ORGANIZATIONAL CONTEXT
This job is open in WFP Rwanda. The job holder will coordinate all customs activities under overall guidance by the Head of Supply Chain, and direct supervision of the National Logistics Officer.
At this level, job holder is expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holder is able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.
JOB PURPOSE
To coordinate all customs activities, that is cross border operations for all imports, exports and all WFP humanitarian cargo destined to Rwanda and other WFP country offices in the region including in transit commodities to neighbouring countries.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
The incumbent shall perform the following duties:
- Review Finance Bills (Harmonized Customs Tariff) and Customs Bill of Entry guidelines; classification of items to be cleared, computation of taxes, verification of accompanying shipping documents and filing of customs bill of entry.
- Ensure customs clearance procedures described under the “Basic Agreement between the Government of Rwanda and the United Nations World Food Program” are always followed.
- Coordinate & monitor effectively cross border operations for all humanitarian cargo destined to/from Rwanda and in transit to other WFP offices in the region without delays.
- Facilitate and extract the customs clearance formalities’ reports and data to ensure no delay incur.
- Timely process all export procedures for all WFP humanitarian cargo destined to other Countries.
- Prepare weekly and monthly reports for all cargo destined to or transiting through Rwanda plus all requests for costs reimbursements from Burundi and DRC.
- Close monitoring of Customs Clearance (CC) operations of food items (FIs) and non-food items (NFIs) into Rwanda and those transiting to Burundi and DRC.
- Formalize or regularize customs clearance formalities with Rwanda Revenue Authority (RRA).
- Draft letters pertaining to Clearance of humanitarian cargo.
- Process and obtain letters of clearance for convoys and monitor convoys in accordance to the customs regulations.
- Process tax exemption documents with the Ministry of Foreign Affairs for WFP imported cargo.
- Liaise timely with forwarders/service providers from other countries for clearances of humanitarian cargo through all points of entries and exits.
- Keep up to date with current Customs procedure in country, trade and transport regulations in the region within the framework of applicable EAC protocols.
- Proactively perform the tasks to ensure WFP commodities receive/deliver timely.
- Perform other duties assigned by the supervisor.
STANDARD MINIMUM QUALIFICATIONS
- Education:Completion of secondary school education, A Bachelor’s degree in Business Administration, Supply Chain management, Logistics, and Transport, economics, or other related degree is desirable.
- Language: Fluency in oral and written communication in English. Knowledge of French is an added value.
- Experience: At least 5 years of full time customs experience in a reputable organization.
OTHER SPECIFIC JOB REQUIREMENTS
- Ability to work under minimal supervision
- Uses tact and courtesy to give and receive information to a wide range of individuals both internal and external.
- Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
- Experience analysing data (on commodities, funds, etc.) and drafting reports.
- Experience in measuring service providers’ performance against set KPIs.
- Experience in assisting the preparation of contract documentation.
- Experience in providing technical business support in corporate systems.
- Proficiency in the use of office equipment and computer software packages, such as Microsoft office(Microsoft Word, Microsoft Excel, and Microsoft PowerPoint)

TERMS AND CONDITIONS
Eligibility: To be Rwandan national
