JOB DETAILS:
• The Secretary General, will be responsible for providing strategic leadership and effective management, ensuring the successful implementation of the organization’s programs and initiatives. This role entails cultivating partnerships, advocating for humanitarian causes, and overseeing day today operations to uphold Zambia Red Cross Society commitment to humanitarian service and is saddled with the responsibility of coordinating and supervising the operations of the Heads of departments, including the activities at the branches, divisions, zonal levels, sub-committees.
• SG will play a crucial role in offering technical and strategic leadership for the oversight, administration, and management of humanitarian relief and integrated community development programs within the National Society. This includes developing and implementing strategic/operational plans, handling daily administrative tasks, and ensuring the timely and efficient delivery of all program and project deliverables while incorporating approaches that align with the society’s mission and vision.

Responsibilities:
1. Strategic Leadership:
• Develop and implement strategic plans in alignment with the organization’s mission and goals.
• Provide visionary leadership to the organization, fostering innovation and growth.
• Collaborate with the board of directors or governing body to establish organizational priorities.

2. Assessment and Diagnosis:
• Conduct a thorough assessment of the organization’s current state, identifying strengths, weaknesses, opportunities, and threats.
• Understand the external factors influencing the organization, including market trends, competitor analysis, and emerging technologies.

3. Financial Management:
• Develop and manage the organization’s budget, ensuring financial sustainability.
• Oversee fundraising efforts and donor relations to secure necessary funding.
• Budgeting and Financial Management: Familiarity with budgeting processes, financial statements, and the ability to manage resources effectively is essential.
• Resource Allocation: Making informed decisions about resource allocation based on the organization’s priorities and financial health.

4. Financial Planning and Budgeting:
• Strategic Budgeting: Work closely with financial teams to develop strategic budgets that align with organizational goals. Regularly review and adjust budgets based on performance and changing circumstances.

5. Financial Analysis:
• Regular Financial Analysis: Conduct regular financial analyses, including ratio analysis, to assess the organization’s financial health.
• Benchmarking: Compare financial performance against industry benchmarks to identify areas for improvement.

6. Investment and Reserves:
• Prudent Investments: Explore opportunities for strategic investments that can generate returns or enhance the organization’s long-term sustainability.
• Build Reserves: Establish and maintain financial reserves to provide a buffer.

7. Stakeholder Engagement:
• External Partnerships: Explore collaborations and partnerships that can support the transformation process.
• Customer and Supplier Engagement: Engage with customers and suppliers to understand their needs and expectations and incorporate their feedback into the transformation strategy.

8. Culture Transformation:
• Cultural Assessment: Evaluate the existing organizational culture. Determine whether a cultural shift is necessary to support the new vision and strategy.
• Leadership Development: Invest in leadership development programs that align with the desired cultural values.

9. Revenue Generation:
• Diversify Revenue Streams: Explore and implement strategies to diversify sources of revenue. This might involve expanding programs, entering new markets, or seeking additional funding opportunities.

10. Resource Mobilization Strategy:
• Work collaboratively with other organizational leaders, including the finance team, program managers, and communications professionals, to create a comprehensive and effective resource mobilization strategy.

11. External Relations:
• Represent the organization at national and international levels.
• Build and maintain relationships with governmental bodies, partner organizations, and stakeholders.
• Act as the primary spokesperson for the organization, conveying its mission and values.

12. Transparency and Accountability:
• Demonstrate transparency in financial management to build trust with donors.
• Ensure accountability in the use of funds and provide regular updates on the organization’s achievements.

13. Advocacy and Diplomacy:
• Advocate for the organization’s interests with governments, NGOs, and other relevant entities.
• Engage in diplomatic efforts to advance the organization’s goals and address challenges.
• Communication:
• Ensure transparent and effective communication both within the organization and with external stakeholders.
• Prepare and deliver speeches, reports, and presentations on behalf of the organization.

14. Team Leadership:
• Build and lead a high-performing team, fostering a positive work culture.
• Provide guidance, mentorship, and professional development opportunities for staff.

15. Legal Compliance:
• Ensure the organization operates in compliance with relevant laws and regulations.
• Work closely with legal advisors to address legal matters affecting the organization.

16. Global Perspective:
• International Awareness: For organizations with a global reach, understanding international markets, cultures, and geopolitical factors is important.

17. Communication and Negotiation:
• Negotiation Skills: Negotiating contracts, deals, and partnerships to benefit the organization.
• Stakeholder Communication: Communicating effectively with internal and external stakeholders.

18. Administration and Operations:
• Oversee day-to-day operations, ensuring efficiency and effectiveness:
• Manage administrative functions, including budgeting, finance, human resources, and logistics.
• Implement and improve organizational policies and procedures.

Qualifications
• Second degree (Masters) and above in Management/ Public Administration/ Business Administration/Public Health/ Social Work/ Sociology/ Social Anthropology/Governance and Development Studies/ Rural and Local Development Studies and 10 years related work experience, out of which 5 years in higher managerial position(s)

The Secretary General is expected to possess:
• Extensive experience in Leadership roles in the humanitarian sector
• Extensive experience and past demonstration of resource mobilization
• Experience or demonstrated interest in humanitarian and community development.
• Experience in training/working with youth and volunteers is an advantage.
• Understanding of current key international law issues related to armed conflict and humanitarian affairs
• Keen interest to keep up-to-date with world humanitarian affairs
• Empathy with humanitarian causes and a commitment to the Fundamental Principle of the International Red Cross Movement
• Competence in a variety of computer applications, including word processing, spreadsheets, databases, social media.
• Understanding of The Zambia’s Government and legislative processes an advantage
• Experience working with multi-national, NGO and International projects or organisations.

• Networker: Establish and develop productive and positive working relations with colleagues and members from all cultural backgrounds. Demonstrate dignity and respect for gender, educational, cultural, linguistic, and religious differences. Promoting the collegiate ethos of the Association.
• Communicator: Demonstrate good listening and communication skills. Ability to present own views in a constructive manner, whilst acknowledging different perspectives, feelings, and concerns.
• Leadership: Actively promote the reputation of the Association. Inspire colleagues and members to fully engage with the objectives and vision of the Association.
• Person of integrity: Possess sound judgement, integrity, tact, and discretion in dealing with others.
