Context
• UNDP partners with the Ministry of Health to support and strengthen the national HIV, Tuberculosis and Malaria. The overarching objective of this partnership is to ensure access to quality health services for all. The partnership leverages UNDP’s mandate to strengthen institutions to deliver universal access to basic services and building resilient and sustainable systems for health, thus making significant and measurable contribution to UNDP’s signature solutions, UNDP Africa offer and SDG 3 and 5. 1. UNDP support the implementation of national health strategy and donor funded programme such as the GF, GAVI Alliance and Green Climate fund. 2. Develops national capacities and strengthens national and sub-national systems in good governance, service delivery, climate change programme implementation, social protection and building livelihood of communities. 3. And supports the implementation of the national development plan by providing policy and technical support in areas of UNDP expertise and mandate such as environmental sustainability, natural resource management, gender, health, renewable energy and climate change adaptation. Resilient and Sustainable Systems for Health In partnership with Ministry of Health of the Republic of Zambia, (Zambia Medicines and Medical Supplies Agency) ZAMMSA, and the Global Fund, UNDP will implement RSSH project for the construction of two regional medicine stores in Luanshya and Kapombo. UNDP will support the Ministry of Health through ZAMMSA to strengthen the capacities of the national medicine supply system to provide access to quality health services to the population of the Copperbelt and Northern Western Provinces in Zambia. In collaboration with the Ministry of Health (MoH) and the Zambia Medicines and Medical Supplies Agency (ZAMMSA), UNDP Zambia is supporting the development of two regional medical warehouses in Kapombo and Luanshya. This initiative aims to improve the healthcare infrastructure in Zambia and ensure the availability of medicines and medical supplies in these regions. Under the framework of the RSSH project, UNDP interventions will contribute to the ZAMMSA strategic plan 2022-2026 and 8NDP.
Task description
The main objective of the civil works project is to strengthen the national health system by reinforcing the medicine supply chain system management through improved safety, security and storage conditions of medicines, vaccines, and other health products at sub-national level through the construction of two regional hubs. This role requires a deep understanding of the construction industry and strong knowledge of current regulations and trends. Within the delegated authority and under the supervision of the Senior Programme Adviser or his/her designated mandated representative(s), the UNV Quantity Surveyor will be responsible for managing all costs related to the construction projects, from the initial calculations to the final figures. She/he will seek to minimize the costs of a project and enhance value for money, while achieving the required standards and quality.
• Provide support to the Civil Engineer when conducting site supervision for verification and quality insurance;
• Provide technical support to UNDP Country Office with the preparation of the tender document;
• Produce bills of quantities and material schedules;
• Carry out measurements of executed construction works;
• Valuate the contractor’s claims for payment;
• Record variations and costs of ongoing projects;
• Assist in producing project cost estimates;
• Assist in carrying out site inspections and prepare site inspection reports;
• Participate in tender evaluations.
Requirements
Required experience
3 years of experience in preparation of building cost estimates, material schedules, bills of quantities and construction management;
• Familiarity with construction/contract laws in Zambia;
• Excellent negotiation, analytical, and communication skills;
• Experience in fostering networks and partnerships and ability to provide coordination with the UN Agencies, international and other organizations in the health sector.
• Computer proficiency in AutoCAD and all MS office; Excel, word, PowerPoint;
• Proven ability to deal with multiple tasks in demanding working conditions that have short deadlines;
• Ability towards analytical and creative thinking for rapid solutions;
• Excellent oral and written skills; excellent drafting, formulation, reporting skills;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners and authorities at different levels;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
