Cardno Emerging Markets USA, Ltd. (Cardno) seeks highly motivated and experience individuals interested in being considered for illustrative positions for an upcoming USAID-funded Business Enabling Project. This project will catalyze greater private sector investment and trade in rural areas by strengthening select Zambian government and civil society organizations to implement improved and streamlined policies and processes for economically viable rural enterprises, and by creating an enabling environment that incentives productive investment in trade, agricultural, energy, eco-tourism, and sustainable natural resource management.

Cardno is seeking professionals in the fields of:
• Institutional Strengthening and Policy Specialist: Contributes to activities focused on improving the legal/regulatory framework, data driven decision-making, strengthening policy standards and protocols for execution, policy enforcement and accountability. Builds linkages between the private sector and government agencies to ensure strong feedback loops between policy-makers and rural enterprises. Must have knowledge of the current policy and regulatory constraints to enterprises at the local/rural level and the recent legislative reforms focused on improving the enabling environment.
• Private Sector Engagement: Will serve as technical expert for major groups/cooperatives in business planning and advocating for policy reform. Will play a key role in forming partnerships with both large and rural private sector partners in trade, agriculture, energy, eco-tourism and sustainable natural resource management.
• Agricultural Economist/Agribusiness, Natural Resource Management/Ecotourism, International Trade, and Energy Specialists: Each Specialist works collaboratively with diverse sector organizations, and the public sector to assist with business enabling policy reform and in investment stimulation in each sector. Specialists provide technical assistance to industry actors.
• Gender and Inclusion: Contributes to implementing gender sensitive institutional policies, practices, and behaviors that that reduce gender-based barriers to economic development and gender equality. Applies a Positive Youth Development (PYD) to all programmatic objectives for greater youth involvement and empowerment.
• Monitoring, Evaluation & Learning: Contributes to all aspects of MEL, as well as approaches to overall CLA and adaptive management. Works on a team to increase systemic improvements to break through barriers to progress in achieving Activity outcomes, and ensures that work plan targets are met in a timely manner. Supports the design of the evaluation methodology and protocols for both performance and impact evaluations to support systemic improvements by providing critical information and evidence to inform problem definitions, impact measurements, and programmatic decisions at all levels.
• Finance & Operations: Supports all financial aspects of program, including procurement, budgeting, and financial reporting. Ensures strong financial management and internal controls of program funds. Serves on a team to implement proper approval procedures and ensures that contractual documentation is appropriately filed (electronically and in hard copy). Must have experience and knowledge of USAID rules and regulations.

Qualifications:
Senior-level Positions
Minimum education: Bachelor’s degree in a relevant field
• Preferred education: Master’s degree in a relevant field
• Minimum of 8-10 years of experience in relevant field
• Experience leading donor funded programs in similar context required; USAID experienced preferred
• Excellent written and oral communications skills required
• Fluency in English required.
• Zambian Nationals are encouraged to apply.

Mid-level Positions
• Minimum education: Bachelor’s degree in a relevant field
• Preferred education: Master’s degree in a relevant field
• Minimum of 4-7 years of experience in relevant field
• Experience contributing to donor funded programs in similar context required; USAID experienced preferred
• Excellent written and oral communications skills required
• Fluency in English required.
• Zambian nationals are encouraged to apply.
