TERMS OF REFERENCE FOR THE PRODUCTION AND AIRING OF RADIO PROGRAMMES FOR THE “BEYOND THE NUMBERS: MAKING THE BUDGET WORK FOR THE PEOPLE” PROJECT
1. INTRODUCTION:
Non-governmental Organizations’ Coordinating Council (NGOCC) was established in 1985 to play a leadership and critical role in the empowerment of women in Zambia. As a network organization, NGOCC’s mandate is to coordinate and mobilize members in a more concerted manner for advocacy and capacity building programs aimed at advancing gender equity and equality and the overall status of women in Zambia.
2. ABOUT THE PROJECT
Since September 2021, Oxfam in Southern Africa (Zambia Country Office), with the Zambia Council for Social Development (ZCSD) and the Non-Governmental Gender Organizations Coordinating Committee (NGOCC) with support from the European Union (EU), embarked on a project to strengthen citizen engagement in the formulation and oversight processes of the Zambian National Budget. The four-year project is based on a background of poor service delivery and lacking social accountability systems to hold duty bearers to account for Public Resource Management perpetuated by a lack of public awareness and inclusion in critical budget formulation and oversight processes.
The overall objective of this project is, therefore, to promote greater accountability and better public service delivery through increased capacity and engagement of citizens and civil society in the formulation, enactment, implementation, and oversight of Zambia’s national budget.
The project objectives to:
a. Generate interest and increase access and understanding of citizens and citizen groups (Community budget Groups) on the significance of budget formulation and implementation.
b. Enhance capacity of Civil Society Actors in budget analysis, tracking and oversight.
c. Support Civil Society Actors to make the budget socially accountable and ensure that it responds to the communities’ needs and input.
To this end, Community Budget Groups (CBGs) have been created in the project districts thus, Lusaka, Rufunsa, Mpika, Mufulira and Monze are composed of diverse representation of traditional leaders, community members, local academia and Civil Society Organisations (CSOs).
Given the above, we seek to undertake some public awareness programs through the production of radio programmes to be aired in the five catchment districts of the Project. The radio programmes are aimed to raise awareness on the budget planning process, budget execution and implementation and citizen’s overall involvement in the national budgeting process.
It is against this background that NGOCC now invites Expression of Interest by radio stations for the production and airing of 13 Live Radio Programs Series (1-hour studio based) on the above stated project focus.
3. REQUIREMENTS
(i) The radio station should have coverage and wide reach in the project area(s)
(ii) The radio station should a technical plan clearly outlining the proposed discussion points of the series and discussants to be involved.
(iii) A proposed financial plan
