JOB DETAILS:
Eligibility criteriaMinimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
Description of taskUnder the direct supervision of the Associate Civil Engineer, and in close coordination with the Senior Field Officer and Head of Office, the Shelter Assistant will undertake the following tasks: .
Tasks:
• Coordination
o Provide technical assistance in the field of shelter, construction and infrastructure development within the Area of Responsibility (AoR) to best meet the needs of the Persons of Concern (PoC);
o Work with the Government and relevant authorities and counterparts to ensure strong coordination of shelter and infrastructure projects within the AoR.
• Technical Guidance
o Assist in preparation, data collection and review of shelter needs assessments while liaising with other relevant sectors such as protection, programme, community services, WASH, administration and supply;
o Assist in the shelter beneficiary selection process prioritising the needs of the most vulnerable PoC;
o Assist in the daily supervision of all UNHCR construction and infrastructure projects through Direct Implementation and Implementing Partners within the AoR ensuring that works are carried out in compliance to established UNHCR and national standards and that they are implemented according to plans, completed within designated timelines, budget and ensure that this information is shared with relevant colleagues;
o Work closely with other relevant sectors such as WASH, education and health so that shelter and infrastructure implementation is synchronised and coordinated;
o Provide support to implementing partners on technical shelter and infrastructure issues.
• Collaboration
o Assist Programme as an active member of the Multi-Functional Team in multi-sectoral activities to ensure protection and assistance needs of the population are met;
o Assist in the preparation of bid documents for all construction and infrastructure projects including technical specifications, bill of quantities (BoQs), drawings, etc;
o Assist in the technical evaluation of received bids as well as in the review/inspection of the quality of shelter and infrastructure products/works during implementation and at completion;
o Perform other related duties as required.
• Reporting
o Prepare regular sectoral reports and submit material for preparation of periodic project monitoring reports as required;
o Ensure adequate reporting, timely updates and briefings to the Field Office in Solwezi;
o Ensure quality and timely inputs to local reports such as the Weekly and Monthly Situation Reports, specific shelter-oriented projects and all aspects related to UNHCR Programme Management;
o Share with local and international partners relevant guidelines and information materials on programming relating to refugee public health and nutrition activities.
• Capacity strengthening
o Undertake and/or support capacity building needs assessments of UNHCR staff and partners and develop approaches to address capacity gaps including identifying internal and external training opportunities;
o Plan, organize, facilitate and participate in workshops in conjunction with Bureaux, Public Health Section in headquarters, Global Learning Centre and external actors.

Qualifications/Requirements
Required degree level: Bachelor degree or equivalent
Education – Additional Comments:Bachelors’ degree in civil engineering, architecture, or related disciplines. A Masters’ degree is an added advantage.
Required experience: 24 Months
Experience remark:
• At least 2 years of experience in Civil Engineering, Construction Supervision, Architecture and/or other related;
• Computer skills, especially those related to civil engineering, arquitecture, or other related;
• Knowledge of UNHCR/Sphere technical guidelines and rules for adequate orientation, ventilation;
• Experience working with multi-sectoral team especially UN Agencies and Ministry of Health.
Language skills:
• English(Mandatory), Level – Fluent
Area of expertise: Civil engineering and construction supervision
Area of expertise details:
• Knowledge of a range of site planning assistance options, including sensitivity to cultural and gender specific needs to ensure that the social and cultural background is taken into account while designing and developing refugee/staff accommodations or offices;
• Proven technical expertise in the relevant area including survey, programme implementation,technical design, monitoring and coordination.
