1.Background and context
Zambia Red Cross Society (ZRCS) is an independent voluntary aid organization and an auxiliary to the public authorities in the humanitarian field, in accordance with the 1949 Geneva Conventions and their additional protocols. It has been in existence since 1966, with branches in nearly all the districts of the ten provinces; and with an estimated volunteer membership of about 10,000. ZRCS complements Government and other international and local agencies in providing humanitarian services to the most vulnerable and restoring the dignity of victims of disasters. ZRCS implements projects/programs in disaster risk reduction, disaster preparedness and response, migrant and refugee services, restoring family links for uprooted persons, health care services and prevention of diseases, First Aid at workplaces, support to Orphans and Vulnerable Children (OVCs) and HIV prevention.
ZRCS is part of a consortium of actors that have joined hands with the Ministry of Health through a multisectoral approach in responding to the COVID-19 pandemic. To enhance its response to the pandemic, it seeks to conduct a Knowledge, Attitude, Practices and Behaviour (KAPB) survey in 3 districts (Lusaka, Chirundu and Kapiri-Mposhi) however, this is flexible and will be based on districts with the highest number of cases as prioritized by MoH. This will allow the National Society to gain a more thorough understanding of the community perceptions and specific behavioral factors underpinning health outcomes and understanding the barriers to health as well as the overall hygiene at household level which will, in turn, enable ZRCS to better develop targeted messaging and more appropriate response to the COVID-19 outbreak not only in the 3 districts but for the benefit of other districts countrywide as well. Therefore, ZRCS seeks to engage the services of a consultant to be able to conduct this KAP Survey on COVID-19 in the 3 districts aforementioned.
The KAP Survey on COVID-19 will be completed within 1 (one) month (including travel days) depending on when the contract is signed . The Survey is commissioned by the Zambia Red Cross Society (ZRCS) with support from the Netherlands Red Cross while the process and implementation of the actual KAP Survey on COVID-19 will be carried out by this person. ZRCS will be fully responsible for the successful recruitment of a Consultant and management of the implementation processes.
2. Objective
The overall Objective of the KAP Survey is to understand the current Knowledge, Attitude, Practices, behaviors, drivers, bottlenecks and communication channels on COVID-19 as well as Water, Sanitation and hygiene behavior patterns that affect COVID-19 response measures in Lusaka, Chirundu and Kapiri-Mposhi districts of Zambia. The study will aim at but not limited to;

Needs and strengths:
• Identify knowledge gaps, cultural beliefs, behavioral patterns and practices of community members that affect COVID-19 preparedness and response activities.
• Assess the uptake of COVID-19 preventive measures among community members.
• Assess the health-seeking behavior especially on key health determinants/services such as; Reproductive, Maternal, Newborn and Child Health, Malaria, home mortalities (deaths) etc.
• Measure the level of knowledge among community members on COVID-19 in terms of causes, transmission, spread, prevention and treatment and sources of information.
• Identify the positive attitudes and best practices that need to be enhanced and the negative attitudes and poor practices that need to be addressed to improve response to the COVID-19 outbreak in the areas of interest.
• Map and quantify the strength of information channels available to households
Possible enhancements and recommendations:
• Determine the current community practices on Water, Sanitation and hygiene behaviors in response to the COVID-19 outbreak.
• Generate strategies that will help promote positive behaviors that are appropriate to the setting and also to provide a supportive environment that will enable the community to initiate and sustain positive behaviors on COVID-19 response.
• Determine and Propose appropriate methodology for upcoming response activities not only for the community but for institutional as well as the household levels and also guide key message development and recommended delivery channels for informative IEC materials to be used.
• Propose specific realistic and achievable recommendations aligned to ZRCS COVID-19 Response objectives, including the most appropriate behavior change communication strategies and messages that can be undertaken by the communities to address the issues highlighted. .

3. Job description
Under the overall guidance and direct supervision of the ZRCS in collaboration and consultation with the IFRC and NLRC technical Advisors and supervision from the ZRCS focal person, the consultant will be responsible for the following:
Phase 1: (1 week)
Task 1. Desk Review,
• Conduct an assessment and desk review of a maximum 10 pages of existing relevant literature on similar surveys conducted; Review all literature on surveys conducted both within the government and other organizations to ensure a clear understanding of what is already known, identify the gaps and improve on the survey to be conducted.
Task 2. Inception report submission- Planning and methodology:
• Submit a detailed report of how the consultant seeks to conduct the survey, the report will include a clear methodology (including sampling and targeted information resources) and data collection tools, analysis, reporting details and a detailed work plan.
• Obtaining necessary permissions and sharing the survey plan with the relevant authorities as required.
Deliverables of this phase are:
• Inception report of a maximum 10 pages on the Desk Review outcomes, with a clear methodology on how the survey will be conducted and the structuring of the Data Collection tool.
• Annexes of tools to be used for the different sample groups such as; household, key informant interviews and tools used for the participatory session.
Phase 2 (2.5 weeks)
Task 3. Implementation Conduct KAP survey: Train data enumerators (ZRCS field officers and volunteers) and ensure the quality of data being collected daily using questionnaires Key Informat Interview (KII) and the Focus Group Discusion (FGD) guide is already approved by the ZRCS coordination team.
Task 4. Draft Report Submission- and presentation of key results
• Process and analyze the data, write and submit a draft report of the survey.
• Present preliminary findings to ZRCS
• Present the draft report of the findings in a stakeholder forum for comments and feedback through an agreed online platform.
Deliverables of this phase are:
• Data collection is done, processed, interpreted and analyzed .
• Draft report ready for review by ZRCS team and other key stakeholders for comments and feedback.
Phase 3: Submission of the final copy of the survey report (0.5 Weeks)
Task 5. Final report submission
• Revise and submit a final copy of the survey report including recommendations on COVID-19 preparedness and response activities.
3.1 Responsibilities of ZRCS
• Facilitate the consultant work to reach the targeted districts through respective branches
• Provide transport during the field data collection
• Organize branch field officers and volunteers (enumerators) participation as necessary.
• Provide any relevant documents for the Desk Review and other related tasks.
• Pay consultancy fees for the engagement period as per agreement.
• Prepare target communities and relevant institions for data collection.
