JOB DETAILS:
1. Roles Purpose
The Priority Populations and underserved populations served under CHEKUP II Activity include Adolescent girls and young women (AGYW) aged 10 to 24, Priority Populations (PP) – adolescent boys and young men (ABYM) aged 10 to 24, adolescent girls and young women (AGYW) aged 10 to 24, discordant couples, mobile populations, men aged 25 to 34, and people living with HIV (PLHIV), and Adolescents aged 10 – 14 years (both boys and girls). The HIV Technical Director – Priority Populations will directly support the COP in the design, roll-out and day-to-day management and implementation of community-based priority populations prevention interventions and related
community strengthening activities.

2. Tasks and Responsibilities
• Provide strategic and technical leadership in the areas of community-based Priority Populations prevention interventions and related community strengthening activities;
• Support development and implementation of HIV-related quality improvement initiatives in collaboration with district level leadership teams;
• Work with the Director in promoting the use of data for decision making at project and district level;
• Lead the strategic approach, design, implementation, and monitoring of the project’s interventions;
• Coordinate work planning for project teams;
• Supervise and coordinate the technical team to ensure timely achievement of goals and objectives;
• Provide technical guidance and supervision to technical leads as they identify and reach individuals at high risk of HIV infection and link them to HIV treatment and care services;
• Participate in reporting deliverables to the donor;
• Build technical capacity of organizations led by Priority Populations;
• Cultivate strategic relationships with USAID, team members, donors, private sector entities, government ministries and other stakeholders;
• Represent the project to the public and to professional counterparts through meetings, conferences and presentations;
• Ensure that best practices are implemented with fidelity at scale;
• Assist the COP in cultivating an environment of collaboration, technical excellence, shared learning, open communication, and mentorship;
• Provide other duties as assigned by the COP.

3. Education, Experience, Knowledge, Skills and Behaviors:
• A Master’s degree in medicine, public health, global health, epidemiology, Social and/or Behavioral Sciences or a related field, with specific emphasis on community-level health promotion and/or education for Priority or marginalized populations;
• Minimum of 10 years’ experience in designing and implementing large-scale HIV prevention care and support programs for priority populations;
• Experience in a technical leadership/management role for a project of similar size and complexity with direct supervision of professional staff;
• Clinical background is preferred;
• Experience working in Zambia with proven understanding of the national health system
• Demonstrated knowledge of USAID’s policies, priorities and projects;
• Strong communication and interpersonal skills;
• Strong Leadership Skills;
• Must be a Zambian national.
