JOB DETAILS:
Duties
• Serves as a Senior Public Health Specialist and key technical advisor on surveys and surveillance systems to the official responsible for strategic information activities within CDC Zambia. The job holder is responsible for implementing and executing survey and surveillance systems so that branch, agency, interagency and government goals are met. This includes leading HIV population-based HIV impact assessments (PHIAs), biobehavioral surveys of key populations, in addition to routine surveillance systems such as recent HIV infection surveillance and HIV case-based surveillance. At a technical level, the incumbent will ensure appropriate, high quality implementation of these surveillance systems and surveys. The incumbent works with USG partners at both implementer and national levels to quantify progress towards targets set for PEPFAR surveillance programs in the Country Operational Plan (COP). Serves as a subject matter expert for CDC Zambia on survey implementation and leads important analyses of surveillance data, ensuring that findings are appropriately communicated to public health decision makers. Job holder is a key member of the team translating data into evidence-based public health recommendations in Zambia.

Qualifications and Evaluations
Requirements:
• EXPERIENCE: A minimum of five years of progressively responsible, professional-level experience working as a public health practitioner in a government, health/medical research organization, university, or public health program implementing agency is required. Experience with population-based survey methodology and implementation is required.
• JOB KNOWLEDGE: Thorough knowledge of host government organizations and institutions, a good knowledge of the host country public health operational environment, including knowledge of the structure and operations of the Ministry of Health, and other host government ministries and offices, the environment for health care delivery at the national, regional, district and community level. Position must have good working knowledge of the structure and function of endemic and international NGOs providing HIV/AIDS services, as well as understanding of the work and current projects of other collaborating and donor agencies with ongoing surveillance surveys and other activities.

Education Requirements:
• Master degree or host country equivalent in public health, epidemiology, demography, or biostatistics Master degree or host country equivalent in public health, epidemiology, demography, biostatistics, mathematics, computational biology, biology, physics, chemistry or biochemistry is required.

Evaluations:
• LANGUAGE: Fluent written and spoken English
• SKILLS AND ABILITIES: Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare required written reports. Leadership skills are required to lead results-driven project teams and workgroups. Ability to understand and discuss program/study design, manage and implement complex projects, and analyze data are required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
