JOB DETAILS:
The National Assembly of Zambia invites applications from qualified and experienced candidates to fill the positions of Legal Officer.
MAIN DUTIES AND RESPONSIBILITIES
• Provide legal advice to the National Assembly Management and Members of Parliament on all legal aspects concerning the running of the National Assembly and its mandate as given in the Constitution and other laws;
• Render legal opinions to the National Assembly Management on Parliamentary and Administrative matters;
• Draft Private Members’ Bills and amendments to Bills;
• Provide analysis for all Bills and International Agreements presented to the National Assembly in order to assist the relevant Committees considering the Bills or international agreements;
• Examine and closely follow proceedings on Bills before the National Assembly and ensure that Bills passed by the House are assented to and published as Acts of Parliament;
• Draft Rulings and Announcements for the Speaker and other Presiding Officers;
• Respond to petitions by members of the public;
• Scrutinise contracts and memoranda of understanding entered into by the National Assembly with other entities to ensure that the interests of the National Assembly are protected and that the contracts comply with the Public Procurement Act No. 8 of 2020 and other relevant laws;
• Conduct research on procedural matters and participate in the revision of the National Assembly Standing Orders, Members’ Handbook, Handbook on Unparliamentary Language and other documents relating to the operations of the National Assembly of Zambia, as and when need arises, subject to approval by the Standing Orders Committee;
• Conduct research on laws relating to the National Assembly and recommend their revision where necessary, and draft the relevant Bills for onward transmission to the Ministry responsible for justice and legal affairs;
• Provide secretarial services to the Committee on Privileges and Absences;
• Prepare weekly updates on matters connected with the business of the House when the House is in session;
• Attend to litigation in conjunction with the Attorney-General’s Chambers; and
• Attend to any other assignments as may be given by the supervisor from time to time.
MINIMUM QUALIFICATIONS AND EXPERIENCE
• Grade 12 School Certificate, with a merit or better in English and four (4) other subjects;
• Bachelor’s Degree in Law from a recognised University; Advocate of the High Court of Zambia;
• Post Graduate Diploma in Legislative Drafting; and Minimum of five (5) years working experience.
SKILLS
• Flexible, mature, sober minded and able to work long hours;
• Excellent organisational skills, attention to detail and ability to manage multiple tasks, coordinate and meet deadlines;
• Excellent written and oral communication skills; and
• Proficiency in MS Office.

BACKGROUND AND RATIONAL
The American Bar Association Rule of Law Initiative (ABA ROLI) together with its partner Chapter One Foundation (COF) is implementing a 12-month rapid response project entitled “Promoting Constitutional and Legislative Reform in Zambia”. The project aims to support the ongoing Zambian constitutional review and legislative reforms processes through strategic litigation; comparative legal analysis of Zambian laws; and facilitating trainings for Zambian lawyers and consultation meetings. One of the activities under the project is a two-day training on research methodology and legal report writing for Zambian lawyers including COF staff. The training will be for fifty people.
OBJECTIVES OF THE WORK
The objective of the training is to enhance the skills of participants in research methodologies and report writing, with a focus on human rights, rule of law, and constitutional law. The training will ensure that participants are equipped with additional skills to effectively contribute to legal reform processes in Zambia.
SCOPE OF WORK
ABA ROLI intends to hire one expert trainer with extensive experience in current research methodologies and legal report writing with a particular focus on human rights, rule of law and constitutional law issues. The expert will work in tandem with a local expert trainer who will bring to the training expert knowledge of the national context. The specific deliverables include:
1. Develop curriculum for a knowledge and skills training on research methodologies and legal report writing for participants working on issues related to regional and international human rights standards and best practices. The curriculum will reviewed by ABA ROLI and COF.
2. Develop/provide reference and guidance materials, manuals and forms for participants to consult and learn about additional sources of information that can facilitate their work
3. Conduct the 2-day Research Methodology and Legal Report Writing training
The training will be participatory in nature, incorporating practical application of skills that are directly relevant to participants and the use of case studies and sample reports where applicable. The expert will be expected to include information/tools particularly relevant to the target group.
DURATION OF CONSULTANCY
The consultancy will last for 4 working days including 2 preparation days. ABA will be responsible for the roundtrip ticket and daily per diem for the consultant in Lusaka for the training session.
PROFILE OF THE CONSULTANT
The suitable consultant should:
1. Have an Advanced University Degree in law
2. Have 5-10 years of professional work experience in the researching and legal report writing on human rights, democracy, constitutional law, or law reform. Experience working on the above issues in Africa is a bonus.
3. Proven experience in conducting/implementing similar trainings.
4. Excellent analytical, presentation and communication skills.
5. Excellent writing skills in and oral command of English.
SELECTION OF THE CONSULTANT
The applicants should present:
1. A short proposal that demonstrates an understanding of the assignment and explaining why he/she is most suitable for the assignment, includes experience in similar assignments, provides brief information on qualifications, and brief methodology on how he/she will approach and conduct the work.
2. Resume with traceable references.
3. Daily rate.
The selection of the consultant will be based on the quality of the technical proposal, the experience of the consultant, and the financial proposal as the three main factors.
