Overview
The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365 and PharmAccess.

The HIV/TB Senior Advisor will provide technical support and guidance to USAID ZAM-Health programs and staff. He/she will provide technical leadership and supervision for strategic vision and work planning, coordination and monitoring of program activities to strengthen provision of health services, and ensure USAID ZAM-Health achieves HIV/TB service objectives. The Senior Advisor will work closely with health providers at regional and site level to ensure provision of quality services and will also provide support for Family Planning and Maternal, Newborn and Child Health (FP/MNCH). The HIV/TB Advisor reports to the Clinical Services Director.

Main Responsibilities
• Provide technical oversight, strategic direction and support for the implementation of USAID ZAM-HEALTH program activities in HIV/TB;
• Ensure technical excellence and quality of HIV/TB activities across the continuum of care, with a specific focus at site level;
• Develop/review evidence-based clinical training materials, performance standards, and supervisory systems needed for program implementation;
• Provide and coordinate training, education, mentorship, and site strengthening in HIV/TB to ensure quality services;
• Provide leadership, in collaboration with the Social Mobilization and BCC Advisor, in HIV/TB advocacy and demand creation to increase uptake and utilization;
• Ensure HIV/TB activities are technically sound in accordance with the current national guidelines, evidence-based and responsive to the needs of program beneficiaries, USAID and MOH;
• Foster networking with the PMOs, DMOs, mission hospitals, the private sector, and key community structures in promoting uptake and access to HIV/TB services in partner provinces/ districts;
• In collaboration with national, provincial, and district health office counterparts, contribute to developing and implementing health services strengthening strategies in the area of HIV/TB/FP/MNCH, to ensure quality and sustainable programming;
• Develop/review evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials needed for program implementation and provide leadership for capacity building;
• Participate in and represent USAID ZAM-HEALTH in HIV/TB/FP/MNCH technical working groups and other professional fora;
• Work with USAID ZAM-HEALTH M&E staff to design and implement a plan to track data/results related to HIV/TB;
• Provide supervision and mentorship for HIV/TB providers at regional level;
• Implement and adhere to JSH’s personnel, finance, operations and fraud management policies.
• Travel as needed to regional offices for support.
• Perform other program related duties as assigned by the Clinical Services Director or other senior staff.

Required Qualifications and Skills
• Medical, Nursing, or other related degree
• Post-graduate qualification in public health or a closely related field is required;
• At least eight (8) years’ experience in health program implementation; experience implementing HIV/TB programs; additional FP and MNCH experience preferred;
• In-depth knowledge and understanding of current evidence-base and internationally agreed global strategies and interventions for the reduction of maternal and child mortality and how to operationalize these;
• Proven experience in health program planning, management, and coordination
• Demonstrable expertise in capacity building, including facilitation of training, coaching, mentorship of health care providers through supportive supervision;
• Excellent communication (oral and written), interpersonal and advocacy skills;
• Ability to work in a team and to lead a team;
• Experience in quality assurance of HIV/TB services an advantage;
• Computer literate in Word, Excel and PowerPoint;
• Ability to travel frequently to provide technical support to the regional offices and USAID ZAM-HEALTH sites in both urban and rural communities.
