The purpose of the consultancy is to help facilitate and coordinate the process and consolidate the inputs from all stakeholders. Throughout this assignment, the Consultant will be required to work closely with ZAPD and MCDSS and ensure meaningful consultations with the Ministry of Health (MOH), Organisations for/ of Persons with Disabilities and other key Government and non-Government Stakeholders.

The consultant is expected to review and consolidate training manuals and harmonise and standardise national Community Based Inclusive Development (CBID) guidelines for persons with disability with special focus on child sensitivity.

TERMS OF REFERENCE (TOR) FOR CONSULTANT
1. Assignment Overview
The USAID Expanding Water and Sanitation Project (USAID Expanding WASH) in Zambia being implemented through RTI International, a non-profit research and international development institute. USAID Expanding WASH aims to support the professionalization of WASH services, increasing private sector engagement in service delivery and improving accountability between citizens, service providers, and policy makers to sustain reliable, high-quality WASH services.
In order to effectively address the sanitation challenges, USAID Expanding WASH intends to undertake Formative research in sanitation and hygiene behaviors using the SaniFOAM approach. The results of this will feed into the development of a behavior change communication (BCC) strategy to facilitate sustained improvement of access to sanitation facilities and improved hygiene behaviors.
The overall objective of this SaniFOAM formative research is to identify motivations, ability, and opportunity of the two selected behaviors (using a toilet and practicing hand washing with soap) in the program locations identified above (Chinsali, Nakonde, Mpika, Lunte, Mungwi, Kazungula, Kalomo, Nalolo, Kalabo, Mongu, Kaoma and Sesheke).
This approach classifies sanitation and hygiene behavioral determinants into opportunities, abilities and motivations. These findings can thereafter be used to create an effective BCC strategy for improved sanitation and hygiene behaviors.
The specific objectives of the formative research are as follows:
1. To comprehensibly identify the determinants of selected sanitation behavior for the target group in terms of opportunity, ability and motivations (and inhibiting factors).
2. Identify the potential behavioral determinants for behavior change communication strategies to be developed.
The Consultant shall conduct a gap analysis to assess the information gaps that exists with regard to access to basic sanitation and challenges in appropriate hygiene practices. This will help identify areas of focus for the research. Field data collection shall be done through individual interviews (household level & at institutional level), focus group discussions and other methods identified by the Consultant.
2. Expected Outputs (Deliverables)
The consultant is expected to submit to RTI the following deliverables:
1. Detailed research protocol – setting out data collection methodology, design, plan, ethics, data management and accompanying set of draft tools
2. Draft formative research report
3. PowerPoint presentation of the research report to be shared with program’s stakeholders to validate and complement research results
4. Finalized formative research report including comprehensive annexes (with tools) within seven days of receiving comments.
5. Consultants Responsibilities
1. The Consultant shall recruit required Enumerators and be responsible for paying their renumerations from consultancy fees
2. The Consultant shall be the focal person for the Enumerators and ensure that they conduct household and institutional interviews and focused group discussions.
3. The Consultant shall ensure all questionnaires are correctly and accurately filled out thus ensuring superior quality survey data. The Consultant shall ensure that Enumerators submit the questionnaire to the Consultant in a timely manner.
4. The Consultant shall Lead the study, including design, implementation, report writing, presentation to stakeholders for validation and finalization within the timeframe specified above.
5. The Consultant shall involve RTI and its partners, Local Government partners and district partners in the study design and process including facilitating a one-day workshop to develop the research hypothesis associated with the determinants

Qualifications:

The scope of the assignment will require the consultant to collaborate with UNICEF Social and Behaviour Change, Health, Nutrition and Education teams.
The specific tasks for the development of national HH4AR are:
I. Conduct review of global, national and provincial literature including recent national hygiene strategies and roadmaps carried out in other countries/similar settings, pro-gramme documents, project reports and evaluation reports on hygiene in Zambia and pre-pare an inception report on the assignment
II. Undertake a programme assessment of Hand Hygiene interventions in Zambia and carry out broad consultations with various key actors, including Government Ministries, Departments and Agencies such as the MWDSs, Ministry of Health (MoH), Ministry of Education (MoE), Ministry of Local Government and Rural Development, and Ministry of Medium and Small Enterprise Development, key donors, private sector, Civil Society Organisations (CSOs) and Non-Governmental Organisations (NGOs), at national, Provincial and district levels and prepare an assessment report clearly outlining (i) what is working well at both strategic and implementation levels; what is not working well and (ii) what needs improvement.

To qualify as an advocate for every child you will have…
The consultant must possess the following:
• Master’s in Water and Sanitation, Public Health, Environmental Health or a field relevant to international WASH Programme development. Additional training in Health Education, or Social and Behaviour Change Communication (Programme Communication) an asset.
• At least 8 years progressive experience with research or programming on handwashing with soap and be conversant with market-based hygiene and private sector engagement
• Previous experience in supporting countries in developing WASH related policies, strategies and implementation plans, especially in hygiene and sanitation
• Familiarity with the SDGs, the hand hygiene for all initiative (HH4A) and other related global trends and priorities, most up-to-date country experiences from developing countries.
• Strong analytical, writing and communication skills
• Ability to conduct online consultations
• Excellent interpersonal and professional skills in interacting with the government and development partners and other stakeholders

How can you make a difference?
The scope of the assignment will require the consultant to collaborate with UNICEF Social and Behaviour Change, Health, Nutrition and Education teams.
The specific tasks for the development of national HH4AR are:
I. Conduct review of global, national and provincial literature including recent national hygiene strategies and roadmaps carried out in other countries/similar settings, pro-gramme documents, project reports and evaluation reports on hygiene in Zambia and pre-pare an inception report on the assignment
II. Undertake a programme assessment of Hand Hygiene interventions in Zambia and carry out broad consultations with various key actors, including Government Ministries, Departments and Agencies such as the MWDSs, Ministry of Health (MoH), Ministry of Education (MoE), Ministry of Local Government and Rural Development, and Ministry of Medium and Small Enterprise Development, key donors, private sector, Civil Society Organisations (CSOs) and Non-Governmental Organisations (NGOs), at national, Provincial and district levels and prepare an assessment report clearly outlining (i) what is working well at both strategic and implementation levels; what is not working well and (ii) what needs improvement.

The consultant must possess the following:
• Master’s in Water and Sanitation, Public Health, Environmental Health or a field relevant to international WASH Programme development. Additional training in Health Education, or Social and Behaviour Change Communication (Programme Communication) an asset.
• At least 8 years progressive experience with research or programming on handwashing with soap and be conversant with market-based hygiene and private sector engagement
• Previous experience in supporting countries in developing WASH related policies, strategies and implementation plans, especially in hygiene and sanitation
• Familiarity with the SDGs, the hand hygiene for all initiative (HH4A) and other related global trends and priorities, most up-to-date country experiences from developing countries.
• Strong analytical, writing and communication skills
• Ability to conduct online consultations
• Excellent interpersonal and professional skills in interacting with the government and development partners and other stakeholders

The overall objective of this assignment is to contribute to ensuring that Zambia has a comprehensive NHH4AR for all contexts and settings with links to COVID-19 and other diseases supported by Operational Guidelines with minimum standards, quality assurance (QA) check lists, protocols and communication materials for all contexts.
The specific role of the national consultant is to work with the different sectors involved in implementation to develop Operational Guidelines, Minimum Standards, QA checklists and certification protocols; and communication materials for use in the delivery of hand hygiene programmes in all contexts and settings. These will incorporate gender dynamics, taking into consideration the factors informing the differences in roles of men and women in hand hygiene practices and the learnings from the outbreak of COVID-19 to make the NHH4AR gender responsive.

1.0.Background
Mansa District Land Alliance in partnership with GIZ -Deutsche Gesellschaft fur Internationale Zusammenarbeit under the Enabling Access to Justice, Civil Society Participation and Transparency (EnACT), is implementing a project titled Enhanced Accountability and Transparency in Utilization of Public Resources (EATUPRP). The project seeks to capacitate six CSOs in Mansa and Nchelenge districts to provide oversight on the utilization of public resources in the education sector. The trained target CSOs will work with other stakeholders to identify and document cases of public resource mismanagement for submission to relevant authorities for timely corrective action.
The Overall objective of the project is to contribute to sustainable and inclusive development in Luapula Province through effective and transparent management of public resources. Specific Objective is ‘’To empower local CSOs, in Mansa and Nchelenge districts to document and report cases of unaccountable use of public resources in the education sector. Expected project outcomes are that; CSO have enhanced knowledge and skills to document and disseminate cases of unaccountable use of public resources and service delivery failures in the education sector in Mansa and Nchelenge districts. Secondly that Citizens have increased knowledge and opportunities to engage in participation processes to hold their government accountable for public service delivery in the education sector in Mansa and Nchelenge districts.
2.0.Context
The Civil Society Organisation (CSO) Sustainability Index Report noted that the Zambian civil societies have limited capacities, skills and knowledge of how to engage in national budget processes. Additionally, CSOs have knowledge gaps on how to effectively offer budgetary oversight, provide independent scrutiny and conduct independent budget analyses, social audits and expenditure tracking. Meaningful engagement with the budgeting process requires that CSOs and or citizens can also report any identified irregularities to relevant authorities for action. However, institutions responsible for transparency and accountability are centralized resulting in low accessibility by many citizens (Draft 8th National Development Plan, 2022). Other challenges relate to low empowerment of citizens to hold public officers accountable, inefficiencies in the delivery of public services, and ineffective grievance resolution mechanisms. These challenges are a breeding ground for corruption. The proposed project seeks to strengthen the capacity of the target CSOs to play a critical role of oversight on the utilization of public resources in the education sector. The project will enhance the capacity of the CSOs from Mansa and Nchelenge, on how to identify and document cases around public resource management for submission to relevant authorities for timely corrective action.
3.0.Objectives of the consultancy
The objective of the consultancy is to conduct a study to establish capacity levels of selected CSOs in Mansa and Nchelenge districts in financial management, proposal development, advocacy, policy engagement, social Accountability issues, and understanding of the budget process
4.0.Scope of work
The consultant (s) The consultant (s) will do the following;
• Work closely with selected CSOs at in Mansa and Nchelenge district
• Undertake literature review with reference to project documents.
• Design tools and methodology for collection of both qualitative and quantitative data
• Hold preparatory meeting with MDLA staff and beneficiary CSOs to agree on the process
• Develop a consolidated work plan with input from MDLA programme staff
• Conduct a one-day consultative meeting in each target district with CSO representatives to get their input on how they see their own capacities.
• Analyse collected data from the consultative meetings using appropriate data analysis packages
• Prepare draft report
• Conduct a validation meeting with key programme team members and selected CSO representatives
• Prepare final report
5.0 Location of assignment
The assignment base will be done in Mansa and Nchelenge district
6.0 Expected Output/Deliverables
Among the immediate outputs of this process will be the following;
• A synthesised consultation report with comprehensive list of stakeholders consulted;

The Consultant(s) should have the following;
Qualifications:
Degree in any of the following: Governance and Development, Project Management, Public Policy, Development Studies, Management, Strategic Planning/Organizational management, or any other related field
Work experience:
• Traceable experience and knowledge of the political, social, cultural, and development context of Zambia
• Evidence of having carried out similar assignments locally/ internationally
• Full understanding of CSO operations in Zambia, sub region and international
• Experience in organisational development; capacity building for CSOs; and
• Strong interpersonal and communication (written and verbal) skills.
8.0 Services to be provided by MDLA
MDLA will provide the Consultant(s) with information regarding location and contacts of some stakeholders to be visited while a comprehensive list will be developed by the Consultant/s. MDLA will also provide relevant documents within its reach to the Consultant(s).
9.0 Reporting
During the course of this work, the Consultant(s) will be supervised by MDLA Provincial Coordinator
No subcontracting of any part of this assignment will be allowed unless expressly agreed upon by all parties.
10.0 Submission of Technical and Financial proposals
