Overall Job Purpose
• Establish and maintain contracts and commercial commitments register for the site including all goods, services and consultancy agreements as well as confidentiality and executed NDA documents.
• Maintain templates for tender packages for goods and services process as well as contract templates for agreements negotiated/executed at site level.
• Maintain and update contract filing system for all in progress, executed and inactive commercial agreements for the site.
• Execute sourcing strategies for identified categories of goods/services spend with OEM or open/closed tender process as appropriate. This includes end user engagement on strategy, tender document preparation/issue, bid adjudication/compilation, negotiation and execution of contracts in accordance with FQM and Site policies and procedures.
• FPA Officer shall work as a member of the Commercial team and will be expected to build and maintain professional working relationships with internal (warehouse, accounts, logistics, onsite customers) and external (suppliers, freight forwarders, buying houses) to fulfill the responsibilities of the role
Specific Job Responsibility
• Maintain files, templates and registers as applicable
• Tender, draft and negotiate contracts to obtain competitive advantage for the company (security of supply, total cost of ownership, technical support/innovation, working capital reduction, risk mitigation)
• Work with FQM Legal, Procurement, end user depts and other sites as applicable
• Prepare annual contracts plan for minor and major contract renewal/tender for goods and services for the site
• Review claims, invoices, price adjustments as applicable
• Manage the supplier relationships where nominated/directed


Job Specific Competencies
The FPA Officer will require knowledge, skills and experience in the following areas:
• Product and supplier knowledge across applicable spend categories
• Understanding of commercial terms and application to goods/services contracts in mining/heavy industry site environment
• Capability to perform spend and ‘should cost’ analysis mainly in MS Excel
• Experience with ‘landed cost’ analysis and international procurement
• Review and negotiation of commercial terms
• Proficiency in Microsoft Office
• Proficiency in Pronto
• Strong skills in MS Excel and Powerpoint
• Understanding of warehousing and inventory management
• A basic understanding of commercial law, tax, economics, logistics and remote mine site supply chain management
• Knowledge in basic health and safety
• Category management: product, market, usage, stakeholder and spend analysis for allocated groups of goods
• Systems: Pronto/Cognos, Excel and Outlook
• Procurement process, negotiation and communication

Experience and Qualification
• At least 7 years’ experience in supply chain with exposure to procurement, contracts administration and tendering (preferably in the mining industry or heavy industry (desirable) for both goods and services for mining and fixed plant requirements.
• Degree in Commercial or Technical discipline
• Commenced CIPS Qualifications
• Fully paid up Member of (Zambia institute of Purchasing and Supply) ZIPS
• Previous experience/exposure to warehousing, inbound logistics or related commercial disciplines
