JOB DETAILS: The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The Programme “Enabling Access to Justice, Civil Society Participation and Transparency (EnACT)” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and promotes dialogue and cooperation between Government institutions and civil society organisations (CSOs) on law and policy reform and implementation. The Programme aims at improving the Zambian population’s access to accountable institutions, to justice and to transparent government decision-making processes. The programme consists of four main outputs,(1) Legislative Framework and Civic Space (2) Accountability and Transparency (3) Legal Aid and (4) LegalTech.
In this context, GIZ is seeking a suitable candidate to fill the following position:
Finance Specialist – (Lusaka based)

Main tasks and responsibilities:
• Checking Partner requests for funding before release
• Checking and reviewing the correctness of the financial settlements for all types financing contracts in line with GIZ regulations.
• Checking and reviewing the correctness of appraiser invoices for consulting contracts in line with GIZ regulations.
• Monitoring and updating payment plan for all contracts under his/ her responsibility
• Keeping track of all the settlements received from the partner organization
• Keeping a record of all financial settlement documentation sent to country office
• Keeping track of Receivables related to financing contracts
• Checking the partner’s adherence to budget.
• Maintaining liaison between the Country Office and the Programme’s partners regarding any issues relating to the accounting of financing agreements and local subsidies (in coordination with the responsible technical advisor).
• Preparing/ checking travel claims for programme and partner personnel in line with the GIZ P+R and GIZ Zambia Country Office delegation levels
• Participates in the Programme’s external & Internal control audit
• Conducts the Commercial and Legal Eligibility Assessments for the programme’s partner organisations
• Immediately informs the Superior on any financial or accounting irregularities
• Performs other duties and tasks at the request of management.
Required qualifications, competences, and experience
• CA level 2, CIMA Level 2, ACCA level 2, university degree in relevant specialization and must be a paid-up member of ZICA
• Must be a member of the Zambia Institute of Chartered Accountant
• Atleast 3 years of work experience in a comparable position
Other knowledge and additional competences:
• Fluency in English, both written and oral is a requirement
• Good working knowledge of multicultural and multidisciplinary environment
• Computer literacy for financial management and accounting. Competency in excel is an asset
• Proactive attitude and a team player with the ability to work with minimum supervision
• Strong interpersonal and communication skills as well as excellent IT and numerical skills

JOB DETAILS: Job Description
We offer a post of Budget / Accounting Assistant. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Budget / Accounting Assistant – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will serve as technical and support staff to the Head of Finance, Contracts (F&CA) and Audit section in the fulfilment of his/her tasks as regards the management of the Delegation in accordance with existing rules and regulations. He/she will help to provide the sound financial management of transactions for all DEVCO projects and operations under the responsibility of the sub-delegated Authorising Officer (SDAO) in the Delegation to the Republic of Zambia and COMESA, in line with the applicable Financial Regulations, legal basis and DEVCO guidelines.
Functions and duties
• To help ensure that payments are accurately made against amounts due, that any errors in invoicing are rectified and that payments are made within the period stated in the contract and according to EU accounting rules.
• To assist with the preparation of all documents for both call for tenders and call for proposals and other contracting procedures. To help ensure the correctness of EU tendering procedures as well as the award of contracts.
• To act as secretary for evaluations undertaken by the EU Delegation and as an observer and resource person to those undertaken by the Government of Zambia and funded by the EU.
• To verify that contracts, including programme estimates and contribution agreements, are correctly drafted, and conform to the applicable rules and guidelines.
• To assist operational colleagues, Government of Zambia staff, project staff, EU grant beneficiaries and EU contractors with financial and contractual matters and to provide training where necessary.
• To help ensure the proper archiving of financial and legal files in line with EU requirements.
• To assist the Audit Task Manager with the audit of contracts as required, as well as verifying the materiality of claims by visiting projects in the field (“on the spot” visits).
• To help support the implementation of EU internal control standards in the Delegation, notably on operations and control and financial reporting.
• To undertake any other task assigned by the Head of Section.

JOB DETAILS: The Rural Finance Expansion Programme (RUFEP) is a follow up of the Rural Finance Programme (RFP) that completed its implementation on 30 September 2013. The Financing Agreement for the Rural Finance Expansion Programme (RUFEP) between the Government of the Republic of Zambia, the International Fund for Agricultural Development (FAD) and the Spanish Food Security Facility Trust Fund (SFSFTF) was signed on 22 July 2014. The Programme was declared effective on 22 July 2014 upon signing of the Financing Agreement and its development goal and objective is to improve rural livelihoods through increased access to, and use of, sustainable financial services by rural men, women and youth.
The Ministry of Finance and National Planning (MoFNP) through the Investment and Debt Management Department is the Lead Programme Agency and has overall responsibility for the implementation of the Programme. In line with the Financing Agreement and following extension of Programme Implementation date to 30 September 2023, the MoFNP invites applications to fill the vacant position of Assistant Accountant.
Job Title: Assistant Accountant
Duration: Less than 1 year
Contract: Less than one-year contract, with six months probation period, renewable based on agreed performance targets and funds availability.
Reports to: Financial Controller
Purpose
The Assistant Accountant will report to the Financial Controller. He/She will be responsible for posting accounting entries to various ledgers in the programme accounting system following established policies and procedures. Specifically, the Assistant Accountant will be required to update the books of accounts and records in a timely manner and to prepare financial returns so as to ensure effective management of the Programme finances. Further, the Assistant Accountant is also responsible for all banking work as well as safeguarding of programme assets.
Key Responsibilities and Duties
• To post on a timely basis al financial transactions to the Ledger accounts;
• To prepare books of accounts up to Trial Balance level on a monthly basis
• To update on a regular basis al financial records and ensure they are properly maintained
• To file and ensure safe custody of all financial records and documents
• Responsible for preparation of all payments in compliance with established policies and procedures and ensure accountability of all imprests
• Responsible for all banking work as official agent of the Rural Finance Expansion Programme
• Responsible for Bank reconciliations on a monthly basis,
• Responsible for disbursements of funds to Implementing Agencies and ensure full accountability of the funds disbursed by way of thorough review of the returns
• Preparation of Statements of Expenditures (SOES;
• Responsible for the review and validation of all financial requests claims
• To maintain the registers of fored assets and contracts;
• To assist the Financial Controller in preparing for annual statutory audit
• Support the Financial Controller in the continuous improvement and enhancement of the Programme financial systems
• Assist the Financial Controller in preparation of Withdrawal Applications for submission to the financier, IFAD
• Responsible for updating of cash books and providing cash position information to management
• Responsible for renewal of annual Bank mandates by 31 January of each year,
• Responsible for preparation of payroll for Programme staff and ensure compliance with statutory
• obligations;
• Responsible for managing staff debtors’ register and ensure repayments as appropriate
• Ensure annual renewals of vehicle insurance and other such service contracts
• To assist in procurement related duties
• Responsible for tracking and safe custody of programme assets by ensuring that all assets are
• distinctively labelled as appropriate, and
• Carry out any other duties that may be assigned by the Programme Coordinator
Minimum Qualifications
• Grade 12 School Certificate with Five O Levels .
• Must be below 55 years
• Minimum Diploma level of Accounting
• Part qualification CA ZICA, ACCA, CIMA or equivalent (at least level II)
• Minimum three (3) years’ work experience involving management of donor funded projects with support from IFAD. AFDB or World Bank at Assistant Accountant or Accountant Level
• Fully paid up member of ZICA and must demonstrate proof of valid membership
• Demonstrate knowledge of accounting packages (e.g.ACCPAC, Pastel, SUN Systems)
Skills and Experience
• Computational skills, ability to operate Microsoft Windows, ie. MS Word, Excel (as a minimum)
• Analytical skills
