Job summary:
The job holder shall assist management in the procurement of goods, works and services in line with the public procurement (amendment) act no. 17 of 2023, the public procurement act no. 8 of 2020, the public procurement regulations, statutory instrument no. 30 of 2022.
Reporting to: head procurement
Key responsibilities will include:
• Undertaking the coordinated and cost-effective procurement management functions necessary to efficiently acquire goods, works and services in line with the zppa guidelines;
• Preparing and updating of the annual procurement plan;
• Monitoring of procurement expenditure against the budget;
• Preparing solicitation documents, evaluation committee reports, procurement committee minutes, draft contracts, monthly, quarterly and annual procurement reports;
• Undertaking the coordinated contract management function necessary to promote effectiveness in the acquisition of the required goods, work and services in line with the zppa guidelines;
• Drafting contracts for approved purchase requests;
• Managing/monitoring all contracts entered into by the company;
• Monitoring performance of suppliers to ensure that the contractual obligations are met, or appropriate action is taken by the company in the event of default;
• Prepare any required contract variations or change order and obtaining all required approvals before contracts are finalized;
• In liaison with accounts, ensure that the company meets all its payment obligations and other obligations on time and in accordance with the contract;
• Ensure that all contract management documents are properly kept and archived as required;
• Managing and monitoring all procurement contracts entered into by the company;
• And performs any other duties as may be assigned by supervisor.
Minimum qualifications and experience
• Full grade twelve certificate;
• Bachelor’s degree in procurement from a recognised learning institution or graduate diploma in chartered institute of purchasing and supply;
• At least six (6) years work experience in public sector procurement management;
• Should have working knowledge of the electronic government procurement system and sage pastel evolution;
• Member of the zambia institute of purchasing and supply with a valid practicing certificate and/or evidence of renewal; and
• Aged between 25-45 years old.

• And demonstrated ability to achieve goals through teamwork.
