JOB DETAILS:
Reporting to the Deputy Chief of Party of the project, the provincial coordinators will be responsible for the overall planning, coordination, management of the USAID SDVCA project implementation, monitoring and follow up at provincial level. S/he will have responsibility for all aspects of technical and operational program management role to optimize program performance and outcomes in the respective province. This includes day to day follow up and monitoring of the district and community level interventions, analyzing program results against targets and provincial level work plans, operationalization of program standards, and using program data for improving performance improvement, decision-making and course correction. S/he will ensure effective coordination with key community stakeholders including government, health facilities, CBOs, faith-based organizations and private sector. .

Main duties
• Serves as the provincial lead for the project implementation, overseeing all programming and coordination, and ensure strong communication and coordination with & between all project members to effectively achieving project objectives & targets.
• Acts as primary point of contact for all stakeholders at the province including Department of Community Development Social Services, MoGE, MOH and related community-based organizations, and other actors in the sectors of social work, HIV/AIDS, and children’s protection.
• Leads the provincial level planning of project activities and sets high quality performance targets ensuring adherence to technical standards, best practices, and donor guidelines.
• Assists government and collaborating community-based partners in developing work plans; track progress on work plans; assist with providing recommendations on challenges that arise during implementation to project team and implementing partners or communities.
• Conducts frequent project site visits to support CIDRZ and partner staff in project implementation and use this learning to modify programming as necessary to meet project targets and objectives and to improve program quality.
• Uses appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
• Ensures the implementation of a strong provincial M&E system, using CIDRZ tools and resources to maximize project impact on beneficiaries.
• In coordination with the M&E officer and manager, guide project and partner/consortium staff in designing and conducting baseline assessments and using them to inform program planning and implementation as per the project’s approved M&E plan.
• Provides guidance to district level M&E officers and data associates to ensure appropriate use of M&E tools and systems most appropriate for the project to generate timely, reliable data that informs project decision-making, captures project impact, and meets CIDRZ’s and donor reporting requirements.
• Maintains up to date documentation related to project approval, monitoring and implementation.
• Works with the Deputy Chief of Party and Capacity Development Officer to identify and respond to government, staff and communities’ needs for training, technical assistance, and capacity strengthening and facilitate capacity building initiatives at district level.
• Provides feedback to CSOs and community-based volunteers providing services on the ground on reports and budget expenditure of the project.
• Ensures that aspects of gender, conflict sensitivity, and Integral Human Development are fully considered in the project cycle.
• Ensures effective linkages between key stakeholders, implementing partners, and CIDRZ to provide quality service to beneficiaries with a focus on sustainability.
• Submits timely and accurate reports related to progress and other reports as required to the Deputy Chief of Party for onward submission.
• Provides financial management support to the assistant accountant and the admin assistants in the province and district offices of the project.
• Participates in regular meetings with Finance, Grants and Operations section to ensure effective use of grant funds on the ground.
• Ensures participation of project staff, CSOs and community volunteers as necessary in relevant coordination meetings at the district and site levels.
• Works closely with relevant support teams to ensure systems are in place that will enable timely receipt and distribution of all project materials.
• Maintains strong communication within the project team, with stakeholders, and with CBOs, District staff, Community Volunteers and other CIDRZ colleagues, as appropriate.
• Supports recruitment, management, and appraisal of CIDRZ staff and Volunteers for the project.
• Ensures annual performance planning and reviews of staff performance in keeping with CIDRZ’s performance management system.
• Mentors staff to ensure high levels of motivation, commitment, capacity, and teamwork. Hold regular staff meetings to review performance and address issues that may arise.
• Ensures staff compliance with all CIDRZ administrative and operational procedures and policies, as well as applicable donor regulations including ensuring implementation of gender mainstreaming and child protection policies.

Qualifications
• Degree in Social Sciences, Public Health, Development Studies
• 7 years relevant experience or 3 years if with a Masters Degree
• Demonstrated OVC projects management experience and knowledge in planning, implementing and monitoring USAID or PEPFAR funded projects.
• Experience working with CBOs, FBOs, & CSOs in advocacy training and institutional capacity building and OVC services delivery
• Experience managing donor-funded programs with demonstrated capacity to create and/or maintain systems and procedures involving multiple implementation sites, multiple partners, communities, and diverse beneficiaries
• Demonstrated strong analytical, coordination, managerial, leadership, communications, and interpersonal skills.
• Prior budget management experience strongly preferred, especially prior USG experience
• Prior OVC experience highly preferred
• Demonstrated knowledge of USG procedures and regulations
• Proficiency in MS Office (Word, Excel and other appropriate software)
• Excellent communication and interpersonal skills
• Ability to work both independently and as an effective team member
• Self-motivated and able to work without close supervision, prioritize work, multi-task, and meet deadlines.
