Background:
John Snow Health Limited (JSH), a public health organization dedicated to improving the provision of public health services in Zambia and the region, is recruiting for an Advisor – Economic Strengthening for the USAID-funded Controlling HIV Epidemic for Key and Underserved Populations (CHEKUP II). CHEKUP II aims to address the needs of people living with HIV (PLHIV) and those most at risk of acquiring HIV and contribute to HIV mitigation and epidemic control. In addition, the program seeks to improve the health outcomes of priority populations in the highest HIV-burden provinces of Zambia.
Responsibilities
The Advisor – Economic Strengthening is responsible for designing and implementing strategies for greater private sector engagement in project activities. S/he leads efforts to strengthen the economic strengthening component of the project and facilitates bridges to employment for project beneficiaries. In addition, the Advisor will facilitate partnerships with private sector entities in CHEK-UP II implementation districts to support economic strengthening and private sector engagement in other project activities.
The position reports to the Technical Director- Priority Populations and is based full-time in Lusaka, Zambia.
Responsibilities:
• Develop and operationalise strategies to support and strengthen the economic strengthening component of CHEKUP II.
• Facilitate partnerships with private sector entities involved in health to increase access to services for project beneficiaries
• Facilitate the development of the district and project-specific public-private sector models, enhancing economic strengthening activities and increasing access to health services for project beneficiaries.
• versee the design, adaptation, and implementation of tools, consultative processes and interventions that aim to increase access to economic strengthening in project districts
• Engage and collaborate with USAID, MOH, NAC, and private sector stakeholders at national level and project districts.
• Design and implement strategies to mobilise and leverage financial and non-financial resources and incentives to improve beneficiary linkages to the private sector, including support for internships and journey to employability
• Works closely with Regional Office leadership to direct regional private sector and economic strengthening activities.
• Provide guidance, coaching, mentoring and learning opportunities to build the team’s capacity in both Lusaka and district offices and other project staff.
• Implement and adhere to JSH’s personnel, financial, operations and fraud management policies.
• Travel to regional offices as needed.
• Perform other duties as assigned by the Technical Director – Priority Populations
Qualifications:
• Master’s degree in public health, business, economics, policy, demography, or related discipline.
• Minimum of 5 years of experience in global health, health policy, private health sector, market systems, healthcare management consulting or other relevant private and public sector experience.
• Demonstrated experience successfully engaging with public and private sector partners.
• Excellent networking, negotiation, and relationship-building skills.
• Knowledge of HIV prevention, health systems, market development, supply chain, public-private partnerships, economics, financing, and capacity development, especially in developing countries or emerging markets.
• Demonstrated ability to supervise staff, excellent verbal and written communication skills, and strong interpersonal skills.
• Previous work experience with USAID is preferred.

Description
The Senior Advisor-Social and Behavioural Change provides strategic, technical and programmatic support to the USAID CHEKUP II Activity in the area of social and behavioural change and demand generation in the activity focus areas. This full-time position is based in Lusaka, Zambia, supervised by the Technical Director – Priority Populations.
Responsibilities
• Provides strategic, technical and programmatic support to all Activity areas related to Social and Behavioural Change Communication.
• Provide capacity development to other project staff on SBC in general. Particularly district-based SBC-Social Mobilisation Officers.
• Develop evidence and knowledge and dissemination of SBC and demand generation.
• Working collaboratively with other project staff, facilitating policy dialogue and technical representation in national-level SBC-related areas.
• Effectively programme and project result-based management according to the project-based SBC interventions.
• Effectively manage relationships with the government and other partners.
• Develop the USAID CHEKUP II strategic direction, mainly focusing on the project’s focus areas.
• Support timely and quality implementation of annual work plans for USAID CHEKUP II.
• Identify critical gaps in knowledge and understanding and promising and innovative SBC-related approaches, and contribute to developing strategies to test and document effectiveness.
• Facilitate the development of SBC-related strategies consistent with basic SBC principles and incorporate innovative, multi-faceted delivery channels.
• Work with advertising/creative agencies to develop and produce campaign materials and products for project sites.
• Oversee the implementation of targeted SBC campaigns in project districts.
• Lead the development and adaptation of context-specific SBC-related messaging and training materials.
• Implement and adhere to JSH’s personnel, financial, operations and fraud management policies.
• Other duties as assigned by the Technical Director – Priority Populations consistent with the project objectives.
Requirements and Qualifications
• Master’s degree in health promotion and communication, international public health, behavioural science or other social science.
• Five years of progressive relevant SBC, HIV/AIDS, capacity-building experience, working with government entities, UN agencies, the private sector, NGOs and the MOH Health promotions unit highly desirable.
• Demonstrated success in applying behavioural change theory and approaches in applied field settings and the context of multi-sectoral strategies.
• Experience engaging with USAID-funded initiatives is highly desirable.
• International experience is a plus.
• Excellent written and verbal English language skills.
• Knowledge and experience in designing and implementing evidence-based behavioural science approaches, including human-centred design.
• Strategic thinker, strong team player, able to deliver results without close supervision.
• Demonstrated success in managing the development of graphic and other communication products to support behavioural change.
• Proficiency in MS Office and internet applications.

CHEKUP II aims to address the needs of people living with HIV (PLHIV) and those most at risk of acquiring HIV and contribute to HIV mitigation and epidemic control. In addition, the program seeks to improve the health outcomes of priority populations in the highest HIV-burden provinces of Zambia.
Description
The Technical Advisor – DREAMS and OVC programming provides strategic and technical leadership for high-quality, evidence-based DREAMS and OVC programming and service delivery for targeted AGYW and OVCs in CHEK-UP II’s intervention districts. S/he informs the CHEKUP II’s social and structural change approaches to HIV prevention in the Project sites, as well as the appropriate combination of prevention and youth livelihoods strategies and interventions. S/he will have expertise in prevention activities for adolescents and youth, new prevention technologies, evidence-based implementation theory and methodologies, effective social and behavioural change (SBC), and biomedical approaches to HIV prevention.
This is a full-time position based in Lusaka, Zambia, supervised by the HIV Technical Director, Priority Populations.
Responsibilities

Requirements and Qualifications
• Master’s degree in Public Health, Social Science, Health Sciences, Gender, Development Studies, or a related field.
• At least five years of progressive work experience with PEPFAR-funded AGYW, OVC and integrated HIV/AIDS programme in an INGO setup.
• Experience in Providing Technical Assistance to implementing partners
• In-depth understanding of PEPFAR/USAID DREAMS priorities, expectations for program results, outcomes, impact, and reporting.
• Hands-on experience in leading a recent large PEPFAR-funded DREAMS or OVC programme, an advantage
• Familiarity with OVC and DREAMS programming integration is highly preferred.
• Good facilitation/presentation skills.
• Experience in participatory action planning and engagement of stakeholders at national, district, and Community levels.
• Strong familiarity with PEPFAR and USAID policies, procedures, rules, regulations and reporting requirements.
• Good data analysis and report writing skills for donor reports, technical briefs and relevant documents.
• Experience using MS Windows and MS Office packages (Excel, Word, and Power Point).

Regional TIDO Coordinator job at COMESA
SCOPE OF WORK:
The Regional Trade Information Desk Officer Coordinator will be responsible for supervising TIDOs to ensure that they successfully perform their duties, deliver against the objectives agreed-upon in their respective work plans, and respect the working hours established by COMESA Secretariat. He/she will check and sign on the monthly timesheets submitted by the TID officers before submitting them to the project management. He/She will play a big role in the organization of workshops/trainings at the selected borders, as well as in the delivery of various communications & dissemination exercises. JBC (to be developed)
KEY TASKS AND RESPONSIBILITIES:
The Regional Trade Information Desk Officer Coordinator will be responsible for the following:
i) Take stock of existing Trade Information Desks (TIDs) on both sides of each GLTFIP target border, including current staff and related capacity, office equipment, and dissemination materials, and list gaps to be filled in each area;
ii) In coordination with the Project Coordinator, proceed to the timely recruitment of qualified Trade Information Desk Officers (TIDOs) in each GLTFIP country, in the maximum number of two (2) per each side of each border post. In coordination with the Project Procurement Expert, and in accordance with the agreed-upon project procurement plan, proceed to the timely procurement of the necessary office equipment at each GLTFIP TID;
iii) Lead on the organisation and delivery of training to all newly recruited TIDOs, including development of relevant training materials. Training should, among others, cover areas such as the STR (eligibility conditions, threshold and list of common goods), the COMESA Regulations on Minimum Standards of Treatment for Small-Scale Traders, customer care, conflict resolution and gender, as well as basic duty/documentary requirements applicable to small-scale traders;
iv) In collaboration with the various TIDOs, liaise with competent border authorities (Customs, Immigration, Bureau of Standards etc.) in order to gather details of the various customs duties, Immigration, documentary and other requirements applicable to small-scale traders at each GLTFIP border;
v) Support the Project Coordinator in the development of dissemination materials on the STR and the COMESA Regulations on the Minimum Standards for the Treatment of Small-Scale Cross Border Traders as well as on Customs duty/Immigration/ documentary requirements applicable to small-scale traders, and lead on their dissemination at border-level in each of the GLTFIP target areas in coordination with the various TIDOs;
vi) Gather regular statistics and trends on small-scale cross-border trade flows and on the STR at each of the GLTFIP borders, and lead on their dissemination at border-level in coordination with the Project Coordinator. Work with the local GRS ( all complait must be transmisted to the closest GRM in country;
vii) Conduct regular field monitoring visits to each of the GLTFIP border areas, in order to supervise the work of the TIDOs and provide them with regular guidance and mentoring as appropriate;
viii) Prepare and circulate regular reports on the TIDOs work and prevailing situation of small-scale trade at the project borders; and
ix) Within a year propose an exist strategy. The TIDO coordinator will need to find a sustainable solution within eighteen (18) months.
