Invitation for Bids
Tender for Constructions of Ablution Blocks and Solar or Electrical Powered Piped Water Networks in Nkeyema and Mwandi Districts in Western Province.

WaterAid Zambia is partnering with Reformed Open Community (ROCS) with the financial support from the European Union in the implementing of the project "Strengthening rights and access to education (SRAE) through provision of Inclusive, clean and healthy learning environments in schools" in Nkeyema and Mwandi Districts, Western Province. The project focus is around WASH infrastructure improvement at schools with special attention towards water supply, sanitation, hygiene behaviour change, and capacity building and systems strengthening to sustain WASH interventions. The Tender will be conducted through the Open National Bidding (ONB) procedure.

WaterAid Zambia is now inviting sealed bids from eligible and qualified Bidders, registered with the National Council for Construction (NCC) in category B, with Grade 5 or category C. Grades 5 to undertake the establishment of Ablution Blocks and Small Water Schemes in Mwandi and Nkeyema Districts in Western Province of Zambia.

Bidders are expected to visit and examine the sites of works and its surroundings. The proposed sites visits will be 1st December 2021 in Nkeyema District, 3 December 2021 in Mwandi District. All bidders are required to be at the Councils offices in respective districts at 08:30 hrs for Prebid meeting and depart for field site visit at 09:30 hours. The site visits are MANDATORY (site visit certificate will be issued) and related costs shall be at the bidder's own expense.

A margin of preference shall apply following the Preferential Procurement Clause for bidders registered with the Citizen Economic Empowerment Commission (CEEC) in line with ZPPA circular No. 2 of 2011 as follows:
(a) For a citizen influenced company, by four percent (4%)
(b) For a citizen-empowered company, by eight percent (8%)
(c) For a citizen-owned company, by twelve percent (12%)

Bidding documents can be inspected or obtained at the address given below from 08:00 hours to 13:00 hours and from 14:00 hours to 17:00 hours, Monday to Friday from WaterAid Zambia, House No. 21A Middle Way, Kabulonga Postnet No. 81 P/Bag E891 Lusaka, Zambia upon payment or depositing of a non-refundable fee of Five Hundred Kwacha (K500.00) at ZANACO, WaterAid Zambia, Account# 0428101500126, Woodland Branch, Branch code 20278. Those interested can buy a copy of the bid document from the office from 24th November 2021. All bids must be accompanied by a 2% Bid Security of the bid amount.

Submission Procedure
Sealed bids (4 copies-1 original and 3 copies), appropriately bound, bold labeled must be deposited in the Tender Box situated at WaterAid Zambia, House No. 21A Middle Way, Kabulonga Lusaka, Zambia on or before Wednesday (8 December 2021) at 11:00 hours. The bids received will be opened immediately thereafter at Water Aid Offices in the conference room in presence of bidders or their Director who choose to attend. LATE BIDS SHALL NOT BE ACCEPTED. Bids must be submitted in accordance with the instructions to bidders contained in the bidding documents.
