The individual will be responsible for collecting data by using various data collection methods. He/she has direct contact with participants and has a significant bearing on the quality of data collected and ultimately on the quality of data output. Below is a list of some of the general duties and responsibilities of the individual, to be carried out as needed according to the determination of the Field Manager.
Specific responsibilities include:
• Participate in required training to deliver the Expanded for Moms-Problem Management + program. The training, provided by clinical experts, involves learning how to deliver a psycho-social intervention to women with depression or anxiety.
• Screen potential participants through phone interviews and present the program to them.
• Deliver the psycho-social intervention to women with mild to moderate symptoms of depression and anxiety.
• Participate in weekly supervision calls
• Keep an updated tracking of tasks and research activities
• Work with research staff to follow up with intervention patients
• Maintain a caseload of 10-15 participants at a time

Job Summary
The Clinical Supervisor position. Role is to provide supervisory ART Clinical service delivery to assigned facilities within the district. S/he will ensure the use of the latest evidence-based clinical guidelines and standards as well as conduct regular technical updates for Clinicians, Data Entry Clerks and Professional Counsellors. S/he will report to the Clinical Director in the Region.
Primary Responsibilities and Duties:
• Orientation and mentorship of ISI-ART and MoH Clinicians, Professional Counselors, DECs and CBVs on optimized PITC using the checklist for conditions that are high markers of HIV infection.
• Triangulation of HIS against index, FITS against Pre-ART/ART, and Patient appointment against index/VL requisition registers respectively to ascertain the status of implementation of indexing all strategy, VI., uptake and linkage of positive clients to treatment as well as help identification of performance gaps.
• Orientation and mentorship of JSI-ART Clinicians, Professional Counselors and MoH staff to enhance supervision of CBVs in opening HIV positive client’s files, populating the patient locator form, documenting in the Pre-ART/Linkage register, adherence treatment preparation within the HTS room followed by escorted referrals to improve the linkage rate.
• Follow-on mentorship on the JSI-ART Clinicians, Moll Staff, Professional Counselors and CBVs on the correct index testing model using the sex networking to improve coverage and positivity yield feeding into the first 95.
• Distribution of the TLD JOB-AIDS and orientation of staff in supported facilities on the eligibility criteria, dosage, drug interactions and adverse effect profiles to rollout implementation of the 2018 ZCGs.
• Mentorship of JSI-ART Clinicians, MoH staff, SIAs on data utilisation at health facility using key performance indicators ‘to enhance rational decision making on patient management.

SAFE is a United States Agency for International Development (USAID)/PEPFAR – funded project in Zambia. It is a five-year project implemented by JSI in partnership with Abt Associates, mothers2mothers (M2M), and the Catholic Medical Mission Board (CMMB), which works to reduce HIV transmission, morbidity and mortality while improving nutrition outcomes and Family Planning (FP) integration in Central, Copperbelt, and North – Western provinces. USAID/PEPFAR – SAFE works with the GRZ, private sector and civil society institutions at the national, provincial, and district level to reduce the incidence of new infections, increase access to ART for HIV positive adults and children, improve Nutritional Assessment and Counselling Services (NACS), Family Planning, Cervical Cancer Screening Services and Early Childhood Development and increase the capacity of local health institutions to better serve affected populations.
Since the late 1980s when Zambia was hit by the HIV epidemic, numerous factors have influenced the quality of HIV-testing services, the feasibility and acceptability of new HIV-testing approaches, and access to HIV Prevention, Treatment, Care and Support Services for various community groups. As a result of the scale up of the HIV/AIDS response in Zambia, a drastic reduction in the prevalence rate from 28% around the 1980s to 12.3% in 2016 among adults aged 15 – 49 years has been achieved. Despite the drastic reduction in the prevalence rate of HIV/AIDS, Zambia still has 30 plus percent of people living with HIV that are not aware of their sero-status. Therefore, adoption of high yield testing strategies such as Optimized Provider Initiated Testing and Counselling and Indexing and Partner Notification Services (PNS) is seen as an approach that will help reach out to people living with HIV to complement conventional HIV Testing. Retention in care for optimized viral load suppression remains key to epidemic control
Job Summary:
The HIV Care and Support Officer will, in collaboration with ART in Charge, ensure that all SAFE supported health facilities and their surrounding catchment populations receive continuously improving and high quality HIV Testing and Counselling services. Once clients are diagnosed with HIV, the HIV Care and Support Officer will ensure that persons living with HIV (PLHIV) are actively linked to services that are critical for their own health, continuously remain engaged in appropriate medical care as well as services to prevent HIV transmission to uninfected sex partner(s) and children. The HIV Care and Support Officer will also be responsible for the daily supervision and assignment of duties to all SAFE supported Community Based Volunteers (CBVs) whose duties include Counseling and Testing (including EAC), Indexing and PNS, Linking PLHIV to care and ensure their continuous engagement in appropriate medical care evidenced by clear records in all the registers related to their duties. The HIV Care and Support Officer will work with the CBVs under their charge to triangulate patient records to ensure that all clients are linked to and are receiving all services due to them. Further, the HIV Care and Support Officer shall ensure that all CBVs under their charge are adequately trained and mentored in high quality HIV Counselling and Testing Services focusing on high yield strategies. The incumbent will report directly to the SAFE team lead at the health facility.
Position Title: HIV Care and Support Officer

Primary Responsibilities and Duties:
• Provide high quality HIV Counselling and Testing Services at SAFE supported facilities and their catchment areas
• Ensure that clients are continuously engagement in appropriate medical care maintaining retention rates above 90%
• Ensure patients starting treatment are adequately prepared for treatment
• Provide intensive hands-on technical supportive supervision and Mentorship to all SAFE supported volunteers involved in HTS to ensure that they are implementing high yield strategies (i.e. indexing and PNS);
• Ensure that all SAFE supported volunteers are well trained and possess the appropriate skills mix for their duties.
• Ensure that the rules of confidentiality are adequately enforced in all HIV Counselling and Testing Services.
• Actively link all persons living with HIV (PLHIV) to services that are critical for their own health, as well as services to prevent HIV transmission to uninfected sex partner(s) and children.
• Facilitate testing for HIV exposed Infants and ensure strict adherence to testing schedule
• In collaboration with Strategic Information Assistants and Community Based Volunteers, conduct triangulation of registers to ensure that all clients are linked to and are receiving all services due to them.
• Create demand for HIV services including Viral Load (VL) and ensure quality enhanced adherence counselling is provided
• Collect, collate and submit program data on priority HTS interventions through appropriate reporting channels while ensuring that all records related to their duties are always kept up to date.
• Ensure that HTS SOPs are available and strictly adhered to by all Health Facility staff and volunteers;
• Ensure integration of HTS into other health services including FP, MCH, TB, OPD, Inpatients Departments, other specialized clinics.
• Work with the ART clinicians and providers to ensure that clients are linked to treatment, care and prevention services, including Pre Exposure Prophylaxis (PrEP) for HIV prevention.
• In collaboration with other facility staff, both SAFE and MoH supported staff, attend and actively participate in data review meetings to ensure that timely decisions are made based on data that is generated at facility level.
Required Qualifications/Competences
• Bachelor’s Degree /Diploma in Nursing or Clinical Medicine OR
• Bachelor’s Degree in Public Health, Social Work or Psychosocial Counselling with 2 years’ experience working in a health facility
• Possession of a Psycho – Social Counselling Certificate from any Institution accredited by the Zambia Counselling Council (ZCC), full registration and a current practicing license is a must.

Job Summary
The USAID SAFE Project works closely with GRZ health facilities to provide HIV/AIDS services in Central, Copperbelt & North-province Provinces. The project now seeks the services of experienced, qualified and energetic health professionals to fill the position of ART providers/facility-based clinicians who will be based in the districts across the Province This position will report to the SAFE Provincial Director of Clinical Services and staff at the facility TBD.
Primary Responsibilities and Duties:
• Provide the complete range of services to ART clients on a daily basis;
• Initiate new clients on to treatment using the most recent treatment guidelines from MOH;
• Ensure that ART clients have their laboratory investigations and receive their results as per GRZ standards;
• Follow up with the Laboratory on outstanding results;
• Inform SAFE/Facility about any signs of drug resistance that you observe
• Work with treatment adherence supporters to ensure that all patients are retained on treatment and that they get positive outcomes from treatment;
• Refer clients who are not ART adherent to treatment adherence supporters for counselling and to develop adherence plan including parents struggling with paediatric adherence.
• Work with district and SAFE Project nutritionists to provide all clients with a Nutrition Assessment and Counselling service
• Work with the M&E unit and project Strategic Information Assistants (SIA’s) to compile trends related to the UNAIDS strategy of 90-90-90;
• Work with M+E unit to observe and document trends related to viral load results for each client and per facility and report cases of high VL through relevant channels;
• Establish a system for daily data review on key indicators which includes reporting anomalies or data spikes to supervisor. Develop responsive action plan where appropriate;
• Attend facility and district led meetings on ART particularly those involving SAFE supported facilities;
• Conduct consultative facility level meetings with the aim of sharing and reviewing data and making action plans;
• Establish communication pattern with the TB department to make bidirectional referrals and to rule out co-morbidity of HIV and TB;
• Provide on-site mentorship to facility staff on new developments in ART;
• Complete monthly and quarterly reports as well as participate in DQA activities;
• Work closely with and supervise community volunteers to ensure that they are maximizing time, attending to duties and following and supporting clients, which includes the indexing of newly HIV diagnosed clients, following-up with pre-ART clients who need initiation and active tracking of defaulters.

The five-year project which will be led by JSI in partnership with Abt Associates, mothers2mothers, and the Catholic Medical Mission Board, will work to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.

Job Summary
• The Roving Pharmacist will provide pharmaceutical services within SAFE supported sites and perform standard logistics/ supply chain data processes and activities at health facility level to enable effective availability of health commodities.
• Closely work with the Pharmaceutical and laboratory Units at DHOs and the USAID SAFE Provincial Supply Chain Coordinator to ensure that there is steady supply of medical, pharmaceutical and laboratory supplies in SAFE supported facilities;
• Participates in ARVs, Essential Medicines and other HIV related pharmaceutical supplies’ forecasting and quantification at District level;
• Develop and spearhead the enforcement of standard operation procedures on the management of Medical, Pharmaceutical and Laboratory products in all SAFE supported facilities;
• Leads pharmaco-vigilance services among ART beneficiaries in all SAFE supported facilities and communities in order to achieve desired treatment outcomes;
• Provide technical support to Pharmacy Technologists, Counselors and Lay Counselors on usage of logistics tools (DARs, log books, stock control cards – both paper based and electronic tools) to ensure efficient use of HIV test kits and accountability for each test used;
• From time to time conduct supply chain audit inspections and provide technical support services in all SAFE supported facilities in order to ensure that there is accountability in the supply chain management of Medical, Pharmaceuticals and Laboratory commodities;
• Review HIV-related commodities logistics management information system (LMIS) data to identify trends in consumption and inventory management in the district;
• Ensures that data between clinics and pharmacies on the use of ARVs and other drugs are synchronized;
• Plan for buffer stock to take care of shortages in medical, pharmaceutical and laboratory supplies including HIV test kits and selected essential drugs at District level;
• Ensure that mobile ART service teams are well stocked and that teams properly store the ART commodities and accurately documents usage/dispensation;
• Work closely with the MOH and the USAID SAFE Provincial Supply Chain Coordinator in ensuring that the lab and pharmacy teams are fully equipped with the necessary logistics tools and knowledge to conduct their work;
• Provide technical guidance to SAFE supported health facilities on the transition from Tenofovir Lamivudine Efavirenz (TLE) to Tenofovir Lamivudine Dolutegravir (TLD).
• Work with MOH staff in reviewing set targets against monthly commodity consumption and guide clinicians on the TLD transition process and initiation of Tuberculosis Preventive Therapy (TPT).
• Provide technical assistance to ensure supply chain and clinical activities for strategic initiatives such as targeted testing and multi- month dispensing of ARVs are harmonized and monitored in SAFE supported facilities
• Facilitate timely distribution and redistribution of HIV Test Kits, ARVs and Medical supplies to ensure commodity security in all SAFE supported health facilities
• Work with the facility teams to establish weekly and monthly reporting tools and identify potential supply chain gaps early and develop responses to mitigate impact on service delivery.
• Compile weekly and monthly logistical data and make timely submission to the Provincial Supply Chain Coordinator for decision making.
• Provide supervision to Pharmacy Staff and verify that USAID regulations, roles and responsibilities and pharmaceutical product quality management best practices are enforced consistently
• Perform any other related duties as required.
Minimum Qualifications and other Desired Requirements:
• Degree in Pharmacy
• Experience and knowledge of HIV Tests, ARVs and Essential Medicines Logistics management.
• Experience and knowledge of eLMIS is desired.
• Registration with the Health Professions Council of Zambia and a valid practicing Licence
• Previous public-sector experience preferably within HIV/AIDS field
• Excellent written and verbal English skills are required;
• Ability to plan, coordinate and manage multiple activities and adjust to changing priorities
• Excellent analytical skills
• Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related softwares.
