Senior Health Economist (Part-Time)- Zambia
ICF under the Scaling Up Nutrition, Learning and Evaluation (SUN LE) project is seeking a Zambia-based health economist as a consultant to serve in the role of a junior health economist to support an allocative efficiency modeling study. This study is formulated in response to a request by USAID and interest expressed by the National Food and Nutrition Commission (NFNC) and partners to undertake an analysis on the value for money of the SUN programme. Stakeholders have expressed an interest in several methods to conduct economic analyses with efficient resource allocation of nutrition interventions in Zambia as a mechanism for program evaluation. Namely, they are interested in a study that will provide the following:
• The impact/anticipated outcomes of the SUN programme (in terms of lives saved/deaths and disability averted/ cost saved)
• Results that allow/inform efficiency in resource allocation for planning purposes (both for regions and interventions to prioritise with resource allocation)
The Consultant Will Be Responsible For The FollowingThe consultant will work alongside several members of the SUN LE team and will be critical in leading the study.
• Support requests from lead economist
• Attend weekly team meetings
• Provide input on tools and data collection templates
• Gather primary and secondary data from SUN partners
• Travel to districts as needed to interview key informants
• Review results from LiST – provide guidance on indicators to include in LiST model
• Support report writing
Required Qualifications
• MS in Health Economics plus a minimum of 2 years of demonstrated experience in health modeling in developing countries
• Experience working with national and local government stakeholders and international organizations
• Experienced in data collection and tool development
• Excellent written and communication skills
• Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, and Teams)
• Experience working on programs or projects related to nutrition
• Familiarity with the Lives Saved Tool (LiST) or Disability Adjusted Life-Years (DALYs) approaches
• Working knowledge of econometrics and data analysis using Stata and SPSS
Professional Skills
• Good organizational, communications, and people management skills
• Good verbal, interpersonal and written communication skills
• Strong analytical, problem-solving and decision-making capabilities
• Sound business ethics, including the protection of proprietary and confidential information
