JOB DETAILS:
The Government of Zambia, through the Ministry of Agriculture, has acquired a finance facility from the WORLD BANK towards the cost of the Zambia Growth Opportunities Project (ZAMGROW) and intends to apply part of the agreed amount for this facility towards payments under contract for the individual consultancy for the Social Development Specialist.
The Social Development Specialist will have the following responsibilities:
• Provide technical guidance in identification, evaluation and management of social risks and impacts consistent with the ESF;
• Providing conceptual and operational technical guidance on core ZAMGRO social development activities;
• Provide social input during the design, implementation and review phases of the project, including advice on the management of social risks and impacts in close collaboration with the Environmental Specialist under MoA and Environmental and Social Specialists under ZEMA
• Support the development and review of social instruments, checklists, guidelines and tools relevant to the implementation of social requirements as per the Environmental and Social Systems Assessment (ESSA) action plan; v. Conduct social assessments and provide input during preparation and implementation of key risk mitigation instruments such as Environmental and Social Management Plans (ESMPs), and Resettlement Action Plans (RAPS), Livelihood Restoration Plans (LRPS) and Labour Management Procedures (LMPs);
• Prepare periodic reports and ensure social aspects have been adequately addressed and the project is in compliance with the World Bank ESF and the Environmental Management Act;
• Integrate gender considerations across all project components and incorporate mechanisms for strengthening social inclusion (including disability);
• Assess risks of Gender Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH) and implement corresponding mitigation measures;

• Facilitate stakeholder engagements including at district and community levels in the identification, prioritization and mitigation of social, equity and gender issues during the project design and implementation, as well as monitoring and evaluation of social impacts of the projects;
• Implement the approved Grievance Redress Mechanism (GRM). Conduct community awareness sessions on the GRM and establish reporting channels for receipt and resolution of complaints at local level;
• Conduct regular training on social risk management for project implementation teams;
• Provide input to Midterm Review and Project Completion Reports to assess project compliance with social requirements;
• Undertake project site visits to assess and enforce compliance and make the necessary remedies;
• Provide technical input to the annual procurement plan for works and services by reviewing bidding documents to ensure inclusion of social requirements such as prevention of GBV/SEA/SH, adoption of worker codes of conduct and assessing the adequacy of the contractor staff assigned to manage social risks.
This bidding process is being conducted in accordance with the provision of the Public Procurement Act No. 8 of 2020, as amended by Act No. 17 of 2023; and as read with the Public Procurement Regulations of 2022.
The consultancy is open to Zambians and Non - Zambians operating within the Republic of Zambia.
The Ministry of Agriculture now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are suitable to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills etc.).
