JOB DETAILS:

1. Introduction and background
Funded by the European Union, the Natwampane Programme aims to reduce levels of gender-based violence in Luapula and Northern Provinces. Although the focus is on these two provinces, the programme also has a national focus, supporting the Division of Gender in policy and system building and strengthening coordination within the provinces as well as at the national level.

The Natwampane Programme is implemented by 5 partners – Norwegian Church Aid, BBC Media Action, Childline / Lifeline, World Vision and GIZ. These five partners have independent contracts with the European Union and specific objectives and deliverables. However, when combined, the objectives and deliverables add up to a comprehensive, multisectoral GBV programme, that focuses on prevention and response, as well as raising awareness of community members on the laws of Zambia as they relate to GBV and to encourage survivors and at-risk women and girls, and potentially men and boys, to report and seek help.

The following terms of reference fall within the component of the programme implemented by GIZ and BBC Media Action. GIZ’s role, as part of this project, “Support to the Zambian Government to Strengthen its Institutional Capacity and Multi-Sectoral coordination concerning Sexual and Gender-Based Violence”, is to:

provide capacity development and institutional strengthening of seven Lines ministries, whose mandates include aspects of SGBV prevention and response and who are critical actors in the sector;
strengthen multi-sectoral coordination by these Line Ministries;
strengthen coordination within Natwampane and with other SGBV prevention and response programmes funded by other cooperating partners, with the aim to maximise impact, and avoid duplication.
As part of its Technical Assistance, GIZ is supporting the Gender Division and the Ministry of Information and Media and partners in the development of a set of guidelines for public and private journalists on how to report on the issue of gender based violence in Zambia.

BBC Media Action’s role on Natwampane is to lead on all media-related work on the project. This includes capacity strengthening of all radio stations in the two provinces to produce social behavioural change communication media outputs on all the radio stations in the two provinces to raise awareness on SGBV, signpost people to services and challenge social and cultural norms that perpetuate SGBV with the overall aim of preventing SGBV by changing knowledge, attitudes and practices.

Buy-in for these media guidelines needs to come from the media themselves for them to be operationalised. BBC Media Action is a recognised leader and convenor in the media sector that has a vital role in supporting the development of the guidelines to ensure their relevance within the day-to-day work of a media house and in supporting the uptake and use of the guidelines.

2. Objectives
The consultancy assignment, subject of this terms of reference, falls within the GIZ component of the Natwampane programme. This consultancy will work closely with the BBC Media Action component of Natwampane as well as Tikambe (a sexual reproductive health rights project) under the SIDA funded ‘Kudziwa’ project, supporting the development of the guidelines. This will include working closely with BBC Media Action staff and consultant.

The overarching objective of the Media Guidelines on Reporting of GBV in Zambia is to ensure the media’s reporting on GBV does not further harm survivors and is part of the solution to end violence against all women and girls This is via journalists understanding the sensitivity of the issue; understanding the root causes of GBV; understanding what is meant by a survivor centred approach including importance of confidentiality, dignity and non-blaming language; and how to encourage positive discussion on GBV by the wider public.

Key deliverables
• Concept note presenting the methodological approach for the development of the guidelines;
• Establishment of reference group for the joint development of the guidelines, to include government and public, community and private media houses (print, radio, online and television) and civil society groups that intersect with the media on GBV;
• Meaningful engagement with the reference group to draft the guidelines;
• Submission of first draft of guidelines;
• Testing of guidelines;
• Finalisation of guidelines;
• Development of training material for TOT on the application of the guidelines for journalists;
• Co-Facilitation of TOT workshop for journalists.

3. Methodological approach

3.1.1 Key requirements of the methodological approach


The overall design and approach for the development of the media guidelines should be guided by existing GBV documents in Zambia including the Anti-GBV Act and the National Gender Policy as well as international documents on best practices for reporting on GBV. It should also be guided by existing media frameworks, including the media self-regulation framework.

3.1.2 Envisioned steps in the development of the Media Guidelines for reporting on GBV.

• Review of key documents including Anti GBV Act and international examples of similar guidelines;
• Establishment of reference group;
• Drafting of 3-page concept note that details the proposed methodological approach to develop the guidelines;
• Drafting of guidelines through a joint process with the reference group;
• Presentation of draft guidelines to Ministry of Information and Media and Gender Division;
• Final draft of Guidelines incorporating feedback from reference group.
• Testing of guidelines;
• Drafting of training material for TOT workshop on understanding and applying the guidelines for journalists;
• Co-Facilitation of training of trainers’ workshop on the guidelines.

4. Required skills and competencies

The assignment is to be conducted by one consultant who is to be based in Lusaka, Zambia. The consultant will work closely with BBC Media Action staff and freelancers, the reference group and the GIZ technical advisor.

Required skills and qualifications of the consultant include:
• University degree in social science, gender, journalism or a related field;
• Eight years professional experience in the field of gender and / or journalism;
• Demonstrated expertise in applying GBV minimum standards;
• Excellent writing skills and the ability to successfully engage stakeholders from diverse cultural and academic backgrounds.
• Fluency in English

5. Duration and timeline

The work is expected to start once the contract is signed by the Consultant, it is expected to be completed in a total of 18 working. Work is anticipated to begin in April 2023 and must be completed by July 2023
