The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion and Energy.
In the framework of a multilateral commitment towards the promotion of peace and security in Africa, GIZ - German Development Cooperation – supports the International Conference on the Great Lakes Region (ICGLR) in implementing its Pact on Security, Stability and Development in the Great Lakes Region.
One field of intervention of the GIZ technical cooperation program “Support to the ICGLR” focuses on the support for the Implementation of the ICGLR “Regional Initiative against the Illegal Exploitation of Natural Resources (RINR)”. The overall aim of the RINR is to break the link between violent conflicts and the exploitation and trade of minerals through further strengthening good governance in the mining sector on a national and regional level. Therefore, the ICGLR Conference Secretariat, based in Bujumbura, has defined six tools of the RINR: 1) establishment of a regional certification mechanism for selected minerals, 2) harmonization of Member States laws and regulations, 3) development of a database on mining statistics of all MS, 4) Balance of trade volumes with financial flows recorded by EITI, 5) set-up of a whistle-blowing mechanism, and 6) formalization of artisanal mining. The GIZ program supports the Conference Secretariat with the development and introduction of these six tools in the national policy of the ICGLR Member States.
The program’s main focus is on strengthening capacities for RINR implementation within the ICGLR Conference Secretariat in Bujumbura. This includes managerial capacities (planning, internal organization, etc.) as well as technical capacities for natural resource governance in general and RINR implementation in particular. Besides that, the program also directly supports ICGLR Member States with RINR implementation. This direct support to Member States focuses on the National Coordination Mechanisms and in-line ministries, mainly the Ministries in charge of mining. The National Coordination Mechanisms are responsible for coordinating the implementation of the RINR at the national level
GIZ Rwanda is searching candidate for the position of Technical Expert of Mineral Sector Governance. The Technical Expert will be based in Kigali/ Rwanda with frequent travels inside and outside of the Great Lakes Region.
The expert will spend 40 percent of her /his working time travelling outside of Rwanda, especially to Burundi and is under the supervision of the Head of field of intervention RINR.
