JOB DETAILS:
Reporting to the Provincial Project Coordinator, the District coordinators will be responsible for the overall planning, coordination, implementation, monitoring and follow up of the USAID SDVCA project at district level. S/he will have responsibility for all aspects of technical and operational project management role to achieve district level targets. This includes day to day follow up and monitoring of the site and community level interventions, documenting and reporting community level service delivery information, developing and monitoring case plans, analyzing project results against targets and district level work plans, and provide capacity building support to the direct implementers of the service delivery including capacity building to community volunteers and potential CBOs implementing the project at community level. .

Main duties
• Serves as the district lead for the project implementation, overseeing all programming and coordination, communication, and collaboration with key stakeholders (MCDSS, MOH, MoGE structures at district level) to achieve district level project objectives & targets.
• Leads the district level planning of project activities and sets high quality performance targets ensuring adherence to technical standards, best practices, and donor guidelines.
• Ensures all the health, education, social protection and economic strengthening support services are provided timely to vulnerable children and adolescents who are eligible in the district.
• Assists government and collaborating community-based partners in implementing OVC activities; track progress on work plans implementation; assist community volunteers and CBOs to discharge their day to day service delivery roles to Vulnerable Children and Adolescents (VCAs)
• Conduct frequent project site visits to support CIDRZ and CBOs staff in project implementation and use this learning to inform planning as necessary to improve program quality.
• Ensures the implementation of a strong district M&E system, using CIDRZ tools and resources to maximize project impact on beneficiaries.
• In coordination with the M&E data associates, guide project and partner/consortium staff monitoring program planning and implementation and follow up as per the project’s approved M&E plan.
• Provides guidance to district level data associates to ensure appropriate use of M&E tools and systems most appropriate for the project to generate timely, reliable data that informs project decision-making, captures project impact, and meets CIDRZ’s and donor reporting requirements.
• Provides capacity building support to district staff and community volunteers
• Maintains up to date documentation related to project approval, monitoring and implementation.
• Works with the Provincial Project Coordinator and Capacity Development Officer to identify and respond to government, staff and communities’ needs for training, technical assistance, and capacity strengthening and facilitate capacity building initiatives at district and site level.
• Provides feedback to community-based volunteers, review regular project reports coming from them and take corrective measures to issues that may arise during implementation.
• Ensures bi-directional community and facility referrals and coordination are smooth and efficient.
Submits timely and accurate district reports, success stories and other reports as required.
• Manages district level interventions and expenditures in close collaboration with the assistant accountant and the admin assistant in the district office of the project.
• Participates in regular project review meetings & ensure participation of project staff, CSOs and community volunteers as necessary in relevant coordination meetings at the district and site levels.
• Plans and distributes the district level support materials to intended beneficiaries.
• Supports recruitment, management, and appraisal of CIDRZ community-based volunteers for the project.
• Ensures annual performance planning and reviews of district staff performance in keeping with CIDRZ’s performance management system.
• Mentors staff and volunteers to ensure high levels of motivation, commitment, capacity, and teamwork.
• Ensures staff compliance with all CIDRZ administrative and operational procedures and policies, as well as applicable donor regulations including ensuring implementation of gender mainstreaming and child protection policies.

Qualifications
• Degree in Social Sciences, Public Health, Development Studies or related field is required.
• Demonstrated 5 years OVC projects management experience and knowledge in planning, implementing and monitoring USAID or PEPFAR funded projects.
• Experience working with CBOs, FBOs, & CSOs in advocacy training and institutional capacity building and OVC services delivery
• Experience coordinating service delivery programs for OVC and demonstrated capacity to create and/or train staff and communities on health, school, social service protection and economic strengthening services
• Have experience on managing multiple implementation sites, multiple partners, communities, and diverse beneficiaries including case management skills for vulnerable children and adolescents.
• Demonstrated strong analytical, coordination, communications, and interpersonal skills.
• Prior district coordinator role and PEPFAR experience, especially prior OVC experience highly preferred.
• Proficiency in MS Office (Word, Excel and other appropriate software)
• Excellent written and oral English communication skills, having more than two additional local languages is advantageous.
• Ability to work both independently and as an effective team member
• Self-motivated and able to work without close supervision, prioritize work, multi-task, and meet deadlines.
