JOB DETAILS:
Quality Assurance Senior Engineer is responsible for providing overall leadership of research and innovation management National and field Laboratories in close cooperation with the technical and project support team to provide the necessary technical expertise for the project implementation ensuring compliance of quality control plans, materials, test procedures, specifications and work methodologies with the International Standards, such as American Association of State Highway and Transportation Officials (AASHTO) standards as well as the American Society for Testing and Materials (ASTM) standards.
Reporting: The Quality Assurance and Control Senior Engineer reports to Director of Quality Control Unit..
General responsibilities:
The general responsibilities of the Quality Assurance Senior Engineer include, inter alia, some key functions as follows:
• provide oversight for Infrastructure Management research laboratories and other facilities;
• provide program direction and guidance for the Material Research and quality control;
• consolidate research, laboratory testing methods, asphalt and concrete development technology, multiyear needs, programs, and budget;
• administer, direct, and review laboratory and research program areas to meet organizational objectives and goals;
• analyse policies, government regulations, and legislation to develop new policies and plans or revise existing policies and procedures for testing and quality control of road and bridge works;
• analyse statistical data, studies and reports to identify and determine causes of problems and develop recommendations for improvement of laboratory practices, procedures, or research programs;
• consult with and advise government officials and staff, civic bodies, and other agencies on legislative, policy, and research and laboratory testing issues;
• monitor progress of objectives that affect the quality and compliance to standards of laboratory services provided and the laboratory and research program’s success;
• provide management to laboratory and research staff and others through consultation, supervision, and liaison activities;
• attend meetings and conferences relating to laboratory and research practices to represent the RTDA; and
• Provide technical guidance to engineers, technicians, staff and others concerning rules and regulations and Government requirements for the laboratory practices.
• Specific Duties and Responsibilities:
• Important and essential duties may include, but are not limited to, the following:
• supervise and monitor tests for determination of the quality and properties of soil and aggregates for road and bridge construction and maintenance works;
• guide and conduct various tests for bituminous products;
• supervise and monitor testing for determination of the quality and properties of concrete works;
• lead and conduct field investigation to assess the quality of works and structural integrity of road pavements and other structures;
• supervise and conduct laboratory and field tests for different construction materials;
• lead and conduct research on quality control of road and bridge construction works;
• supervise the chemical and physical laboratory tests to assist engineers/technicians scientists in making qualitative and quantitative analyses of construction materials/products;
• plan and direct scientific research, testing and laboratory activities;
• monitor operation of site laboratory and report to the Planning and Research Division Manager on proposed improvements;
• assist with the development, and subsequent oversight of project QA/QC plans and protocols for construction, construction equipment and materials;
• ensure the establishment of quality procedures including time limits for inspection, sampling and testing of works, materials and other QA/QC requirements;
• oversee and manage quality assessment of materials through regular and rigid laboratory tests and site visits;
• ensure specific quality standards are constantly met at all levels of construction projects;
• review all standard test forms to be used during laboratory tests, QA/QC testing schedules and procedures and evaluate results as appropriate;
• review contractor practices and conventional methodologies and make recommendations where remedial action is required;
• work with various engineers and design experts for establishing procedures with time limits for the inspection, sampling and testing of works and all other QA/QC requirements;
• conduct initial survey queries on sources of materials, ensuring quality and compliance with the specifications;
• checking accuracy of outputs produced in compliance with established quality standards;
• assist the Project Engineers with monitoring the work of the contractors;
• provide technical advice and assistance to contractors to ensure that economical and quality materials are purchased;
• keep records of all documentation regarding QA/QC;
• track and report all non
• conformances to the Project Manager;
• control all QA/QC related submissions of contractors to comply with the standard specifications;
• implement and monitor of quality assessments;
• prepare regular QA/QC reports on all construction activities;
• recommend solutions to quality problems and control of further processing, delivery, installation or use until proper disposition of non
• conformance or unsatisfactory works;
• ensure that Quality Control personnel conducting inspections, including Project Monitoring Engineers, are adequately trained and understand assignment limits, quality and time frames; and
• Perform other duties as may be assigned.

Experience
• Bachelor’s Degree in Transportation Engineering, Civil Engineering, Road Engineering & Construction, Civil Engineer Infrastructure Engineering, Geotechnical Engineering or
• Structural Engineering with 3 years of relevant working experience or Master’s Degree in Transportation Engineering, Civil Engineering, Road Engineering & Construction, Civil Infrastructure Engineering Transportation & Urban System,
• Geotechnical Engineering, Pavement Engineering, Highway Engineering or Structural Engineering
