Global Reach II Project Overview
The goal of Global Reach II is to collaboratively formulate and deliver high-quality solutions across the range of programming required to achieve durable HIV epidemic control under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), emphasizing new and innovative approaches pursued jointly with HRSA and other stakeholders. An additional purpose is to assist with translating new science into programming and to mitigate the impact of forces such as global pandemics on the HIV response. Programs and activities are to span health services, structural interventions, data use, and tracking systems. The project will leverage HRSA’s broader expertise and equities on global health needs.
Human Resource for Health (HRH) is an essential input into health service delivery that requires appropriate training, skills, motivation, and equitable distribution. There is a need to ensure that the health workforce is equipped with the appropriate skills mix for optimal distribution and utilization for efficient service delivery, hence the efforts to enhance information, which includes human resources information systems (HRIS), to guide planning and decision-making at all levels of health service delivery.
Tele-mentoring ECHO overview
Objective: Improve healthcare workers’ HIV service delivery capacity through continuing professional development (CPD) by building tele education/telementoring technology platforms
Extension for Community Healthcare Outcome (ECHO) telementoring approach involves routine video-conference calls by experts who are specialists in their field based at a “hub” to deliver didactic sessions, review challenging cases, and have discussions on best practices with healthcare providers based at “spoke” sites. The approach allowed for specialists to learn from primary health care providers, and for the providers to learn from each other. Over time, healthcare providers build the needed skill for the provision of high-quality care for positive patient healthcare outcomes. To complement this approach, the GRII project will feed into the MOH and PEPFAR Zambia COP22 approach to the implementation of facility-based QI projects based on the HIV diagnostic, care and treatment cascade, aimed at improving health services for individuals and populations to increase the likelihood of desired health outcomes.
Scope of Work for QA/QI consultancy under Global Reach II, Objective 3 – ECHO Tele Mentoring Support
QA/QI Integration into HIV ECHO telementoring approach:
To get started with the initiation of the QA/QI projects, the first step is to build QA/QI improvement teams. The teams will require training on how to identify a problem in a collaborative team approach and use of data to help with understanding what might be causing the problem. There are different techniques used in this process thus the need for QA/QI capacity building amongst healthcare workers. The Ministry of Health has existing QA/QI training materials and data collection tools that have been in use since 2012 that will require enhancements and adapted for project use. Therefore, there will be a need for a consultant to work with the team during the initial phase of the QA/QI implementation.
The Consultant shall serve as a QA/QI expert to ensure the successful implementation of facility-based QI projects and provide technical expertise on HIV QA/QI programs. The Consultant shall be engaged as an Individual Consultant to support the design of the QI framework based on WHO guidelines on quality assurance and quality improvement (QA/QI) practices across the HIV care and treatment cascade. The process will involve systematic, data-guided initiatives/innovations and processes designed to improve HRH capacity and patient outcomes.
The scope of work includes:
1. Review and enhancement of the Zambia MOH National QA/QI training package for health care workers that incorporates WHO current approaches, processes, and best practices, including different/ QI methods and tools especially those that are HIV and other related health services.
2. Review and update QA/QI HIV standards and tools through a consensus-building approach involving MOH QA/QI unit and other key
3. Review and update guidelines/ quality improvement framework for the implementation of QA/QI
4. Design templates for the QA/QI knowledge sharing, dissemination of facility-based experiences, best practices, and lessons learned in implementing quality improvement (QI) projects using the MOH ECHO
5. Build in-house capacity and support of central level GRII project and MOH teams in QA/QI training skills for engagement and capacity building for facility-based
6. Conduct one Provincial training to field test the revised package
7. Work with Knowledge Management, Monitoring, Evaluation, and Research teams to develop a set of core indicators and a system for the monitoring and evaluation of QA/QI interventions/projects.
