Background
Transparency International Rwanda (TI-RW) is a Non- Governmental Organization (NGO), registered in Rwanda as a non- profit organization according to the Rwandan law. It was created in 2004, with the mission “To contribute in the fight against corruption and promoting good governance through enhancing integrity in the Rwandan society”. TI-Rw is a leading CSO anti-corruption actor in Rwanda; it is increasingly being seen as a reliable partner by the Government of Rwanda, the private sector, development partners and other fellows CSOs. Furthermore, since 2011, TI-RW became a national chapter of Transparency International, the global movement fighting corruption with over a hundred national chapters worldwide and coordinating secretariat located in Berlin, Germany.


In its endeavor to fight against corruption, TI-RW’s areas of intervention range from education, justice, media engagement, promotion of transparency and accountability in public financial management using different social accountability tools including integrity pact, citizen’s report card and public expenditure tracking survey, just to name the few.


Of recent, TI-Rw has initiated a project funded by the World Bank through Global Partnership for Social Accountability (GPSA) programme entitled “Empowering farmers at district level through social accountability tools to improve performance contracts “IMIHIGO” in Rwandan Agriculture project”.
The project will be implemented in two districts of Kayonza and Nyanza and direct beneficiaries are around 501 farmers and 809 farmers respectively in Kayonza and Nyanza.


The objective of the project is to contribute to improving the effectiveness of public agriculture projects at the decentralized level in Rwanda by using social accountability tools to strengthen citizen participation in the planning, monitoring, and evaluation of district performance contracts known as “Imihigo”. This project is implemented in partnership with two other local CSOs namely Imbaraga farmers association and SDA-Iriba. In order to achieve the above objective, 4 main strategies have been defined and termed as components:


Component 1: Increasing farmers’ ownership of agricultural projects;
Component 2: Deepening and scaling up of the cooperation between CSOs and government officials for ensuring efficiency of agricultural projects;
Component 3: Sharing knowledge and lesson learned;
Component 4: Project Implementation unit.


On each component, a specific objective is defined, indicators are developed and activities of interventions well defined.


For that purpose, TI-RW would like to recruit a highly qualified Senior Project Coordinator to lead and oversee the successful implementation of this project.


Tasks and responsibilities
Under the direct supervision of Transparency International Rwanda Programme manager, the
The project coordinator will perform the following tasks:

  • Lead, coordinate, facilitate and finalize project implementation planned activities;
  • Coordinate all project M&E and communication components to ensure that the project results are adequately documented and disseminated within other GPSA network and project stakeholders.
  • Ensure regular update of project action plans and regular monitoring of the project achievements towards the defined results;
  • Coordinate the outsourced activities under implementation of Partners of the Recipient or through consultancy services
  • Coordinate the development of the project M&E tool and ensure its implementation for a regular tracking of the project achievements.
  • Ensure the compliance with the World Bank approved procurement plan in the framework of the implementation of this project.
  • Produce quarterly reports for final approval by TI-RW’s Executive Director and to be submitted to the Donor.
  • Perform other tasks requested by his/her supervisors and which are met to ensure the achievement of the project expected results.

Competencies and Qualifications
TI-RW would like to recruit a senior high experienced and motivated person, for an annual contract, renewable yearly subject to a successful assessment and availability of funds. The required competencies and qualifications are as follow:

  • Be a Rwandan citizen;
  • Hold at least a Master’s degree in Project Management, Economics, agriculture, and social sciences or any other related field;
  • Have a proven working experience of at least 5 years managing or coordinating projects;
  • At least have worked with development partners (like GIZ, World Bank, DFID, USAID, and others) in the planning and Management of projects;
  • Proven experience working in a team and working with partners in the implementation of a project;
  • Excellent analytical, interpersonal, communication and reporting skills;
  • Has the capacity to manage his work independently;
  • Excellent command of English and Kinyarwanda and outstanding written in the two languages. The knowledge of French will be an advantage;
  • Possess project management skills in planning, implementing agriculture projects;
  • Possess skills and knowledge of social accountability tools;
  • Have minimum knowledge of citizen participation (That is an advantage);
  • Possess skills and knowledge of research (That is an advantage).
