Job Description
Director Research & Quality Control is responsible for providing overall leadership of research and innovation management National and field Laboratories in close cooperation with the technical and project support team to provide the necessary technical expertise for the project implementation ensuring compliance of quality control plans, materials, test procedures, specifications and work methodologies with the International Standards, such as American Association of State Highway and Transportation Officials (AASHTO) standards as well as the American Society for Testing and Materials (ASTM) standards. Overall Function of the Position

Overall Function of the Position
Environmental Safeguard Specialist will be part of the Feeder Road Program, under the supervision of the Feeder Road Program Manager. The Environmental Safeguards Specialist will ensure that environmental safeguards requirements are implemented and that the capacity of district, contractors and supervising consultants’ staff are enhanced. She/he will be responsible for Identifying and Overseeing Environmental Safeguard issues and implementing appropriate rehabilitation and mitigation activities during project implementation. She/he will work closely with District staff and the Programme Manager at the District level.
The expert responsibilities include but are not limited to:
• Review environmental documents such as initial studies, negative declarations, environmental impact reports, notices and water rights applications;
• Recommend design and operational approaches and modifications to mitigate negative environmental impacts; assigns staff to conduct studies and other special assignments such as feasibility studies, master plans, construction cost updates, capital improvement reports, grant reports and agency response to interrogatories;

Overall Function of the Position:
Under the direct supervision of the Program Manager of Feeder Roads Development Project and acting as the direct counterpart to the Technical Assistant/Senior Feeder Road Engineer to RFRDP, the SPIU Feeder Roads Specialists will provide technical and management expertise for the FRDP, in coordination, harmonization and centralization of construction and maintenance works and technically oversee activities implemented in the Districts. This is a full time position based in Kigali, Rwanda with frequent oversight field trips to the districts.
Specifically the Feeder Road Engineer will:
• Assist in preparing and implementation of feeder road strategy and action plans;
• Liaise with the Districts to define broad priorities in the preservation and improvement of the District feeder road network;

Key Duties and Responsibilities:
