SRO-SA Consultant-Facilitate a Retreat for the Sub-Regional Initiatives Section of the Economic Commission for Africa-Southern Africa Office

Result of Service

The overall objective of the assignment is to facilitate a retreat is to serve as a forum to reach a common understanding on fostering a good working environment and team spirit among staff members of SRIS with a view to ensuring efficient and effective delivery on the work of the Section. It will also provide a platform to reflect on the work and delivery modalities of the Section, and to finalize and/or refine inputs to programming documents for 2022 and 2023.
Work Location: Lusaka
Expected duration: The Assignment will be for 6 weeks January 16 through March 16,2022
Remuneration and payment schedule: The facilitator shall receive an overall fee of 4000 USD, payable in two equal installments:
• First payment of 50 per cent of the total remuneration upon acceptance of the retreat plan by the Section.
• Second payment 50 per cent of the total remuneration upon successful facilitation and acceptance of the report of the retreat.

Duties and Responsibilities
Background

The Sub-Regional Office (SRO) for Southern Africa serves the following countries: Angola, Botswana, Lesotho, Malawi, Mauritius, Mozambique, Namibia, South Africa, Eswatini, Zambia and Zimbabwe. It has been designated as ECA’s centre of excellence for strengthening sub-regional and national programmes and capacities to achieve inclusive industrialization for reducing poverty and inequality in Southern Africa. It is divided into two substantive sections, namely (i) Inclusive Industrialization Section (IIS) responsible for accelerating and deepening industrialization in Southern Africa, and (ii) Sub-regional Initiatives Section (SRIS).

SRIS provides policy advisory services to member States, regional economic communities and sub-regional development actors in support of regional integration and sub-regional initiatives - enhancing the implementation of the regional integration agenda of member States, RECs/IGOs in the sub-region. The Section also follows new or emerging development issues of potential interest to Southern African member States, particularly those of a regional nature and provides substantive technical support and advisory service support in the formulation of economic strategies, policies and actions for adoption by member States, and supports the development and implementation of cross-regional initiatives.

Moreover, the Section continues to strengthen the capacity of member States, key stakeholders and institutions at country and sub regional level to formulate and implement sustainable development policies and programmes and expedites the implementation of AU/NEPAD agendas at country and sub-regional level. The Section also provides substantive input in the preparation of position papers and reports for presentation to the Inter-Governmental Committee of Senior Officials and Experts (ICSOE), Conference of Ministers of ECA and other committees and intergovernmental bodies.

The SRI Section plays a complementary role to the Centre of Excellence for Inclusive Industrialization – bolstering the synergy of regional integration and industrialization in fostering regional economic resilience by strengthening intra-regional trade through renewed economic integration initiatives, among other targeted interventions.

It is therefore against this background that the SRI Section of the Sub regional Office for Southern Africa seeks the support of senior level professional to facilitate the Retreat from 15-17 February 2022 to be held at a venue to be confirmed in the outskirts of Lusaka.

Duties and Responsibilities
The facilitator will work under the overall guidance of the Chief of the Sub regional Initiatives Section, and in close coordination with, and under the direct supervision of the technical focal point, Mr Mzwanele Mfunwa to prepare for, organize and facilitate the Retreat, and produce all associated deliverables.
• Promote team-building aimed at strengthening collegiality and teamwork in the Section with a view to promoting efficient and effective delivery;
• Facilitate strategic reflections on the raison d'être of the Section and define its workstreams based on its terms of reference, and agree on roles and responsibilities;
• Facilitate discussions to reach a common understanding on workflow based on the guidelines provided by the Senior Management Team (SMT) of the Office;
• Create a conducive environment and facilitate discussions for the finalization of the Section’s input to the 2022 Annual Business Plan (ABP) informed by the 2022 Proposed Programme Budget (PPB), achievements and lessons learnt in the implementation of the 2021 ABP, as well as emerging issues;
• Create a conducive environment and facilitate discussions for the refinement of the Section’s input to the 2023 PPB based on its mandate and bearing in mind the need for meaningful interventions in support of the sub-region’s development agenda.

Scope of work, responsibilities and description of the proposed analytical work
Guided by the overall and specific objectives of the assignment, the Facilitator will make necessary preparations, organize and facilitate the retreat, and produce material required for the retreat, in consultation with the SRO-SA SRI Section.

The Facilitator will also prepare a concise high-level report of the retreat, summarizing the process, issues tabled, discussions and decisions taken, as well as provide expert recommendations on the way forward.

A significant part of the 2022 SRIS Staff Retreat will focus on team building. This is because team building is an important process in creating a conducive working environment, enhancing teamwork and fostering the spirit of conviviality among staff members. The teambuilding component of the retreat will be covered by both dedicated sessions with the facilitator and joint activities (to be determined based on the venue and opportunities present). The facilitator will include dedicated teambuilding component in the retreat program.

The second aspect of the 2022 SRIS Staff Retreat will entail strategic reflections on the raison d'être of the Section, definition of its workstreams based on its terms of reference. The team will also finalize the Section’s input to the 2022 ABP informed by experiences and lessons learnt in the implementation of the 2021 ABP and emerging issues. The team will also refine its input to the 2023 PPB. The facilitator will support the team in achieving the objectives of the retreat by using various interactive methods of facilitation, and tools such as mini presentations, group discussions, role plays, etc., that will ensure full and active participation of all staff of the Section.

Deliverables
1. Material and processes related to preparations for, organization and facilitation of the retreat to be agreed with the technical focal point and Chief of the Section.
2. Concise high-level report of the retreat, summarising the process, discussions and decisions taken, as well as providing expert recommendations on a way forward.

Qualifications/Special Skills
• Academic Qualifications: A Master’s degree in Public Administration, Economics, Business, Public Finance, or related field is required
• Experience: Minimum of 10 years’ experience in strategic planning, coaching and development, preferably in an international environment.
• Extensive experience in designing and facilitating retreats of a high-level team on complex issues of the UN Reforms and UN Development Frameworks especially for senior leaders in international development organisations.
• Extensive experience in guiding senior leaders in undertaking transformative organisational change.
• Demonstrated skills in building consensus among multiple partners around complex and sensitive issues, and in identifying innovative solutions to complex and systemic challenges;
• Excellent English language skills;
• Excellent writing, communication and presentation skills Substantive knowledge of international development issues, UN Reforms, Agenda 2030 for Sustainable Development, the UN Development System and the UN Delivering as One approach.

Language: French and English are the working languages of the United Nations, Fluency in English is required for this assignment
