Tasks:
Nathan is seeking a short-term Power BI Development and Analytics (Power BI) Advisor to conduct tasks 1 through 3 described below. The Advisor will work with staff from R4G and NHIMA to design, develop, deploy, and transfer Microsoft Power BI Reports connected to NHIMA data repository systems. Specific tasks to be performed are as follows:
1. Review and understand NHIMA business requirements of Power BI context and build on the current prototype to design a data model to transform raw data into meaningful insights.
2. Automate data ETL processes from HIP and/or eNHIMA databases into the BI data model.
3. Refine and finalize Power BI dashboards and interactive visual reports for optimized model performance.
4. Develop a data model dictionary to explain algorithms, parameters, models, and relationships.
5. Provide training to selected NHIMA staff on report interface and utilization for decision-making.
6. Submit a final activity report.
All tasks will be conducted remotely unless otherwise agreed. This activity is projected to start in September 2022 and run for an initial period of up to 21 work days. The timing and payment of the deliverables will be agreed with the candidate selected for this position. The Power BI Advisor will report to R4G’s NHIMA Advisor. This position is open to Zambian and non-Zambian residents.

Qualifications & Skills:
The Power BI Advisor is expected to possess the following qualifications and skills:
• Bachelor’s (or higher) Degree in Data Science, Information Communication Technology, Mathematics, Computer science or equivalent qualification.
• At least 5 years’ work experience in the field of data analytics.
• Demonstrated hands-on experience with Power BI Gateway implementation.
• Substantial experience in both Oracle and MS.
• Substantial experience in SQL Server databases design and management.
• Experience with National Health Insurance Scheme data analytics and utilization.
• Expert level skill in Power BI data modeling, analytics, and visualization.
• Demonstrated experience in skills and knowledge transfer.
• Excellent oral and written English communication skills.

Job Description
Abt Associates is hiring for the anticipated Zambia Integrated HIV and Health Project (ZIHA) which will be an approximately $100 million activity. ZIHA will work in Copperbelt, North Western, and Central provinces to provide comprehensive HIV prevention, care, treatment, and support services for people living with HIV (PLHIV) and will also integrate support for family planning/reproductive health (FP/RH) and maternal, newborn, and child health (MNCH) services.
The MEL Director will be responsible for the design and implementation of data systems for monitoring and evaluating the project and for creating processes to ensure that project activities are evidence-based and adapted based on iterative project learnings.

Key Roles and Responsibilities:
• With guidance from the COP and Technical DCOP, design and establish a project monitoring, evaluation, and learning system, including defining project indicators and sources of data and developing the project performance monitoring plan;
• Instill a culture of learning and adaptive management across the project and establish systematic processes to ensure that project activities are evidence-based and adapted in line with project monitoring data;
• Lead the project’s operational research as necessary;
• Oversee collection, analysis and reporting of data for the project’s baseline and routine project monitoring;
• Prepare and ensure timely submission of project performance monitoring reports and contribute to annual workplans and other regular project reports;
• Organize and carry out a capacity-building plan to increase the ability of all project staff to identify, collect, analyze and report on high quality performance monitoring data;
• Develop and implement quantitative and qualitative research instruments and research/evaluation protocols as necessary;
• Support the development of success stories and lessons learned in project implementation;
• Present the results of program achievements and outputs in written reports and at conferences and meetings;
• Maintain close working relationships with the M&E colleagues across other implementing partners;
• Coordinate closely with digital leads and partners to inform development of digital data collection systems at community and facility levels;
• Supervise direct reports with particular focus on their key tasks and the quality of project deliverables.

Preferred Qualification:
• Minimum of a Master’s degree in Statistics, Epidemiology, Public Health or other health related field;
• 10+ years of experience monitoring health, HIV, or MNCH/FP programs, particularly designing M&E plans;
• Demonstrated expertise in both quantitative and qualitative research methods;
• Minimum of 5 years’ practical experience setting up and managing project monitoring and evaluation plans and systems, for USAID-supported projects preferred; and PEPFAR experience highly desirable
• Experience in building capacity of government and/or local partner staff in data collection, analysis, and/or use;
• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy;
• Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills;
• Experience with DHIS2 highly preferred;
• Willingness to travel within the country as needed;
• Experience working in Zambia preferred;
• Oral and written English language required
