Project Overview
Maximizing Options to Advance Informed Choice for HIV Prevention (MOSAIC) is a five-year (2021-2026) global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to help women protect themselves from HIV by accelerating introduction and scale-up of new biomedical prevention products. 
The MOSAIC consortium is led by FHI 360 along with core partners Wits Reproductive Health and HIV Institute, Pangaea Zimbabwe AIDS Trust (PZAT), LVCT Health, Jhpiego, and AVAC. The work is also supported by technical partners from Afton Bloom, Avenir Health, Columbia University, Mann Global Health, RTI International, the University of Pittsburgh, and the University of Washington. 
MOSAIC Approach
MOSAIC’s objective is to ensure that individuals—especially young and adolescent women—can protect themselves from acquiring HIV and other infectious diseases by accelerating introduction and scale-up of new biomedical prevention products and expediting their availability, acceptance, uptake, and impact. To achieve this objective, MOSAIC will work in alignment with the following five priorities: 
Ensure a user-centered approach in which the needs and preferences of users—especially adolescent girls and young women—are understood and addressed in product introduction and scale-up  Conduct research to expand the evidence base on how to effectively enhance product availability acceptability  Coordinate and provide technical assistance to global, national, and subnational stakeholders to expedite product introduction in policy and practice by addressing issues related to regulatory review, policy development, resource mobilization, supply chain, delivery models and platforms and demand creation  Implement research utilization activities and establish mechanisms for rapid, effective knowledge exchange among key stakeholders to ensure existing and emerging evidence on product introduction and scale-up is applied in policy and practice  Strengthen and sustain local partner capacity to advocate for, design, and implement high-quality product introduction activities and research 
Position Description
The Monitoring, Evaluation, Learning and Knowledge Management (MEL/KM) Officer will lead monitoring, evaluation and learning (MEL) efforts for the MOSAIC project in Zambia. Specifically, the MEL/KM Officer will be responsible for working with the MOSAIC-Zambia, regional, and global teams to define and operationalize the project’s MEL/KM priorities and ensure monitoring of progress towards project milestones and objectives. S/he will support the development of MOSAIC-Zambia MEL/KM plans, in alignment with the global MOSAIC MEL/KM plan and will monitor and report progress as outlined in the global MEL plan in coordination with the MOSAIC Technical Advisors and program officers. The MEL/KM officer will also support the gathering, synthesis, and dissemination of information, including development of evidence-based tools and technical resources. S/he will be responsible for management of the MOSAIC Zambia data base ensuring all verified outcomes are documented and captured.
Key Responsibilities
Global and National MOSAIC engagement
• Works closely with MOSAIC-Zambia’s technical team to provide technical support for all MOSAIC-Zambia KM/MEL activities.
• Support MOSAIC response to GRZ M&E needs as is related to MOSAIC workplan activities
• Participates in work planning processes in close collaboration with the MOSAIC project team, MOH/NAC, and project partners
• Participates in relevant MOSAIC technical advisory/Technical groups with global team and national counterparts and partner institutions, specifically the M&E TWG, SBCC TWG, PrEP Task Force
• Works with HQ-based MOSAIC RU/KM team to create, adapt and implement tools and methodologies to support RU/KM and Communication efforts
Research Utilization and Knowledge Management
• Leads development and implementation of PrEP preference studies, value chain and formative assessments and dissemination of results
• Conducts stakeholder mapping to identify key individuals and institutions with a role to play in new biomedical prevention product in Zambia; establishes/maintains functional professional relationships with key stakeholders and institutions to facilitate RU/dissemination and biomedical HIV prevention scale up efforts
• Conducts and analyzes assessments of locally relevant knowledge exchange activities/platforms and learning needs as they relate to upcoming biomedical prevention product introduction; facilitates local stakeholder engagement on project learning exchange mechanisms
• Analyzes assessments of local partners, knowledge exchange platforms and communication channels to identify where existing knowledge products can be applied to support policy and program planning, local needs and priorities for new knowledge products, preferred dissemination channels and knowledge exchange mechanisms to determine the support needed for program.
• Participates in RU/KM skills building training
Monitoring, Evaluation and Learning
• Leads project reporting efforts as outlined in MEL plan, including tracking of progress towards project milestones and workplan deliverables
• Identify, document and review outcomes and update outcome data base when an outcome has been recorded and verified
• Supports the completion of quarterly, semiannual and annual reports
• Monitors, evaluates, documents and shares project accomplishments, challenges, and lessons learned related to the introduction of new HIV prevention products.
• Supports MOH in PrEP quantification and target setting process and participates in quarterly review meetings
• Leads development of client-led monitoring tools and support partner trainings
• Support and/lead other MEL approaches
• Share MEL data and results with staff for project improvement
• Support and encourage active Collaborating, Learning and Adapting (CLA) implementation across projects
Communication and Digital Environment
• Supports Youth Network social media activities such as training in public speaking, social media content creation and advocacy skills
• Facilitate annual review meetings with youths and community-based representatives of AGYW, TG, FSW to capture current evidence and co-create messaging
• Works closely with MOSAIC-Zambia technical team, and with relevant MOSAIC regional and global focal persons to produce high-quality, audience-appropriate print and digital content, including peer-reviewed publications, blog posts, technical briefs, reports and fact sheets, conference abstracts and posters, and training materials and other technical tools
Minimum requirements
• Master’s degree in Public Health, Development studies, Mass Communication or a related field, master’s degree preferred.
• 6+ years of relevant programmatic experience.
• Expertise in a range of RU/MEL/KM strategies, such as stakeholder engagement, data base management, process documentation, Monitoring and Evaluation tools, Digital environment tools and report writing preferred
• Familiarity with the field of biomedical HIV prevention and PEPFAR programming strongly preferred
• Good communication skills and able to speak and write in English
• Ability to work with people from diverse backgrounds. Ability to communicate effectively with community members, community leaders, support staff, health care workers and Ministry of Health staff.
• Ability to work independently and as part of a team.
• Experience in qualitative and quantitative data analysis would be an added advantage Evidence of good presentation/facilitation skills and excellent verbal and written communication skills and successful teamwork.
• Should be self-starter, creative, technologically savvy, passionate hardworking and self- motivated.
• Performs other duties as assigned

Travel Requirements
5-10-% within Zambia, with occasional regional travel.
