Overview
• The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private-sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in collaboration with JSI Research & Training Institute, Inc. (JSI), Mopani Mines, and PharmAccess.
• The Provincial Project Manager will work with the PHO and DHOs to provide technical support and guidance to USAID ZAM-Health program activities at the provincial level. They will provide strategic direction, technical leadership, and supervision for strategic vision and work planning, coordination, and monitoring of project activities in the province to strengthen the provision of quality services and products in the private sector.
Key Responsibilities:
Program Management & Development
• Leads project work planning, budgeting, and reporting for the province.
• Manages and supervises the project staff members based in the provincial office.
• Establishes and maintains strong collaborative relationships with all private health facilities and pharmacies the project supports
• Fosters collaboration with the private facilities by developing and sharing a training calendar so that facilities can anticipate our training offerings and plan for staff participation
• Ensures the provincial staff develops a data-driven mentoring plan for each month/quarter and documents their mentoring work in TSS/mentoring reports in the project template and future database.
• Provide strategic direction and leadership to ensure the implementation and documentation of ZAM-Health project activities at the provincial level.
• Engages Lusaka-based program staff to support the province in implementing the ZAM-Health work plan and attaining project targets.
• Ensure that the project implementation (HIV/TB/FP/MNCH/Nutrition/Cervical Cancer Screening and private sector engagement) is aligned with the annual work plan and donor requirements.
• Works closely with the ZAM-Health M&E team on data management and ensures the routine use of data to monitor project performance.
• Works with the MoH at provincial and district level by:
• Developing and maintaining relationships with the Provincial and District Health Offices and IPs to support the effective delivery of HIV/ TB, Family Planning, MNCH, and Cervical Cancer services in the Private Sector.
• Participating and representing the ZAM-Health project during provincial and district meetings as required.
• Planning for and executing collaborative capacity building/training, supportive supervision, and mentorship in supported private sector facilities as required to address performance gaps or expand the range of services
• Ensuring that the project-supported facilities are utilizing current standard protocols, policies, and guidelines as recommended by the Ministry of Health
• Routinely monitoring and strengthening the quality of service provision in HIV/TB, FP, MNCH, and Cervical Cancer Services in the private sector in collaboration with the MOH.
• Facilitating interchange between private sector players and the MoH on training events, protocols, and guidelines.
• Any other duties assigned by the supervisor.
Requirements:
• University degree in Medicine, Nursing, or Clinical Medicine, preferably with a Master’s Degree in Public Health (MPH) or Project Management
• At least five years of professional experience providing technical direction and support on a donor-funded project
• Experience with USAID and other donors is desirable.
• Demonstrated strengths in project management, capacity building, and overall experience in project coordination.
• Experience working in partnership and coordination with the MoH and other stakeholders on various health programs (HIV/TB, FP/Reproductive Health, MNCH, and Cervical Cancer Screening), including private sector engagement.
• Proven experience with relationship building/stakeholder relationship management/team building skills.
• Experience in supportive supervision, mentorship, monitoring, and evaluation at the provincial level
• Ability to work well both within a team and independently
• Excellent command of written and spoken English, experience with making presentations and report writing
• Excellent computer skills, including competency in the Google Suite and Microsoft business applications.
• Ability and willingness to travel as required and guided by the project work plan.
