak at least one of the local familiar languages for North Western (Lunda, or Luvale, or Kiikaonde).
