GRID3 (Geo-Referenced Infrastructure and Demographic Data for Development) works with countries to generate, validate and use geospatial data on population, settlements, infrastructure, and boundaries.
GRID3 is supporting the World Health Organization (WHO) in implementing its Global Health Facilities Database (GHFD) project in Zambia. The GHFD will be a standardized, open database combining each WHO Member State’s health facility master list to serve as a global public good. The project will advocate for countries to maintain, regularly update and use their master list of health facilities, increasing their capacity to leverage data and create more efficient, effective, and targeted programs. We are looking for a consultant based in Lusaka to support the GHFD project. An ideal candidate is passionate about data, understands the use of health facility data to guide public health decisions, and has experience engaging with the Ministry of Health and the WHO country office.
Tasks and Responsibilities:
The consultancy supports in-country coordination and development of the Global Health Facilities Database (GHFD) by investigating the political landscape related to health facility data, understanding needs and bottlenecks pertaining to the publication of health facility data, and developing a roadmap with the government that aims to complete a high-quality georeferenced master facility list that will be uploaded to the GHFD. Possible tasks include overseeing data gathering, collection, review, and cleaning processes. The consultant also supports training and capacity building of government stakeholders. He/she will work closely with the government (Ministry of Health), the project’s Regional Coordinator, GRID3 staff at CIESIN, and WHO to support project workflows.
Required Qualifications:
• A bachelor’s degree in a relevant field (e.g. geography, public health, data science)
• At least 5 years of relevant experience in project management
• At least 5 years of relevant experience working and communicating with government officials, especially the Ministry of Health
• Exceptional communication and organizational skills, including the ability to organize and lead meetings, create and deliver slide presentations, and write reports
• Excellent interpersonal skills with the ability to manage high-level relationships, work collaboratively with a range of partners, and facilitate multi-stakeholder and strategic discussions
• Must possess a strong understanding of geospatial concepts and principles and be able to articulate the value of geospatial data and understand its applications in the health sector.
• Experience in the use of geographic information systems (GIS) software (e.g. ArcGIS Desktop, ArcGIS Pro, QGIS) for data management, data visualization, and data analysis
• Strong computer literacy, including proficiency in Microsoft Office applications (Word, Excel, PowerPoint), Google Workspace applications, and teleconferencing software (Zoom, Microsoft Teams)
• Excellent oral and written skills in English
• Self-motivated, proactive, able to work with minimum supervision, and able to meet tight deadlines
• Passion for open data and associated advocacy
Preferred Qualifications:
• An advanced degree in a relevant field, preferably public health, geography, or data science
• Experience using geospatial data in decision-making processes
• Established relationships with the Ministry of Health, the WHO country office, and other relevant stakeholders
• Knowledge of current national data systems and best-available data sources
• Understanding of the landscape of donor organizations, development agencies, and relevant global initiatives
• Experience in assessments, M&E, field research, evaluations
