Assignment Title: Mid Term Review of Improved Rural Connectivity Project

The Government of the Republic of Zambia (GRZ) has received financing from the International Development Association (IDA) in the form of a credit for the Improved Rural Connectivity Project (IRCP) whose objectives are Improve Zambia's rural roads accessibility for communities in selected areas; Strengthen institutional capacity for sustainable management of rural roads and Respond promptly and effectively to Eligible Crisis or Emergency
The National Road Fund Agency (NRFA) wishes to apply part of the proceeds of the credit towards engagement of a Consultancy for Mid Term Review of the IRCP The main objective of the consultancy is to examine and review the operations, structures and performance of the project in its entirety and to recommend appropriate actions and systems where necessary at this mid-term stage of the Project. The outcome of the review must lead to strengthen the successful implementation of the project as envisaged in the original plan, Project Appraisal Document (PAD).
Generally, the scope of works of the consultancy will encompass the task of reviewing necessary documents and analysing the project performance thus far and proposing in consultation with stakeholders, appropriate actions where necessary for enhanced project implementation. Where the project has performed well, the consultant will be expected to note such and use them as lessons learnt for future project implementation
Specific activities include but are not limited to:
1. Undertake an assessment of the Project Development Objectives highlighting progress towards achieving them
2. Review progress of Project components and supporting activities and assess overall progress in view of the planned project closing date
3. Undertake a detailed assessment of the results framework and monitoring using the key performance indicators
4. Undertake an assessment of the financial performance of the project
5. Assess the effectiveness of the implementation structure and co-ordination between beneficiary agencies and Ministries
The assignment is expected to commence by July/August 2021 and is expected to take 12 weeks. The consultant will be required to plan and implement all activities within this time frame.
The NRFA now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services
Required Minimum Experience and qualifications of (i) The Consultants Firm and (ii) The key staff of the consultant who will carry out the assignment are as follow:
i) Required Minimum Experience and qualification of the Consultants Firm
a) General working Experience of the firm-5 years
b) Experience of the firm in carrying similar assignments-5 years
ii. Required Minimum Experience and qualifications of the key staff of the consultant: The staff of the consultancy shall at a minimum include the following specialized personnel
a) Institutional Project Development Expert (Team leader)
b) Road Transport Planner / Economist/Development Expert
The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018) setting forth the World Bank's Policy on conflict of interest
A consultant will be selected in accordance with the Selection Based on Consultants Qualification Selection (CRS) procedure as set out in the World Bank Regulations of July 2016 revised in August 2018
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications
Submission Procedure
Interested firms must submit one (1No) original marked "ORIGINAL" and four (4No.) copies marked "COPY" all sealed in one envelope. The Expressions of interest must be deposited in the Tender Box situated at the NRFA Offices on the 1 Floor not later than Monday 31 May 2021 at 10:00 hours Local Zambian Time
