Right to Care Zambia has been awarded a five (5) year project funded by the USAID through the PEPFAR mechanism. The USAID – Action HIV project aims to reduce HIV mortality, morbidity and transmission by achieving the UNAIDS and PEPFAR goal of 95/95/95 HIV treatment coverage by providing comprehensive HIV Prevention, Care and Treatment maintenance services in Luapula, Northern and Muchinga provinces of Zambia. The USAID Action HIV project will work closely with and in support of the Ministry of Health.
QUALIFICATIONS AND EXPERIENCE
Minimum Required Qualifications and Experience:
• Grade 12 Certificate
• Bachelor’s degree in Social Sciences, Statistics, Computer Science, Public Health or a related field.
• Minimum of 3 years’ work experience with at least 1-year experience in managing HIV/AIDS-related data, including data verification / quality assurance
• 2-year experience in working with MOH data management/M&E systems (from patient-record level to DHIS2 level)
• At least 2 years’ experience in Data management analysis, report writing, Data Presentation and data dissemination
• 1 year experience in working with SmartCare and able to trouble shoot, run reports, and provide technical assistance.
• Working knowledge of Quality Improvement through Data Usage (QIDU)
• At least 2-year data collection or entry experience in the health sector
• Skilled in MS Office, including Word, Excel, Power Point and Outlook and MS Access
• Experience with donor programs is required.
• Experience with SmartCare required
• Experience with DHIS2 i.e DATIM or any DHIS2 platform.
• USAID/CDC/DOD experience a plus.
• Tertiary qualification in health, public health, social sciences, behavioural sciences, or related field
• Background in research, monitoring, and evaluation and/or other data management field
• Strong knowledge of HIV/AIDS
Desirable Qualifications and Experience:
• Minimum of 4 years’ work experience with at least 2-year experience in managing HIV/AIDS-related data, including data verification / quality assurance
• 2-year experience in working with MOH data management/M&E systems (from patient-record level to DHIS level).
• 1 year experience in managing staff
• 1 year experience in training / facilitation
• Relevant work experience implementing monitoring systems for impact analysis
• Work experience with donor-funded projects on skills development
• Experience with innovative analysis of monitoring data
• Experience with effective use and visualization of monitoring data
• Experience with donor programs is required.
• Experience with SmartCare required
• Experience with DHIS2 i.e DATIM or any DHIS2 platform.
• USAID/CDC/DOD experience a plus
• Experience with independently conducting data analysis, interpretation, and presentation of findings, including identification of possible causes for findings and can propose measures to address underlying causes
• Proven experience with writing baseline, annual, and final M&E reports to document project targets, actual accomplishments, and reasons for any deviations.

KEY PERFORMANCE AREAS
• Design, Improve and expand data tools for use at provincial, district and facility level in data capturing and reporting
• Develop and Implement Evaluation plan
• Stay Informed of best M&E Practices and support their application at facility level.
• Strengthening M&E Framework by ensuring that all Data capturers as well and District M&E coordination have a clear understanding of indicators.
• Ensure that data collected from health facilities is accurate and consistent by providing technical support on daily, weekly, and Monthly
• Ensure data is collected from all the implementing institutions/facilities daily, weekly, and monthly and follow up all implementing institutions/facilities that have not submitted data (by the 7th of the following month) and provide required technical support
• Ensure submission of Daily, Weekly and Monthly Reports within PEPFAR reporting deadline for end-of-month.
• Conduct Internal Verification Check of Monthly Reports of partners/ programmer, within 2 days (48 hours) of submission date.
• Obtain corrections upon identification of data quality issues, within 24 hours of submission of queries, or within PEPFAR reporting deadlines for end-of-months.
• Design and maintain aggregate stats database.
• Maintain repository (paper-based and electronic) of all Monthly Reports and collation tools.
• Contribute to the data quality and verification activities planned in the province
• Compile report and submit it to the Provincial M&E Coordinator by the 7th of the following month.
• Display updated and analysed performance indicator graphs by 8th of the following month
• Provide Monthly feedback within 2 days after the data export date to District/facility managers and service points by means of updated graphs on selected indicators and present to the provincial team.
• File all data/reports needed to meet monitoring and audit requirements and store safely
• Analyse, interpret, and use information for remedial interventions to optimize patient care and facility performance.
• Develop action plans in collaboration with District and facility staff in the district for indicators that reflect poor performance
• Provide monthly feedback to District and facility staff regarding Data quality (timeliness, completeness, and accuracy of data) of related indicators highlighting good performance and service delivery shortcomings
• Ensures security of data by use of back-ups weekly
• Provide data to management when needed for decision making
• Timely advise Treatment/Prevention Provincial coordinators on warning indicators
• Monthly inputs to provincial, district and facility reviews meetings on data quality (emphasizing timeliness and completeness) and performance with recommendations to optimize data quality
• Spot checks weekly on: Recipient of Care clinical record reviews (10 records per month)
• Verifying that data in the registers and on the new Patient Locators forms correlate
• Support and guide facilities on filing practices for clinical records and data collection tools as required for data verification and audits
• Keep dated and signed records on spot checks done
• Hard copies of data collection tools kept as prescribed by government policy
• Ensure that facilities are always ready for an audit on data/reports.
