Pact Zambia is a country office of “Pact”, an international non-governmental, non-partisan, non-religious, and non-profitmaking development organization with its headquarters in Washington DC. Pact’s work in Zambia largely focuses on improving the lives of orphans and vulnerable children, especially those affected by HIV and AIDS. However, a growing part of Pact Zambia’s portfolio is in responsible mining within the country’s diverse artisanal and small-scale mining (ASM) sector.

Project overview
The Zambia office seeks a Research Consultant for to shape its new Children Out of Mining Project focused on the Zambian Copperbelt and Central Provinces. A three-year charitable program funded by the London Metals Exchange (LME), the project aims to conduct a deep study of the prevalence of the child mining issue, identify local solutions and partners for change, and to implement a meaningful response program in conjunction with diverse local stakeholders.
The Research Consultant will lead the quantitative and qualitative research design and research implementation. S/He will guide the approach, train enumerators (if needed), and lead analysis and write-up of results. The Research will be used to guide program beneficiary targeting decisions (age groups, child miner profiles, geographies, and materials).

Timeframe
The successful candidate will be available for design work in June and then fieldwork in the Copperbelt and Central Provinces in June-July 2021 timeframe, with a final report due in July-August based on the availability of the consultant and the needs of the project.
Experience in ethical research implementation, child-centered approaches, and focused on child protection is required. Previous experience in rural mining environments is an advantage but not a requirement. The consultant will benefit from Pact’s expertise in reducing child mining in other locations around the world and its profiling experience elsewhere.

Scope of Work
Working closely with the project’s Copperbelt-based Program Manager, Pact’s Global Mining Director, and Pact’s Regional M&E Lead, the Research Consultant will:
1. Design a baseline survey that will collect both quantitative and qualitative data on child labour in mining contexts, through a mix of methodologies. Field data collection will consist of both Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) to capture both quantitative and qualitative information to understand what leads children to work in the mines and what interventions would allow them to leave.
• A detailed survey of families in mining areas will be carried out to include families/households whose children work in mining, those at risk, and families/households whose children are not involved in mining
• The survey will capture the types of jobs children do, typical demographic profiles of miners, gendered roles (if any), key stakeholders, peer perceptions about mining, child miner perceptions about mining and other opportunities, business attitudes on the issue, and community tolerance and perceptions of underage mining.
• The baseline will be targeted at ASM mining localities in the Copperbelt and Central Provinces, and with focus on copper, cobalt and lead zinc.

2. The Research Consultant will also Work closely with the Program Manager, create early cooperative relationships with key Zambian Ministries, such as those focused on Mining, Trade, and Child Protection.
• Seek and help secure research permits as needed for baseline assessments;
• Ensuring smooth execution of data collection, including seeking necessary approvals from local authorities;
• Determine the need for enumerators, and train and oversee any hired.
• Lead preliminary data analysis, including identification of key trends.
• Ensure research complies with all Pact’s Child Safeguarding Policies and is centered on the needs and perspectives of the children.
• Ensure that the survey design and delivery adhere to Pact’s protocols concerning confidentiality, Duty of Care, and data protection.
• Write a final report summarizing the broad categories of child mining observed (such as the jobs that children and teenagers have, the key localities and mineral types involved, and gendered dynamics), documenting key quantitative and demographic data points, elucidating the key contributing factors to the issue (including push & pull factors, perceptions of children, community, business interests), and key recommendations for additional research topics and program directions.

Required qualifications and experience.
• Bachelor’s degree in Development Studies, Project Management or Related Field
• 7 or more years working in monitoring and evaluation or action-research project design the non-profit or charitable sector
• Previous research role(s) in child protection projects
• Experience living within or working with artisanal mining communities would be an asset but not expected.
• Experience in designing and implementing behaviour change communication (BCC) is an asset.
• Excellent facilitation skills in village environments.
• Excellent community relations and government relations skills
• Demonstrable experience working with vulnerable communities.
• Understanding of the key developmental and societal issues facing rural women head of households and their children
• Ability to pass a background check with strong references, and maintain strict adherence to all of Pact’s policies, and especially including its Child Safeguarding Policy, Anti-Corruption Policy, Gender Policy, and maintain no conflicts of interest.
