1. The Road Development Agency has received financing from the World Bank towards the cost of the Improved Rural Connectivity Project and intends to apply part of the proceeds toward payments under the contract for the Output and Performance-Based Roud Contract for Design, Rehabilitation, improvement, Routine and Periodic Maintenance Works for Package 17 in Western Province (Senanga and Monge Districts). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing

2. The Road Development Agency now invites sealed Bids from eligible Bidders for Output and Performance-Based Road Contract for Design, Rehabilitation, Improvement, Routine and Periodic Maintenance Works for Package 17 in Western Province (Senange and Menga Districts).

3. Bidding will be conducted through Open - International Competitive Procurement using Request for Bids (RFB) Selection Method as specified in the World Bank's Procurement Regulations for IPF Borrowers, Procurement in mestment Project Financing Goods, Works Non-Coming and Consulting Services July 2016 Revised Nowmber 2017. and August 2018("Procurement Regulations and is open to all eligible Bidders as defined in the Request for Bid

4. Interested eligible Bidders may (1) obtain further information from Road Development Agency, mchilufyaa@roads.gov.zm.  Copy umulenga roads.gov.zm.jmubiana croads.gov.zm and or (ii) inspect the Request For Bids document during office hours [09:00 hours to 16:00 hours at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of K2,200.00 (Zambian Kwacha The Thousand The Hundred Only). The method of payment will be by cheque or cash payment to RDA Accounts. In addition to the official hard copy the bidding document will be issued for convenience purposes only as a softcopy. Please note that of the two (2) documents, it is the hard copy which should be considered as the official copy in case of discrepancy between the two (2)

Submission Procedure

6. Bids must be delivered to the address below on or before Friday, October 14, 2022, 10:00 hour's, Local Time Electronic Bidding will Norbe permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend, at the address below on Friday, October 14, 2022, 10:00 hours, Local Time All envelopes marked "FINANCIAL PART" shall remain unopened and will be held in safe custody of the Employer until the second publie Bid opening

7. All Bids must be accompanied by a Bid Security of Zambian Kwacha One Million only (K7,000,000.00) in the form as requested in the Bid document.

8. Attention is drawn to the Procurement Regulations (1) requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice using the Beneficial Ownership Disclosure Formas included in the bidding document (ii) the requirement for the Bidders to comply with the Sexual exploitation and Abuse/Sexual Harassment (SEA/SH) prevention and response mechanism as detailed in the Procurement Regulation which may lead to a Bidder being disqualified from being awardedankt financed contract once triggered

9. COVID 19 Compliance: As part of COVID 19 compliance, bidders are requested to observe all COVID 19 health and safety requirements for bid submission, clarifications and bid opening including but not limited to (i) hand sanitizing, (ii) Observe social distancing (iii) masking (iv) avoid physical inquiries or follow-ups and instead use written communication at all times.
