  Job Description
Transport Information and Modeling Specialist is responsible for planning, promoting, providing, coordinating and managing public transport infrastructure and service in Rwanda.
Reporting: Transport Information and Modeling Specialist reports to the Director of Traffic Management Unit..

General responsibilities include, inter alia, some key functions as follows:
• take overall responsibility of preparing road traffic management, control and development concepts and developing an optimal traffic management system;
• guide and supervise the preparation of a traffic order for public areas considering pedestrian and bicycle interests, organising and coordinating road reconstruction, construction works and organising closing works;
• take a lead role in preparation and development of concepts for intelligent transport systems, operating intelligent transport management;
• take a lead role traffic management duties on major network under the jurisdiction of RTDA;
• guide and lead the process of integration of the management and supervision of traffic system, particularly in public and private transport orders, priorities and coordination; and
• provide active support and assist the proliferation of pedestrian and bicycle transport, creates a balance between the development and operation of an integrated transport system; and
• take a lead role in preparing and developing concepts for intelligent transport systems, operating intelligent transport management and automatic vehicle actuated signal control systems.
• Specific Duties and Responsibilities:
• Important and essential duties may include, but are not limited to, the following:
• contribute to the efficient and effective management of the traffic services;
• assist in preparing parking strategy and developing an operational concept;
• assist in transport planning modelling of infrastructure system
• assist in carrying out uniform traffic control duties and unified control of pedestrian/ bicycle traffic development in Rwanda;
• provide technical assistance in improving arterial traffic flow and reduce fuel and other related costs to motoring public through signal timing, planning, design and installation of computerized traffic signal systems and other traffic system projects;
• assist and guide in ordering, operating, controlling and operational supervising of a public service pay parking system;
• take a lead role in performing all duties related to road management, including, traffic lights, ordering, and control, parking and taxi operation management;
• guide and provide specialist authoritative advice on all aspects of maintenance and construction of signals & power infrastructure assets;

Experience
• Bachelor’s Degree in Transport and Geo
• information
• Technology, Transportation Engineering, Transport Planning and Economics, Transportation & Urban System or Civil Engineering with 3 years of relevant working experience or Master’s Degree in Transport and Geo
• Information Technology, Transportation Engineering, Transport Planning and Economics, Transportation & Urban System or Civil Engineering.
