JOB DETAILS:
Key Responsibilities:
Project Technical oversight support and Implementation
• Coordinate with the Provincial Catch-up Specialist on field implementation plans: annual/quarterly/monthly action plans including financial budget.
• Support the capacity building and enhance partner knowledge of Teaching at the Right Level remedial learning approach (TaRL)
• Collaborate with project consortium members and key education system actors for effective implementation of the Catch-Up project.
• Ensure quality and timely implementation and monitoring of the project’s interventions in line with the approved project scope.
• Ensure that project interventions are implemented in compliance with the donor guidelines and regulations.
• Ensure project implementation is in line with the Ministry of Education (MoE) National Strategies and relevant standards and policies.
• Provide technical leadership and guidance to MoE officers at district, zone and school levels on the Catch-Up approach.
• Where required, Support resource mobilization initiatives that may be required to scale-up and/or deepen the impact of the project.

Capacity Building, Coordination and Partnership
• Participate in building capacity of MoE staff and teachers through coaching and mentoring for increased/enhanced competency.
• Build and maintain relationship with internal and external partners/stakeholders for enhanced collaboration and sustainability of project intervention
• Coordinate with MoE and other Education actors at various levels (Community and District) for implementation of Catch-up and other related program activities
• Represent WVZL in key meetings enhancing coordination in the district and at community level.

Programme Effectiveness and Quality Assurance
• Track performance of targets in line with the Detailed Implementation Plans.
• Facilitate district level joint monitoring with MoE in North Western province for effective implementation and quality control.
• Compile and timely submit monthly, quarterly and annual reports for improved project implementation and decision making.
• In collaboration with the MEAL&I Specialist, and MoE, support the project review for improved quality of programming.
• Participate in documenting and sharing project lessons and promising practices with partners and stakeholders.

Other:
• Show spiritual maturity, integrity and energetic personality, through attendance of daily devotions and other spiritual nurture programmes.
• Other duties as designated by the Line Manager or his/her delegate

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• Bachelor’s degree in Education or relevant field with minimum 3 years’ experience in relevant field.
• Experience in School Based Teacher Professional Development will be an added advantage.
• Excellent knowledge of the Zambian Education system – a must.
• Experience and/or training in the Catch Up Programme will be an added advantage
• Experience working in a complex, international organization preferably NGO context
• Proven skills and experience in project management (Planning, Budgeting, report writing).
• Experience in project design, implementation, monitoring and evaluation and report writing essential
• Knowledge and understanding of World Vision operations would be an added advantage,
• Must have excellent communication, interpersonal, analytical, decision making, conflict management, negotiation, networking, liaison and donor engagement skills.
• Ability to work in a cross-cultural environment and functional teams.
• Computer literate in Word, Excel, PowerPoint and Social tools.
• Must be able to speak one of the 3 familiar languages; Lunda, or Luvale, or Kiikaonde

Working Environment / Conditions:
• Office-based 40%: field 60%
