INTRODUCTION

World Wide Fund for Nature Zambia (WWF Zambia) is part of WWF International, the world’s leading independent conservation organization with a global network in over 100 countries. BACKGROUND

World Wide Fund for Nature Zambia (WWF Zambia) is seeking a competent gender consultant to provide his/her expertise in integrating and mainstreaming gender across all the project components. The consultant should ensure that a reduction of gender-based barriers and improved opportunities for women are given consideration when the project is providing support to forest and farm producer organizations.

OBJECTIVES OF THE PROJECT

The Climate Change Adaptation in Forest and Agricultural Mosaic Landscape project is being implemented by WWF Zambia in collaboration with FAO and the Ministry of Green Economy and Environment through the Forestry Department. The main objective of this project is to increase the resilience of productive landscapes and rural communities through organizational innovations and technology transfer for climate change adaptation. The project has four main components that provide pathways to change, thus; Component 1. Strengthening the management capacity at national level and within productive landscapes for climate resilience including water management; Component 2: Promoting innovations and technologies in agriculture and forestry value chains. Component 3: Enhancing diversified farm-based livelihood strategies for climate resilience and Component 4: Project monitoring, evaluation, and dissemination of results. The project is being implemented in Nyimba, Lusangazi and Petauke in Eastern Province and Sioma, Mwandi and Sesheke in Western Province.

Specific terms of reference that the consultant will address are as follows:

a)    To develop practical training guidelines for delivery of project outcomes that promote gender related considerations for the implementation of forest, livelihood diversification and agrobiodiversity value chain interventions.

b)    Assess and analyze the Zambian policy / legislation on gender and how gender equality and equity can be enhanced in the project areas.

c)     Develop fact sheets on policy provisions on Gender and Climate change and sources of funding for gender-related climate adaptation, based on an analysis of policies and source of funding

d)    Conduct a gender gap analysis for the FFPOs where the project will be supporting communities

e)    Conduct gender and climate awareness and sensitization workshops during training events on alternative livelihood, Forest Value chains and agro based value chains interventions. Implement training for government agencies and project partners to enable them to undertake gender analysis and participatory gender sensitive planning, monitoring and evaluating with local target communities and forest and farm producers.

f)      Promoting linkages and partnerships between various government departments by encouraging co-implementation of gender activities in project locations

g)    Analyze the changing parameters of the gender division of labour and the implications for women’s burden in participating in development activities

h)    The consultant should familiarize himself/ herself with the FAO gender tool kit

i)      Liaise with key national stakeholders, civil society organizations, UN partners and donors in the project districts to facilitate and enhance contribution towards the implementation of the gender equality agenda.

j)      Design practical ways of segregating stakeholders in project areas according to gender, and age class to address their specific needs for targeted interventions.

k)     Provide technical advice for the preparation of portfolio/focal area level reporting on progress and lessons learned on gender issues as part of the Annual Monitoring Report.

1.     Deliverables:

An acceptable Inception Report, providing a detailed mode of work, methodology, key informants and institutions/organizations to be consulted during execution of the assignment with clear financial costs worked, that is presented for validation.
Provide an acceptable report covering all elements of the specific terms of reference to be presented for validation.
Gender mainstreamed content for training and other events as well as products/services in close collaboration with farmer beneficiaries and main organizers of training/events and product/service developers.
Fact sheets on policy provisions on Gender and Climate change and sources of funding for gender-related climate adaptation, based on an analysis of policies and source of funding
Gender and climate guidelines for use at district and community levels

2.     Education requirements

  • Bachelor of Arts degree (BA) and Postgraduate degree in Education, Development Studies, Environmental Economics, Natural Resources Management, Social Sciences, Policy Analysis, or related fields including gender.
  • A Master’s degree in Education, Development Studies, Environmental Economics, Natural Resources Management, Social Sciences, Policy Analysis, or related field including gender will be an added advantage

3.     Experience and skills

1)    At least 5 years of professional experience in working on gender mainstreaming at institutional and project levels, including project management, knowledge generation, and results based management

2)    Demonstrated knowledge and experience on different gender responsive tools and approaches, and applying them effectively at institutional and project levels

3)    Demonstrated Experience on having worked on a GEF funded project

4)    Demonstrated Expertise in gender aspects of global environmental issues relevant to the project focal areas.

5)    Demonstrated experience in conducting assessments of group dynamics and group capacities including analysis of the same

6)    Demonstrated analytical skills, clarity in writing, ability in translating abstract concepts into concrete actions/recommendations

7)    Proficiency in both written and spoken English

4.     Duration

The assignment will be for 12 months spread over 3 years

5.     REPORTING

The Consultant will report to the Project Manager for the Adaptation in Forest and Agricultural Mosaic Landscape project.
